Do you think RWAs should pay for the layout plans ?

After a tug of war between the three corporations and Delhi government over payment to three universities for preparing layout plans for regularised colonies, the Director of Local Bodies has finally told the corporations to write to residents' welfare organisations (RWA), asking them to pay the amount required. 

My simple question to all the RWAs is that do you think RWAs (of the regularised colonies) should pay for such expenses while Govt. or MCD is there to collect revenues ?

‘If govt not helping, RWAs can pay for layout plans’

After a tug of war between the three corporations and Delhi government over payment to three universities for preparing layout plans for regularised colonies, the Director of Local Bodies has finally told the corporations to write to residents' welfare organisations (RWA), asking them to pay the amount required. 

In a meeting with commissioners of the three corporations, the Director of Local Bodies asked them to write to RWAs immediately, asking them to submit the demand drafts in favour of IP University, Jamia Millia Islamia and School of Planning and Architecture. 

Director of Local Bodies has directed the three corporations to tell the Urban Development department about this decision so that the RWA concerned may be asked to comply with the directives. 

A corporation official said RWAs may be directed to hire architects on their own and submit their layout plans within a stipulated period. The commissioners were asked to send details of 15 RWAs to the office of the Director of Local Bodies. The three corporation have started a pilot project of making layouts in five of each corporations' regularised colonies. 

"We have been trying to get layout plans made by the institutes and will pay them after the government releases the amount promised. We have not asked people for money yet as we want to see the problems faced while implementing the regularisation process," a senior official said. 

Chief Minister Sheila Dikshit refused to release funds for the layout plans. "Corporations fail to collect property tax. If they recover unpaid taxes in their jurisdiction, they will be able to fund layout plans," the CM said at the Idea Exchange in the office of The Indian Express. 

Accordingly, the three universities were identified to finalise the layout plans. In a meeting of the three corporation commissioners and the universities, it was decided to start work for preparation of layout plans. 

Each university will take up a pilot project consisting of about five colonies per corporation. The universities had agreed to take up the project and quoted rates Rs 1 lakh per acre for immediate commencement of the project.

बिजली कंपनियों के आय-व्यय का ब्योरा नेट पर डाला
नई दिल्ली (एसएनबी)। दिल्ली विद्युत विनियामक आयोग ने बिजली वितरण व उत्पादन कंपनियों के आय व्यय ब्योरा अपनी वेबसाइट पर डालकर इस पर उपभोक्ताओं की राय और सुझाव मांगे हैं। दरअसल, आयोग विधानसभा चुनाव के मद्देनजर इस बार अप्रैल में ही 2013-14 के लिए नई बिजली दरें तय करना चाहता है। गौरतलब है कि आयोग ने नई बिजली दरें तय करने के लिए दिसम्बर-2012 में ही बिजली वितरण कंपनियों बीएसईएस राजधानी, यमुना, टीपीडीडीएल व एनडीएमसी के अलावा उत्पादन कंपनियों और ट्रांसको से आय व्यय के ब्योरे मंगा कर वित्त विशेषज्ञों से इनकी जांच करा ली है। अब इन ब्योरों को नेट पर डालकर उपभोक्ताओं से सुझाव मांगे गए हैं। सुझाव पंद्रह दिनों के अंदर देने हैं। उपभोक्ता आपत्तियां और सुझाव नेट के जरिए भी भेज सकते हैं। सीधे डीईआरसी कार्यालय भी भेजा जा सकता है। उधर, ग्रेटर कैलाश आरडब्ल्यूए के सदस्य राजीव कांकरिया का कहना है कि बिजली वितरण कंपनियां फायदे में हैं। ऐसे में दरों को बढ़ाने का कोई सवाल ही नहीं उठता है। उन्होंने कहा कि साल 2012 में बिजली कंपनियों ने घाटा बताते हुए दरों में 70 प्रतिशत तक बढ़ोतरी की मांग की थी और 2013 में 9 प्रतिशत बढ़ोतरी की मांग की जा रही है। उन्होंने सवाल उठाया कि पिछले साल ऐसा क्या हो गया कि कंपनियों के घाटे की इतनी भरपाई हो गई। इससे पता चलता है कि बिजली कंपनियां कितनी धोखाधड़ी कर रही हैं। उन्होंने कहा कि वितरण कंपनियों, दिल्ली सरकार और डीईआरसी के बीच मिलीभगत है। उपभोक्ताओं की बजाय वितरण कंपनियों के हितों को पूरा किया जा रहा है। आरडब्ल्यूए ज्वाइंट फ्रंट के अध्यक्ष बीएस वोहरा ने कहा कि बिजली दरों और सरचार्ज में 20 प्रतिशत बढ़ोतरी का जो प्रस्ताव वितरण कंपनियों ने दिया है, वह पूरी तरह से गलत है। उन्होंने कहा कि बिजली कंपनियां लाभ में हैं, लेकिन अपने खातों में हानि दर्शाती हैं। उनके खातों की जांच सीएजी से कराई जाए। सीएजी की रिपोर्ट के बाद ही नई दरें तय हों। पूर्वी दिल्ली आरडब्ल्यूए के अध्यक्ष अनिल वाजपेयी ने कहा कि जो ब्योरा दिया गया है, वह तथ्यों से परे है। उन्होंने कहा कि जनसुनवाई के दौरान आरडब्ल्यूए इस संबंध में साक्ष्यों का खुलासा करेगी।

