Cup of Coffee on the Wall
I sat with my friend in a well-known coffee shop in a neighboring town of Venice, the city of lights and water. As we enjoyed our coffee, a man entered and sat on an empty table beside us. He called the waiter and placed his order saying, ‘Two cups of coffee, one of them there on the wall.’ We heard this order with rather interest and observed that he was served with one cup of coffee but he paid for two. As soon as he left, the waiter pasted a piece of paper on the wall saying ‘A Cupof Coffee’.
While we were still there, two other men entered and ordered three cups of coffee, two on the table and one on the wall. They had two cups of coffee but paid for three and left. This time also, the waiter did the same; he pasted a piece of paper on the wall saying, ‘A Cup of Coffee’.
It seemed that this gesture was a norm at this place. However, it was something unique and perplexing for us. Since we had nothing to do with the matter, we finished our coffee, paid the bill and left.
After a few days, we again had a chance to go to this coffee shop. While we were enjoying our coffee, a man entered. The way this man was dressed did not match the standard nor the atmosphere of this coffee shop. Poverty was evident from the looks on his face. As he seated himself, he looked at the wall and said, one cup of coffee from the wall. The waiter served coffee to this man with the customary respect and dignity. The man had his coffee and left without paying. We were amazed to watch all this when the waiter took off a piece of paper from the wall and threw it in the dust bin. Now it was no surprise for us – the matter was very clear. The great respect for the needy shown by the inhabitants of this town welled up our eyes with tears.
Coffee is not a need of our society neither a necessity of life for us. The point to note is that when we take pleasure in any blessing, maybe we also need to think about those people who appreciate that specific blessing as much as we do but they cannot afford to have it.
Note the character of this waiter, who is playing a consistent and generous role to get the communication going between the affording and the needy with a smile on his face.
Ponder upon this man in need….he enters the coffee shop without having to lower his self-esteem…he has no need to ask for a free cup of coffee…without asking or knowing about the one who is giving this cup of coffee to him…he only looked at the wall, placed an order for himself, enjoyed his coffee and left.
When we analyze this story, along with the other characters, we need to remember the role played by the wall that reflects the generosity and care of the dwellers of this town.

Green & Environmental Taxes : now pay 2% for petrol & 4% for Diesel existing OLD cars
A new rule is in the offing whereby, you may be asked to pay 25% of the cost of a NEW Diesel car as the Green Tax. But the problem area is that for all of your existing OLD cars, you may have to pay 2% for Petrol cars and 4% for Diesel cars per annum alongwith your insurance premium on the name of ENVIRONMENTAL TAX.

Discrimination with Co-operative Group Housing Societies ?

highlight the peoblems of CGHS . In Delhi there are thousands of
Cooperative Housing Societies. They are of Two types House Building
which were plotted and cooperative which have appartment.
In House
Building MCD and Delhi Govt is providing all facilities like sweeper Jal
Board Line Sewerage etc but in Appartment No facility is provided on
the ground that house tax rebate of 15% is provided which hardly comes
to 200 rupees per year.
moreover in apprtments no individual water
connection is provided and for this reason some people are wasting the
water and others have to pay.

आजतक के रवि भारती की दुर्घटना में मौत
के लिए ये हफ्ता अच्छा नहीं रहा. पहले राघवेन्द्र मुद्गल की मौत हुई और अब
एक सड़क दुर्घटना में आजतक के पत्रकार रवि भारती की मौत हो गयी. वे आजतक
में बतौर स्ट्रिंगर काम कर रहे हे. आज जब वे किसी शूट के सिलसिले में
मोटरसाइकल से जा रहे थे तब किसी ट्रक ने उन्हें धक्का मार दिया. उन्हें
अस्पताल ले जाया गया , लेकिन उन्हें बचाया नहीं जा सका. पत्रकार संजीव
चौहान ने उन्हें याद करते हुए

पहले दुनिया जहान को चैन से रहने के लिए हर रात जगाते रहने वाला राघवेंद्र मुद्दगल चले गये। अब खबर के लिए जान की परवाह न करने वाले रवि भारती भी साथ छोड़ गये। 21-11-2012 को दिल्ली से मोबाइल पर एक छोटे भाई का संदेश आया। "SIR, RAVI BHARTI IS NO MORE"....मोबाइल पर बातचीत में पता चला कि वाकई रवि भारती इस मायावी और झंझावती दुनिया को अलविदा कह चुके हैं। बिना किसी से कोई शिकवा शिकायत किये। रवि की मृत्यु दिल्ली के गीता कालोनी इलाके में खुरेजी चौक पर हुए एक सड़क हादसे में हुई। ये हादसा दिन के करीब 12 बजे हुआ। हादसा उस समय हुआ, जब रवि किसी काम से गीता कालोनी इलाके में ही मोटर साइकिल से जा रहे थे।

