दिल्ली की जनता को AAP का अनमोल तोहफा. दिल्ली असेंब्ली में VAT बिल पास कर दिया गया है. जो सरकार बजेट पेश करते हुए बड़े बड़े दावे कर रही थी की VAT मे कोई भी बदलाव नही किया गया है, उसी सरकार ने बजेट के तुरंत बाद, नया VAT बिल पास कर दिया है. नए प्रावधान के हिसाब से अब दिल्ली मे पेट्रोल व डीसल पे VAT 30% किया जा सकता है जिससे महंगाई काफ़ी ज़्यादा बड़ सकती है.यानी की जो कुछ भी हम लोग बाज़ार से खरीदते हैं, उन सब चीज़ों के दाम अब बड़ सकते हैं.

Delhi faces waterlogging as construction debris block drains

Most drains across the city remain choked, though civic agencies claim they are carrying out de-silting to the best of their capacity. South and North Delhi Municipal Corporations have claimed to have completed de-silting of drains.

Similarly, BS Vohra, president of the East Delhi RWAs Joint Front Federation, said a little downpour clogs areas like Krishna Nagar, Lal Quarter and Geeta Colony, leading to traffic snarls for hours. "It also becomes the hub of pests and mosquitoes to breed and thus leads to spreading of diseases," he said.

Chetan Sharma from Greater Kailash-II said: "A mild downpour paralyses the city for good number of hours. This also deteriorates the condition of the roads. The roads in Greater Kailash-I and Greater Kailash-II have been eroded and have potholes. The unearthed material lying on the Alakhnanda road as the median gets constructed can also choke the drain if not attended in time. It highlights the defect in the planning by the concerned officials and their negligence in carrying out the maintenance work."

Delhi University : वो अफ़साना जिसे अंजाम तक लाना ना हो मुमकिन ?

जी मैं बात कर रहा हूँ, अपने एजुकेशन सिस्टम की. नर्सरी से लेकर 12 वी तक, माता पिता अपने बच्चों को अछी से अछी शिक्षा देते हैं, अच्छे से अच्छे स्कूल मे भेजते है, और उमीद करते हैं की उनका बच्चा अच्छे नंबर ला कर, किसी अच्छे कॉलेज मे अड्मिशन ले लेगा.

लेकिन नतीजे आने के बाद जब पहली कट ऑफ आती है तो जिस ज़ोर का झटका इन बेचारे माता पिता को लगता है, उसकी शायद कोई दूसरा कल्पना भी नही कर सकता. 

ऐसा ही कुछ हुआ कल दिल्ली मे जब पहली कट ऑफ लिस्ट आई. कुछ कॉलेजस मे कुछ सब्जेक्ट्स का कट ऑफ 100% था. बाकी के कोर्सस का कट ऑफ भी लगभग 98.5%, 96% की रेंज मे था.  यानी की अगर आपके बच्चे को 90 - 95% नंबर भी आए हुए हैं, तो भी आप अपनी मर्ज़ी से, अपनी चाय्स का कोर्स चूज़ नही कर सकते. और अगर आपके नंबर इससे कुछ भी कम है तो सिर्फ़ प्राइवेट इनस्टिट्यूट्स का भरोसा रह जाता है, जहाँ आपको सीट तो मिल जाती है लेकिन भारी कीमत दे कर.

जिस हिसाब से दिल्ली यूनिवर्सिटी मे कट ऑफ बड़ रही है, उससे यही लगता है की जल्द ही सभी कोर्सस की कट ऑफ सिर्फ़ 100% होने वाली है. ऐसे मे अपने बच्चों को इतने सालो की पड़ाई करवाने का क्या कुछ औचितय निकलता है ?

क्या आपको नही लगता की जो एजुकेशन सिस्टम, इतने सालों की पड़ाई के बाद और अच्छे नंबर लाने के बाद भी, आपके बच्चे को किसी कॉलेज मे सीट नही दिला सकता, उस एजुकेशन सिस्टम को लचर करार देते हुए, स्क्रॅप कर देना चाहिए और कुछ नया सोचना चाहिए.

