DON’T YOU THINK SO ?
If a national capital ranks 379th out of 476 incleanliness, if that's the most polluted in the world, if that faces massive water logging at every drop of rain, and, if it bears mega traffic jam at every corner, the Govt. of that city or the Civic bodies, must have no right to spend even a single rupee on the publicity.