DERC & DISCOM proposals : Plz comment !

DERC has issued today a Public Notice in News Papers about the comments to be submitted on the Plea of DISCOM's. In this Advertisement, DERC as well Petitioners have gived certain Proposals also, that include :

Commission's Proposal Includes : 
Time of Day ( TOD ) metering : Time of Day metering of 9 hours on Industrial & Commercial units ( lowered from 300 kw to 100 kw ). These units will have to pay a surcharge of 10% for Peak hours of 15.00 to 24.00 hours & will get a Rebate of 10% for non peak hours ( if they work at that time )  of 24.00 to 6.00 hours for April to September. Similarly for Oct to March the Peak hours are 17.00 to 23.00 & Non Peak hours 23.00 to 6.00, while the surcharge is 10% & the Rebate is just 5%. In our opinion the cost of producing or providing services is going to INCREASE if these proposals are applied & it will result into the additional burden on the Consumers. It further says that time frame for extending the TOD tariff to cover most of the Electricity consumption in the city would be about 5 years.

Petitioner's Proposals include : 
Uniform Fixed Charges till the Load of 5.0 kw : It has been suggested that instead of 2 slabs of Fixed charges under 5 kw, the Domestic category should be re structured so that uniform fixed charges are levied till the load of 5.0 kw. In our opinion it will enhance the burden of Fixed charges on those consumers who are presently having loads of upto or lesser than 2 kw.

Tariff applicable for connections provided for common services in floor type constructions in plotted structure : It has been suggested that the independent connections being applied by residential consumers for common services like LIFTS, PARKING etc. in floor type constructions in plotted structures should be billed at the highest slab tariff of Domestic category. It will definitely enhance the budgets of those living in the floor type houses.

NTPC to suspend power supply to BSES

Power producer NTPC has announced that it will suspend supply to power distribution company BSES starting midnight of February 13 for non-payment of dues. 

The move will severely impact supply of power in East, West and South Delhi. The NTPC had given BSES until February 10 to pay its dues, failing which power supply would be suspended.

The NTPC has alleged that BYPL failed to replenish the Letter of Credit (LC) for the amount of Rs.155.19 crore and that as per power purchase agreement in the event of non-availability or shortfall in LC, the NTPC has the right to regulate and sell BYPL’s allocation of power to other parties, sources in the Power Department told The Hindu

The BYPL gets about 434 MW of power from the NTPC. The BRPL, which gets about 127 MW of power from the NTPC, too has failed to replenish the LC for the amount of Rs.271.61 crore and has been issued the notice.

This is not the first time that the NTPC has threatened to suspend supply to Delhi discoms for non-payment of dues. A similar notice was issued in December 2011. For their part, the discoms said they have apprised the government of the situation and are making arrangements to meet the demand.