वो अफ़साना, जिसे अंजाम तक, लाना ना हो मुमकिन,

उसे एक खूबसूरत, मोड़ देकर,  छोड़ना अछा !

एक अच्छा बजेट, लेकिन अभी बहुत कुछ बाकी है : ITN

आम आदमी पार्टी का पहला बजेट, एक अच्छा बजेट, जिसमे एजुकेशन पर भारी ज़ोर दिया गया, जिसमे हेल्थ पर भी काफ़ी ज़ोर दिया गया. काफ़ी कुछ अछा था जैसे की डिजिटल हेल्थ कार्ड जिसमे की आपकी  संपूरण मेडिकल हिस्टरी दर्ज़ की जा सकती है. स्कूल पार्क्स को लोकल बच्चों के लिए खोलना भी अछा कदम है. साथ ही साथ 10 + 2 के बाद, स्किल सर्टिफिकेट का मिलना एक वरदान साबित हो सकता है उन बच्चों के लिए जो की90% नंबर ला कर भी कॉलेजस मे सीट नही पा सकते.

1,000 मोहल्ला क्लिनिक्स, अस्पतालों मे 10,000 नए बेड्स, 236 नए स्कूल, बसो मे cctv, 10,000 नई बसे, 5000 नए स्कूटर पर्मिट्स, इत्यादि, इत्यादि, तो सुनने मे अछा लगा. लेकिन स्वराज फंड मे सिर्फ़ 253 करोड़ और वो भी 70 असेंब्लीस के लिए या फिर 280 कॉर्पोरेशन्स के लिए काफ़ी कम था. इसी तरह सिर्फ़ 11 असेंबलिएस को 20 – 20 करोड़ की रकम देना कही न कही बाकी की 59 असेंबलिएस के लिए दुख दायक था क्योंकि अब बाकी की असेंबलिएस को अगले बजेट का इंतेज़ार करना पड़ेगा.

लेकिन जो बात समझ से परे थी वो ये था की पोल्यूशन को रोकने के लिए, ट्रकर्स पे टॅक्स लगा देना. क्या इससे पोल्यूशन रुक जाएगी ? या फिर इसकी वजह से दिल्ली मे आने वाली सभी वस्तुओं के दाम बड़ जाएँगे क्योंकि जो गाड़ियाँ दिल्ली मे आनी है दिल्ली की ज़रूरत को पूरा करने के लिए, उनको तो आना ही है, चाहे आप कितना भी टॅक्स लगा दें.

लेकिन इसके साथ साथ आपने लग्जरी टॅक्स बड़ा दिया, एंटरटेनमेंट टॅक्स बड़ा दिया, dth या फिर केबल टीवी पे टॅक्स बड़ा दिया. जो आम आदमी घर पे बैठ कर टीवी देखा करता था, आपने उसकी भी जेब काट ली. जो आम आदमी कभी कभी बाहर घूमने के बहाने, कभी पिक्चर देखने चला जाता था या फिर किसी होटेल मे खाना खा लेता था, आपने उसकी जेब भी काट ली. आप खुद कहते हैं की दिल्ली वाले 1,30,000 करोड़ का इनकम टॅक्स और सर्विस टॅक्स पे करते है, तो अब ये रोज मररा की चीज़ों पे टॅक्स लगा कर आप क्या हासिल कर पाओगे ?

एजुकेशन और हेल्थ पे ज़ोर देना तो अछा है पर इसके साथ साथ ज़रूरत इस बात की भी थी की पोल्यूशन को रोकने की लिए ठोस कदम उड़ाए जाते, सड़कों पे ट्रॅफिक जाम को रोकने के लिए ठोस क़दम उठाए जाते, गली मोहल्लों मे मानसून के भारी जल भराव को रोकने के लिए ठोस कदम उठाए जाते और देखना यह भी है की जो 10 – 10 लाख का लोन बिना किसी गारंटी के बच्चों को दिया जाना है, उसका कहीं मिसयूज़ ना हो वरना अंत मे वो पैसे भी निकालने तो आख़िर टॅक्स पेयर की जेब से ही हैं.