खुरेजी चौक पर पहुंचते ही रवि की मोटर साइकिल को पीछे से आ रहे एक ट्रक ने टक्कर मार दी। चालक ट्रक सहित मौके से फरार हो गया। रवि को डॉ. हेडगेवार अस्पताल में दाखिल कराया गया। अस्पताल में डाक्टरों ने रवि को मृत घोषित कर दिया गया। रवि की मौत की खबर सुनकर सन्न रह गया। यूं तो भारत के मीडिया में हर कोई खुद को खुद की ही जुबान से "धुरंधर" कहने से बाज नहीं आता है। मगर रवि भारती इस भीड़ से अलग थे। अलग इसलिए कि वो मीडिया की भेड़चाल में कभी खुद को शामिल नहीं कर पाये। एकदम अलग-थलग रखा उन्होंने खुद को। इस धंधे के प्रपंचों से खुद को बचाकर। मेरी रवि से मुलाकात हुई सन् 2005-2006 में। आजतक में। उस वक्त आजतक दिल्ली के वीडियोकॉन टॉवर में था। दोपहर के वक्त रवि आये। अपना परिचय दिया। और बोले सर आज से मैं आपको रिपोर्ट करुंगा।
पता नहीं नज़र उठाकर मैंने रवि की ओर देखा, तो कुछ अलग सा नज़र आया। अलग ही चमक थी। बात आई गई हो गयी। रवि ने मेरे साथ काम करना शुरु कर दिया। रवि के साथ कई और भी नये साथी आजतक/ दिल्ली आजतक में मेरे साथ जुड़े। रवि की जिम्मेदारी थी दिल्ली के यमुनापार (पू्र्वी दिल्ली) की खबरों का संकलन करना। कई बार मैंने रवि को देखा कि उनसे जो कहा, उसके लिए उनके मुख से "न" नहीं निकला। "ठीक है सर आप फोन काटें। मैं कोशिश करता हूं।" और सच बताऊं रवि की कोशिश कभी भी नाकाम नहीं रही। मुझे जहां तक याद आ रहा है। कुछ स्ट्रिंगर साथ बरसात का बहाना, ठंड का बहाना, स्पॉट घर से काफी दूर होने का तर्क देकर या फिर दूसरे का इलाका होने का तर्क देकर खुद को पीछे खींच लेते थे। लेकिन रवि हमेशा तैयार रहते थे। उन्हें काम से मतलब था। काम से और काम भी वक्त पर। न्यूज चैनल में वक्त की क्या वकत होती है, ये रवि भारती को पता था।

Lost a real friend : Ravi Bharti
रवि भारती जी, जो कि आज तक के एक वरिष्ठ रिपोर्टर थे और पूर्वी दिल्ली की खबरों को प्रमुखता से कवर करते थे, आज एक दुखद दुर्घटना में उनका निधन हो गया। भगवान् उनकी आत्मा को शांति दे एवं उनके परिवार को इस अपार दुःख को सहने की क्षमता प्रदान करें।

was very close to me. We spoke just half an hour ago before his death.
Than i got the message that he is no more. It was all shocking. I was
shivering. I ran towards Hegdewar hospital, uncovered his face &
yeah it was Ravi and he was no more. SHOCKING. UNBELIEVABLE. Lost a real
friend.

Please check your water bills & revert immediately
Sub. : OPEN LOOT VIA NEW WATER BILLS
Mr. B.S.Vohra,
I wish to bring to your kind notice that Delhi Government has started an Open Loot via New Water Bills. Recently few residents of our colony have received water bills. We are shocked to see the amount of these current water bills.
1. Current water bills are more than 10 times from our previous water bills.
2. Consumption in our previous
bills are showing approx 10 to 20 units (in two months) for which we
were paying Rs.200/- to Rs.400/-. Current water bills are showing
consumption approx 100 to 150 units (for three months) costing Rs.3000/-
to Rs.5000/-. Suddenly our consumption has increased more than 10
times.
3. Approx 100% charge (Sewer & Service charges) has been imposed extra on the water consumption charges.
Your advise will be highly appreciated in this matter.
Please find attached copies of few water bills (Current & Previous both) for your ready reference.

