Govt Can Switch Off Your Net

Provision under Info Tech Act gives Centre or any of its officers power to block internet if necessary
The Indian government has armed itself with powers to `switch off ' or kill the internet during times of national emergencies, becoming one of the first few countries to assume such farreaching authority. 

Even as the US and other western nations debate the judiciousness of giving the governments complete control to shut down cyber traffic, India has moved a step ahead and incorporated a provision under the IT Act of 2008, giving the Central government, or any of its officers specially authorised by it, to block the internet if necessary. The shutdown can happen in the interest of sovereignty and integrity of India, its defense, security of its states, friendly relations with foreign states or for public order. Failure to comply will result in imprisonment of up to seven years. 

The implications of this move are immense as it gives the government overriding powers over a fast-growing and widely used resource, and one that is becoming increasingly crucial in conducting commerce and social interaction. The country has about 70 million internet users - a figure growing at about 25% every year.

MCD To Make Floor-Wise Approval Of Plans Easy


There is good news for people living on individual floors in Delhi. Now, you don't have to obtain a No Objection Certificate (NOC) from your neighbours for carrying out construction, as the Municipal Corporation of Delhi (MCD) is soon going to come up with guidelines for floor-wise regularizing and sanctioning of building plans in accordance with the Master Plan of Delhi 2021.
 
The standing committee on Wednesday asked MCD commissioner K S Mehra to prepare the new guidelines within two months. So far, a person living in a flat was expected to obtain an NOC from all the occupants of the building before carrying out any new construction.

"There were many complaints in this regard as other occupants of the building often used to refuse to give NOC. Earlier, we used to give floor-wise approval for building plans, but after the Lieutenant-Governor raised an objection last year in April, this procedure was discontinued. We have asked the MCD commissioner to prepare the guidelines in the next two months so that citizens of Delhi can comfortably live in the houses and don't have to depend on the permission of their neighbours for carrying out any construction,'' said Yogender Chandolia, chairman, standing committee.

MCD May Auction Cars Parked On Roads

The Municipal Corporation of Delhi (MCD) is contemplating auctioning cars of the dealers of old vehicles who park them on public lands outside shops.

The matter was raised by a BJP councillor at a meeting of the standing committee today. Municipal commissioner K.S. Mehra suggested auctioning of the cars seized for being parked on public lands.
"The vehicles which are found parked on roads or public lands outside the shops dealing in second-hand vehicles are towed away by the corporation," said Mehra.

"We release the vehicles after charging a fine and being assured by the shopkeeper that he would not violate the law in future. But now, we are planning to take strict action against such violations," said Mehra.

On an average, each dealer parks 10 to 15 cars on the pavements and service lanes, especially in Lajpat Nagar, Karol Bagh, CR Park, Saket, Shakarpur and Tilak Nagar, causing inconvenience to the residents.

The photostat copies of layout cum set plan indicate 15ft public road in east side and on back side of house numbers 68 to 77 of Madhuvan.
The Institutional land department exhibited SUBLEASE OF HOUSE NO 70 AND THIS INDICATES 15 FT PUBLIC ROAD.

No one killed Jessica dvd picture and reality in life.

Today, i saw above movy on my tv. I cried and cried because i was suddenly transported to 2009 to hearing in DELHI HIGH COURT.
My son in law was killed in road rage case in april 2000. The case was duly reported in news papers and tv channels.
After trial in Tis hazari court, the culprit was SENTENCED TO LIFE IMPRISONMENT.
The accused filed appeal in DELHI HIGH COURT and is still pending for hearing.
But applications for regular bail and temporary bail was heard. A number of times in hearings, bail was rejected.
How ever in last hearing our vakil did not tell date of hearing to me or any member of our family. In fact he told about grant of bail on regular basis only after two months of bail order.
I was totally shattered. The said vakil was an ADDITIONAL JUDGE.
The dvd NO ONE KILLED JESSICA brought me to ground reality.
Through this blog i brought several caases to your kind notice.
BUT MONEY AND MUSCLE POWER CAN BUY EVEN NEWS PAPERS AND ELECTRONIC CHANNELS.
In Madhuvan, a neighbour of mine was getting a tube well bored in 15ft lane . I humbly suggested that he must get it ddone in his plot like others, but he continued and i had to call flying squad.
Why CCTV ARE NOT INSTALED
even on road which starts from POLICE HEAD QUARTER and is known as Vikas Marg.
On important crossings like NIRMAAN VIHAR METRO STATION what is happening can shame any law abiding citizen.
So, dear friends, be prepared to receive threats for being eliminated and brickbats.
But believe me, even such a death would be honourable than being timid and tolerate all injustes.

Plans On Paper But Capital Not Prepared To Handle Calamity

New Delhi: Three years after the state government notified the Delhi Disaster Management Authority (DDMA), the city seems prepared to face any emergency. In theory, that is. The draft disaster management plan, which state nodal officer, divisional commissioner (revenue) DM Spolia says has been approved by the Lieutenant-Governor, is an elaborate document complete with specifications of the scope of work that district-level teams would have in an emergency. 
The reality is far different. From an acutely slow pace of implementation to the lack of a robust chain of command, the much-vaunted DDMA seems to be floundering even before it gets off the ground. 
The facts speak for themselves. Three years after inception, DDMA has no dedicated staff, with the government appointing district project officers and project coordinators as late as January this year. Insiders claim that key positions like that of disaster management experts, monitoring and evaluation officer as well as capacity building officers remain vacant. And though Spolia insists that his officers in the revenue department are “more than adequate”, the fact is that the lack of a dedicated team is taking its toll.

Says Dr Santosh Kumar, an expert from the National Institute of Disaster Management (NIDM), “Abroad, in countries like Japan and the US, a dedicated cadre has been established for disaster response and management.” The immediate impact of a work force that only undertakes disaster management part-time is in implementation, said Dr Kumar.

“Though the state disaster management authority has initiated some community based projects and laid down a framework, much more needs to be done. The disaster management guidelines need to be translated on the ground soon,” adds the expert. 

Acase in point is the capacity building of citizens. With Delhi facing fairly high chances of complex emergency situations like the one in Japan, awareness amongst Delhiites about disaster management and how to respond in such a scenario is crucial. 


 “An aggressive awareness campaign needs to be launched so that citizens get to know how to respond in an emergency. It’s patently lacking at the moment,” adds Dr Kumar. The city, he adds, is especially vulnerable because of the high densification and frail construction. “In Japan, people knew what to do in such a situation, and that saved many lives,” said an official. It’s not just lack of awareness that is lacking in the government’s disaster management planning. While a rudimentary emergency operations centre (EOC) has been established at state and district levels, the absence of staff, training and equipment are sore points. Government officials admit the EOCs are basically a two-man show, especially at the district level. Training is sporadic even as mock drills have become routine features. 
“Since the mock drills are planned, everyone knows what needs to be done. Surprise drills are few, if any, so that we have no actual quantification of the level of preparedness,” said an official. The quick response teams, that are the first line of defence in disaster management plan, are yet to be set up in all districts, add sources. 


 That’s not all. Equipment, which Spolia says is to be provided by the support agency (like PWD or Metro depending on the rescue team), is also an issue. Sources say that the few equipment that have been bought are laying waste in store rooms. “A human detector that was bought two years ago is kept in the store room, as there’s no trained manpower. It was only used once during the Zamrudpur collapse,” added the source.