लेकिन मनीष ने ये बिल्कुल सही कहा की दिल्ली वालों को आख़िर 1,30,000 करोड़ मे से सिर्फ़ 325 करोड़ का ही शेयर क्यों मिलता है. इसके लिए अरविंद सरकार को केंद्रीय सरकार से मिल बैठ कर बात करनी होगी ताकि दिल्ली के शेयर को बदाया जा सके क्योंकि टकराव की राजनीति से दिल्ली वालों को कुछ भी हासिल नही होगा. अंत मे सिर्फ़ यही कहूँगा की एक अछा बजेट, लेकिन अभी बहुत कुछ बाकी है.

RWAs give mixed reactions to AAP’s maiden budget

Representatives of the residents welfare associations gave mixed reactions to the Aam Aadmi Party’s first budget.

The budget was being seen as the test of the party that had to strike a balance between the populist schemes that it had announced ahead of the polls and keeping the financial fundamentals strong.

“I like the way they have increased allocations for health and education,” said Rajiv Kakria of the Greater Kailash-I Resident Welfare Association. He, said he would have liked measures to strengthening the poor drainage system in the city.

BS Vohra of the East Delhi RWAs Joint Front also considered health and education to be the “good parts” in the budget. But he cautioned that it was not an “aam aadmi-friendly budget”.

“Luxury tax is up, entertainment tax is also up, circle rate is up, and now, in the name of pollution control they will charge the trucks entering the city. This may increase the prices of essential commodities,” Vohra said.

By B.S Vohra, New Delhi, June 20: आप सभी जानते है की हमारे देश का हर व्यक्तिटॅक्स पे करता है. अब चाहे वो 10 रुपये का साबुनखरीदे या कुछ और, टॅक्स तो उसमे लगा ही होता है.अब ये बात दूसरी है की वो टॅक्स, सरकारी खजानेतक पहुँचे या नही. आप खुद ही देखिए, गाड़ी, स्कूटरख़रीदो तो सेल्स टॅक्स और एक्साइज, गाड़ी कीइन्षुरेन्स करवाओ तो सर्विस टॅक्स, गाड़ी सड़क पेलाने से पहले रोड टॅक्स,  गाड़ी सड़क पे ले जाओ तोटोल टॅक्स, गाड़ी मे पेट्रोल या डीजल डलवाओ तोफिर से टॅक्स, और उस स्कूटर या गाड़ी को खरीदनेके लिए जो पैसा आप एकत्र करते हो, उस परइनकम टॅक्स और अपने पैसे से इतने सारे टॅक्स देकर खरीदी गई गाड़ी को अपने घर के आगे खड़ी करोतो पार्किंग चार्जस.

बिमारी मे अपना इलाज करवाने केलिए मेडिकलेंम करवाओ तो सर्विसटॅक्स, थक हार के सिनेमा देखने चले जाओ तोएंटरटेनमेंट टॅक्स. पानी पे टॅक्स, बिजली पे टॅक्स,प्रोफेशनल टॅक्स, और जाने क्या क्या. घर है तोहाउस टॅक्स की रिटर्न भी भरो. घर खरीद या बेच रहेहो तो रजिस्ट्री चार्जस पे करो. होटेल जाओ तोसर्विस टॅक्स, अछे होटेल मे जाओ तो लग्जरी टॅक्स.

अगर उस पर भी सरकार का पेट ना भरे तो लगीलगाई दुकानो पे न्या टॅक्स थोप दो कंवर्जन चार्जसके नाम पे. लोग देने मे आनाकानी करे तोसीलिंग का ऑर्डर दे दो. टॅक्स भरने मे देर हो गई तोइंटेरेस्ट और पेनाल्टी भी लगा दो. साथ ही एकनई कमेटी भी गठित कर दो, जो की दुनिया का दौराकरे और देखे की अब कौनसा नया टॅक्स जनता पेलगाया जा सकता है.