“In the absence of a cost reflective tariff over the past several years, the discoms are under financial stress with accumulated recoverable revenue gap of around Rs.20,000 crore. In addition, the NTPC allows Delhi discoms only a 30-day credit period bringing extra pressure on our working capital. Incidentally, other States are allowed a 60-day credit period by the same generator. We are in discussions with the Delhi Government, the DERC [Delhi Electricity Regulatory Commission] and the NTPC and are confident of getting the matter resolved. BSES will ensure uninterrupted power supply for its consumers in Delhi,” said a seniorBSES official.

Regulator invites opinion on tariff hike

If you have any objections to the tariff hike proposed by the three power distribution companies, you can soon start sending your opinion to the Delhi Electricity Regulatory Commission (DERC).  Next week, the DERC will come out with a public notice inviting suggestions and objections on the Aggregate Revenue Requirement (ARR) submitted by the three power distribution companies. According to DERC officials, they have proposed a hike to the extent of 2 to 13 per cent.

“We will issue a public notice inviting suggestions and objections from the public. We want people to read the ARR submitted by the three discoms and if they have any objections or queries they can send us their response,” said DERC chairman P D Sudhakar. 

He said information regarding the public notice would be published in all newspapers and the website of DERC too. “All the ARRs are also on our website and can be downloaded by people, who want to study or examine them,” added Sudhkar. 

People will get three weeks time to send their objections, which will then be scrutinised by DERC officials. Once this process is over, DERC will hold public hearings where people can raise their concerns regarding the tariff hike. 

Submitting the ARR report is an annual feature for the power distribution companies, who are required to provide details of the profits/ losses that they have incurred and the assets that they need to build on. Based on this report, the DERC then decides on the quantum of hike that the discoms require.

A consultant has also been roped in by the DERC who will assist the commission in examining the documents. “We are going to study and examine the ARRs and will decide whether the hike is justifiable or not. The process will take a few months,” said a senior DERC official. 

Last year, the city had witnessed a power tariff hike of 26 per cent increasing people’s electricity bills significantly.

DERC slaps Rs. 90,000 penalty on discom

The Delhi Electricity Regulatory Commission (DERC) has slapped a fine of Rs. 90,000 on power distribution company BSES Yamuna Power Limited for non-compliance of DERC orders. According to DERC officials, a complaint was lodged by a consumer claiming that there was a particular column in the power bill known as ‘no current period’ which, gives information about the duration when electricity was not available inside the house. However, in all the bills sent by the discom it had omitted that column, which is mandatory. 

“A complaint was filed and several hearings took place. We also issued a showcause notice to the power distribution company. After a thorough examination we found that it was indeed a case of non-compliance and a penalty was imposed,” said DERC chairman P D Sudhakar. 

BYPL has also been given a warning to adhere to all the rules and orders of the DERC. The complainant S K Maheshwari said that this is the first time that such a harsh penalty has been imposed on the discom, since the Electricity Act came into existence in 2003.

Power bills to go up for next three months : Hindustan Times

There's no escaping the price monster.

Starting February 1, you'll have to pay more for power for the next three months as the Delhi Electricity Regulatory Commission has approved provisional 3% and 1.5% power purchase cost adjustment charges (PPA) for BSES and TPDDL areas, respectively, for this period. 

So, if you live in south and east Delhi (BSES areas) and consume 400 units a month, your bill will rise from Rs. 1,840 to Rs. 1,895.20. In west or north Delhi (TPDDL areas), it will go up to Rs. 1,867.60

Not a big hike. But with new tariffs for 2013 to be out in the next few months, there will be no relief.

The distribution companies - Tata Power Delhi Distribution Ltd, BSES Rajdhani Power Ltd and BSES Yamuna Power Ltd - had earlier this month submitted account statements on power purchased in October-December and sought 2.80%, 7.44% and 9.1% increase in electricity charges, respectively, as PPA, officials said.

"They've become dictators and have been increasing power bills every few months. The government doesn't care about the people. They plan to increase tariffs this year too," said BS Vohra of the East Delhi RWAs Joint Front.