Joshi to now head Bhagidari programme
The Delhi Government has transferred Collector (excise) Kulanand Joshi to its flagship Bhagidari programme.
Indu Shekhar Mishra, a 1994 batch DANICS officer, will be the new
collector of excise. Mishra is currently holding the charge of
additional commissioner in VAT department. Joshi who was holding the
post of collector of excise since 2011, will be new additional secretary
in Bhagidari programme. He will look after the people-friendly scheme,
its implementation, coordinate with resident welfare associations (RWAs)
and will also provide feedback to Delhi Government. The Delhi
Government’s service department is likely to issue order within a day or
two.
Joshi, a 1991-batch DANICS officer, will act as an interface between
the Government and representatives of the public. The appointment of
full time additional secretary in Bhagidari programmes assumes
significance in view of the approaching Assembly polls next year in the
Capital. Joshi had joined Excise Department in 2010. It would be
pertinent to mention that Joshi was adjudged the best Bhagidari officer
in 2004 and he has been associated with this flagship project since
2005. Currently, he was holding an additional charge of Bhagidari cell.
The Bhagidari programme is considered the brain child of Chief Minister
Sheila Dikshit to help in establishing better coordination between the
Government and the people. With this scheme the government encouraged
people’s active participation in government projects. This scheme was
adopted in the true spirit from the teachings of Mahatma Gandhi and
Pandit Jawahar Lal Nehru. Planting trees along the banks of the Yamuna
and removal of garbage from the river initially started with government
officials under the scheme but soon people belonging to all walks of
life from in and around Delhi voluntarily came forward to work and take
part in the Bhagidari project. The basic idea is to establish a
dialogue between the stakeholders, the Government Departments and
citizens groups like Resident Welfare Associations (RWAs) and Market and
Traders Associations (MTAs) in order to work out solutions to common
civic problems.
Political analyst says that Bhagidari programmes has helped the chief
minister Sheila Dikshit to retain the power for the third time in the
city as that had helped her in establishing a rapport with various RWAs
and reaching out to the denizens. Delhi Government had used this forum
to trumpet it achievements and counter the opposition charges. Joshi’s
full time appointment is an indication that Dikshit government is going
to come out with more people friendly measures to showcase its
programmes and activities, they added.

Don't worsen smog with crackers, appeal Delhi residents : Yahoo News
New Delhi, Nov 8 (IANS) As Diwali approaches, Delhi's
residents have reason to dread about. Already a thick smog envelopes
the national capital, and rampant bursting of fire-crackers could worsen
air pollution.
Residents Welfare Associations (RWA) of many colonies in the city have expressed concern over growing pollution, and requested Chief Minister Shiela Dikshit to instruct departments of her government to keep a watch on air pollution in the city during Diwali.
The East Delhi Residents Welfare Associations
(RWA) Joint Front has made a special request to the chief minister that
her government monitor the use of crackers during the festival.
In a letter to the chief
minister, the RWAs also told the chief minister that her government
ought to arrange for emergency medical services to meet any eventuality
on Diwali day and immediately afterwards.
The RWAs have sought the cooperation of private hospitals too, in case of emergency.
"We still have four days before
Diwali, and the media could generate awareness, so that there are no
crackers at all, at least this Diwali. Please look into it and issue the
required advisory," said B.S. Vohra, president of East Delhi RWAs Joint
Front.
Carbon monoxide levels in the
city now touch 7.3 mg/cu while permissible levels are only 2-4 mg/cu.
Nitrogen dioxide levels touch 267g/cu whereas permitted level in the air
is just 60-80g/cu.
The air pollution levels in Delhi are already alarming. With Diwali, even breathing here could be hard, Vohra said.

बिजली कनेक्शन कटवा लें’ दिल्ली की मुख्यमंत्री शीला दीक्षित के इस बयान
पर आरड्ब्ल्यूए के पदाधिकारियों ने तीखी प्रतिक्रिया व्यक्त की। उन्होंने क
हा कि इस बात का जबाव आगामी विधानसभा चुनाव में दिया जाएगा। राजधानी में
बिजली की बढ़ी दरों को लेकर भाजपा, आरड्ब्ल्यूए और आईएसी द्वारा प्रदर्शन
किया गया था। इसके बाद दिल्ली सरकार ने दरों में संशोधन का आश्वासन दिया
था। दिल्ली सरकार के आश्वासन के बाद डीईआरसी ने जनसुनवाई कर दरों में
संशोधन किया था, जिससे बिजली उपभोक्ताओं के बिलों में .8 से 10 प्रतिशत तक

