Meeting with dy.commissioner east bhagidari
I was really happy that during last ten year , first time an officer has come who knows his powers,realises that colonial days are over and officers must realise they are there to accelerate improvement in civic life.
I was encouraged to make following suggestions
Meeting schedule must be e mailed,SMSed and through courier so that bhagidars come fully prepared.
Nodal officers must be made responsible to understand they represent concerned departments. ONLY NODAL OFFICERS MUST BE ALLOWED TO ATTEND?
Department wise meetings should be held.
One meeting say for police
Second for MCD and third for DDA matters.
Old items appearing on agenda for the last three years could be picked.
MOST OF ITEMS DO NOT REQUIRE FUNDS BUT administrative action.
KINDLY offer your comments on this.
Mr.VOHRA IS DOING EXCELLENT in spreading bhagidari movement messages.

Taking picture of vehicle must before towing
NEW DELHI: After getting many complaints against cops demanding bribes with threats of towing away vehicles , Delhi Traffic Police have asked all contractors who provide cranes to the department to come equipped with a digital camera.
"Starting Friday, it will become mandatory for traffic personnel to take a picture of the vehicle errantly parked before attempting to tow it away. Towing a vehicle without taking a picture will be illegal. This will not just ensure that no bribes are taken by the traffic cops, but also help in keeping proof of the errant vehicle, if required," explained joint commissioner of police (traffic) Satyendra Garg.
In a new order issued to the dozen-odd private contractors who supply the 58 cranes to Delhi Traffic Police, both the contractor as well as the traffic personnel will become liable if they attempt to tow a vehicle without taking a picture of the vehicle first. Each of the contractors signed the new contract on Monday.

Europe 'losing' superbugs battle
The emergence of antibiotic-resistant infections has reached unprecedented levels and now outstrips our ability to fight it with existing drugs, European health experts are warning.
Each year in the EU over 25,000 people die of bacterial infections that are able to outsmart even the newest antibiotics.
The World Health Organization says the situation has reached a critical point.
A united push to make new drugs is urgently needed, it says.
Without a concerted effort, people could be dealing with the "nightmare scenario" of worldwide spread of untreatable infections, says the WHO.
One example is the New Delhi or NDM-1 superbug recently found in UK patients.
They brought the infection back with them from countries like India and Pakistan, where they had visited for medical treatment and cosmetic surgery.
These superbugs are resistant to carbapenem antibiotics, which is concerning for experts because they are some of our most powerful weapons and are used for hard-to-treat infections that evade other drugs.
The Cardiff University researchers, who made the discovery last August, now say bacteria with this new genetic resistance to antibiotics have contaminated New Delhi's drinking water supply, meaning millions of people there could be carriers.
Dr Timothy Walsh and his team collected 171 swabs of seepage water and 50 public tap water samples from sites within a 12km radius of central New Delhi between September and October 2010.
The NDM-1 gene was found in two of the 50 drinking-water samples and 51 of 171 seepage samples.
Worryingly, the gene had spread to bacteria that cause dysentery and cholera, which can be easily passed from person to person via sewage-contaminated drinking water.
"Oral-faecal transmission of bacteria is a problem worldwide, but its potential risk varies with the standards of sanitation.

Superbug in Delhi's water, say UK experts
NEW DELHI: A superbug immune to almost all known antibiotics has been found in Delhi's water. British scientists said they have found the New Delhi metallo-beta-lactamase (NDM) 1 gene that makes bacteria highly resistant to all known drugs in the capital's public water supply used for drinking, washing and cooking.
In August last year, after announcing the existence of this superbug created by the NDM1 gene, scientists had said it was hospital-acquired.
"Now, we know it is not present in hospital ICUs but is actually freely circulating in Delhi's environment, both in the water people drink and those that lay stagnant," Dr Mark Toleman from Cardiff university told TOI.
"Drinking contaminated water will help the superbug enter our bodies. However, we still don't know how many in the population are already carrying the superbug," Toleman said.
The most worrying factor was that the NDM1 gene had already spread to the bacteria that causes cholera and dysentery in India, the scientists said. Their findings were published in British medical journal 'The Lancet Infectious Diseases' on Thursday.

We, citizens of this great country, have suffered enough due to corruption. We are deeply hurt and disappointed with lack of a real and meaningful solution from you and your government to control this menace.
We want change, we want accountability and we cannot wait any longer as we have already waited for 48 years for a Lok Pal Bill. We will not vote for you if an effective anti-corruption bill is not enacted. Not the farce Lok Pal Bill proposed by your government, but the peoples “Jan Lokpal Bill”. We want strict and effective punishment for the corrupt. They MUST go to jail! Or you Mr. PM, along with your party, will fall from the people’s grace. We assure you, stand by us, and we will stand by you. The opposite will also hold true.
Your government has appointed a Group of Ministers to draft the Lokpal Bill. This GoM include- Sharad Pawar, Veerapa Moily and Kapil Sibal. Mr. Pawar and some other leaders of his party have and are facing many charges of corruption. Strangely, Sibal does not feel that there was any corruption of loss to nation exchequer in the 2G allocation. Having these people draft the anti-corruption law – is it not an insult to the people of India? How can the corrupt be asked to draft an anti-corruption bill? We urge you to consider the choice put forth by the people – credible names such as Justice Santosh Hegde, Shashi and Prashant Bhushan and others should be part of the committee to draft the Lokpal Bill or the bill proposed by them should be adopted.
Shri Anna Hazare, one of the Greatest Social Reformers India has ever seen, has started a Fast Unto Death beginning today i.e. April 5th and so have thousands of ordinary citizens of this country. His demands are extremely beneficial for the bright future of India. We urge you to immediately accept the demands of the people of India represented by Shri Anna Hazare lest the discontent among the people grows out of control.
The sentiments against rampant corruption in this country are quickly becoming as strong as those that led to the uprising in Tahrir Square (Cairo, Egypt). The government should also remember the upsurge of 1977 when the ruling Congress was uprooted for smothering the democracy and should not reinvade such a situation. The honest and hardworking people of this country refuse to be mute spectator in the public looting of public money that is taking place under your leadership. Some spots have also been put on your clean shirt in the case of appointment of Suresh Kalmadi as Chief to supervise the CWG, after removing late Sunil Dutt, the then Sports Minister. Finding of the inquiry being conducted by the Committee will bring out the truth to the fore.
We request you immediate and strong response to this concern of the people as corruption should be the top priority of your government. If the challenge is not met effectively and promptly, it has the potential of undermining every valuable effort made by upright citizens of this country over the last century - including you.
We trust you will take immediate steps to give and not force us to take the above steps. By doing this, you will be doing great service towards the motherland and will ensure an honourable place in the history.

our Deputy commissioner is really dynamic and forward looking officer.
It is first time that all the departments have been reminded to send their NODAL OFFICERS.
To make these meetings more effective, the items which have been discussed since 2005 but not solved so far merit attention.Our Madhuvan problem like foot path along NAGRAJ MUNI MARG FROM SHAKARPUR T POINT TO PREET VIHSR G BLOCK IS GRABBED BY ILLEGAL VEHICLE TAXI STAND AND ZIGZAGGED BY PRIVATE HOUSE OWNERS.
Since 2006 we had been pointing this in bhagidari meetings,duly recorded in minutes but traffic police and MCD have failed to act.
My offer is reward of rs 1000/ to any person to walk on foot path from madhuvan to preet vihar.