बिजली थोड़ी और महंगी : Rashtriy Sahara

टीपीडीडीएल क्षेत्र में 1.5 प्रतिशत और बीएसईएस राजधानी व यमुना क्षेत्र में 3 प्रतिशत की बढ़ोतरी
नई दिल्ली (एसएनबी)। डीईआरसी ने एक बार फिर बिजली दरों में बढ़ोतरी कर उपभोक्ताओं को करारा झटका दिया है। बीएसईएस यमुना और राजधानी के क्षेत्रों में यह बढ़ोतरी तीन प्रतिशत और टीपीडीडीएल के क्षेत्रों में यह बढ़ोतरी 1.5 पर्सेट की गई है। बढ़ी दरें 1 फरवरी से लागू होंगी। बढ़ोतरी की वजह पावर एडजेस्टमेंट बताई गई है। बीएसईएस राजधानी, यमुना और टीपीडीडीएल ने पावर परचेज एडजेस्टमेंट करने के लिए डीईआरसी को 21 जनवरी 2013 को आवेदन दिया था। तीनों ने अपने आवेदन में कहा था कि लगातार बिजली उत्पादन कंपनियों द्वारा बिजली दरों में बढ़ोतरी की जा रही है। इस कारण उन पर अतिरिक्त भार पड़ रहा है।

इसलिए बिजली दरों में बिजली खरीद की बढ़ी दरों को समायोजित किया जाए। आयोग ने इन आवेदनों पर सुनवाई के बाद टीपीडीडीएल के क्षेत्र में 1.5 पर्सेट और बीएसईएस राजधानी और यमुना के क्षेत्रों में बिजली दरों में 3 पर्सेट की बढ़ोतरी कर दी है। इस बढ़ोतरी के बाद बीएसईएस यमुना और राजधानी के उपभोक्ताओं को अब 200 यूनिट तक बिजली खर्च करने पर 3 रुपए 70 पैसे की बजाय 3 रुपए 81 पैसे की दर से प्रति यूनिट बिजली का भुगतान करना होगा। 200 से 400 यूनिट तक बिजली खर्च करने वाले उपभोक्ताओं को 4 रुपए 94 पैसे और 400 यूनिट से अधिक बिजली खपत करने वालों को 5 रुपए 70 पैसे प्रति यूनिट की बजाय 5 रुपए 89 पैसे की दर से प्रति यूनिट बिजली का भुगतान करना पड़ेगा। व्यावसायिक क्षेत्रों में बिजली की दरें अब 6 रुपए 69 पैसे प्रति यूनिट हो जाएंगी। इसी प्रकार, टीपीडीडीएल क्षेत्र में 200 यूनिट तक बिजली खपत पर 3 रुपए 70 पैसे की बजाय 3 रुपए 75 पैसे, 200 से 400 यूनिट तक खपत पर 4 रुपए 80 पैसे की बजाय 4 रुपए 87 पैसे और 400 यूनिट से अधिक बिजली खर्च करने पर 5 रुपए 70 पैसे की बजाय 5 रुपए 78 पैसे की दर से प्रति यूनिट का भुगतान करना पड़ेगा। व्यावसायिक और इंडस्ट्रियल क्षेत्रों की बिजली दरों में भी 1.5 पर्सेट की बढ़ोतरी की गई है। वैसे आवेदन में टीपीडीडीएल ने 2.8 पर्सेट, बीएसईएस राजधानी ने 9.18 और बीएसईएस यमुना ने 7.44 पर्सेट की बढ़ोतरी की मांग की थी। विद्युत विनियामक आयोग के अध्यक्ष पीडी सुधाकर ने कहा कि अक्टूबर से दिसंबर 2012 की तिमाही में पावर परचेज एडजेस्टमेंट नहीं किया गया था। अगर इस बार भी बिजली की बढ़ी दरों का समायोजन न किया जाता, तो वितरण कंपनियों पर घाटे का बोझ बढ़ जाता और आने वाले समय में उपभोक्ताओं को ही इसका खमियाजा उठाना पड़ता।