संतुष्ट नहीं हुए और उन्होंने दिल्ली सरकार से बिजली वितरण कंपनियों के
खातों की जांच सीएजी से कराने की मांग की थी, लेकिन इस मांग को नहीं मानने
पर आरड्ब्ल्यू ने ऑनलाइन याचिका दायर की थी। लगातार बिजली दरों में कमीं
किए जाने की मांग के एक निजी न्यूज चैनल के संवाददाता के प्रश्न के जबाव
में मुख्यमंत्री ने कहा कि जो लोग बिजली का बिल जमा नहीं कर सकते हैं वह
अपने घर का बिजली कनेक्शन कटवा दें।
प्रदेश भाजपा ने मुख्यमंत्री के बयान
की निन्दा करते हुए कहा कि सरकार अपना दिमागी संतुलन खो चुकी है। प्रदेश
अध्यक्ष विजेंद्र गुप्ता का कहना है कि दिल्ली सरकार पहले ही जनविरोधी बयान
देकर तानाशाह होने का परिचय देती रही है, लेकिन इस बार के बयान से सारी
सीमाएं टूट गयी हैं। ऐसा लगता है कि सरकार ने बिजली कंपनियों से हाथ मिला
लिया है। इस बयान के लिए भाजपा ने मुख्यमंत्री से इस्तीफे की भी मांग की
है।
बयान पर आरड्ब्ल्यूए पूर्व दिल्ली ज्वाइंट फोरम के अध्यक्ष बीएस बोहरा
ने कहा कि मुख्यमंत्री का बयान संवेदना शून्य वाला और घमंड से परिपूर्ण है।
उन्हें जनता ने चुनकर भेजा है वह जनता के प्रति जबावदेय हैं। उन्होंने कहा
कि जब 2002 में बिजली का निजीकरण किया गया था तब सरकार ने सपने दिखाए थे।
वैसे ही सपने सरकार पानी के निजीकरण पर दिखा रही है।
वहीं द. दिल्ली
आरड्ब्ल्यूए की रंज्जू मिन्हास ने कहा कि सरकार बिजली वितरण कंपनियों के
हितो की रक्षा करने के कारण जनता के हितों पर कुठाराघात कर रही है।
वहीं
आरड्ब्ल्यूए के अध्यक्ष अनिल वाजपेयी ने कहा कि सरकार आम आदमी के हितों की
अनदेखी कर रही है। जनता इसका हिस्सा आगामी विधानसभा चुनाव में कांग्रेस से
चुकता करेगी, जबकि राजीव कांकरिया ने कहा कि बेलआउट पैकेज लेने के बाद भी
दोनों बिजली वितरण कंपनियों ने एनटीपीसी व अन्य बिजली उत्पादन कंपनियों का
3500 करोड़ से अधिक का भुगतान नहीं किया है। जो बकाया राशि बीएसईएस यमुना
के पास है उससे बिजली खरीदकर दिल्ली में बिजली आपूर्ति करती है। इस कारण
दोनों कंपनियों को केवल लाभ ही हो रहा है।

Lokayuktas must not carry out vilification campaigns: President Pranab Mukherjee
New Delhi: Lokayuktas must not carry out vilification campaigns to defame or destroy reputations in the name of checking corruption, President Pranab Mukherjee said in New Delhi on Friday.
"It must be ensured that in the name of checking corruption, vilification campaigns are not carried out to defame or destroy reputations," Mr Mukherjee said at the 11th All India Lokayukta Conference in New Delhi.
He said the institution of Lokayukta was an ally to good governance, not an obstruction to development."The Lokayuktas must at the same time remember that their duty is not just to indict public functionaries when they are guilty but also to protect them when nothing is found wrong in their conduct and to correct wrong perceptions about them with equal force and earnestness," he said.
Mr Mukherjee said state governments must facilitate Lokayuktas in the full implementation of the legislative mandate entrusted upon them and not see them as a nuisance or interfering in governance.
Lokayuktas must also be provided adequate financial and administrative autonomy, he said.

East Delhi RWAs Joint Front
Go Green Campaign by GHPS, Hargobind enclave
Guru Harkrishan Public School, Hargobind Enclave, New Delhi, launched the Go Green Campaign in the school. The campaign was given a kick start not with the traditional tree plantation drive but a Nature study exercise, wherein, the students were told about various plants. The aim was to make the students aware of what can be planted, where and how.
The next step was to tell them how to create greenery with plants. A begining was made with a hope that they will carry the message home & in their respective localities. School Principal Mrs. Jasmeet kaur informed that this will be a regular feature in the school so that students could learn about the social responsibilities also.