अगर आप कुछ नही कमाते तो सरकार आपकोपूछती भी नही कि आपने रोटी भी खाई है यानही और अगर आप अपनी अकल से, अपनी मेहनतसे, कुछ कमा लेते हो तो आपको देने वाले टॅक्स कीफहरिस्त पकड़ा दी जाती है. अब आपके दिए हुएटॅक्स को सरकार कैसे खरच करती है, कितना पैसाजनता तक पहुँचता है, कितने घपले होते है, कितनोपे केस चलते है और कितने जेल मे जाते है, यह भीसब को पता है.

इस सबके बावजूद हम लोग किसी कोल्हू के बैल कीतरह हर बार या तो बिना सोचे समझे वोट दे आते हैया फिर गुस्सा दर्शाते हुए वोट डालने जाते ही नही.और इसका नतीजा, हमारे ज़्यादातर नेता चुनाव सेपहले जो भी वादे करते है, चुनाव के बाद ठीक उसकाउल्टा.

मैं आपसे पूछना चाहता हूँ कि इतने सारे टॅक्स देनेके बाद भी, सरकारी खजाना, घाटे मे ही क्यों रहता है? क्यों हमारी दिल्ली दुनिया की सबसे पोल्यूटेडसिटी बन जाती है ? क्यों हमारी दिल्ली को रेपकॅपिटल का टॅग मिल जाता है ? क्यों हमे घंटो तकट्रॅफिक जाम मे फसना पड़ता है ? क्यों सरकारीअस्पतालों मे जानवरो से भी बदतर ट्रीटमेंट मिलताहै ? क्यों हमे पीने का सॉफ पानी भी नसीब नहीहोता ? क्यों बिजली का टॅरिफ बेतरतीब बदाया जाताहै ? क्यों 60% सीवर चार्ज देने के बाद भी,बरसातो मे गंदा पानी हमारे घरों मे घुस जाता है? क्यों गुमशुदा बचो का कुछ भी पता नही चलता? क्यों नर्सरी अड्मिशन के लिए भी हमे एडी चोटीका ज़ोर लगाना पड़ता है ? क्यों सरकारी स्कूल अछी शिक्षा देने मे असमर्थ है ? क्यों प्राइवेट स्कूलों को लूटने की छूट मिलती है ? क्यों हमारे नेता चुनाव से पहले तो सबके पाँव पड़ते है और साहब बनते ही क्यों जनता की पहुँच से दूर हो जाते है ?

Nivea Body Deodorizer to keep away the bad odour !

While entering into the #sniffsniff, I had in my mind that we will be invited somewhere and there we will have to do #sniffsniff to identify the product. The name itself clearly revealed that it’s related to some product that can be identified by smelling.

While I was waiting for a call or a message from #sniffsniff, I got a beautiful packet by courier. It increased the curiosity of everyone in my family and we opened the packet to find a clip for the clothesline, affixed to the nose, on a pic, to keep away the bad body odour. We could easily guess that it’s some deodorant, any new brand being launched soon. 

The next in turn was a beautiful packet again, with a small gunny bag pouch containing coco beans. The smell was nice as we all like coffee very much. We were forced to change our earlier guess. Now the thing in our mind was that is it related to coffee or any new product that can freshen you that much that all of the bad body odours will be vanished ?

But the third packet was a big surprise. It had a big mask in it that can be used to save yourself from bad body odour. A  white coloured, big mask. It was definitely not a sip of coffee. It was definitely some deodorant or something related to that. 

I used that mask to cover my face and my nose to keep away from the bad smell of tonnes of garbage on the roads, as due to the strike by the Sanitation workers in Delhi, it was garbage all over. Please view my videos on AajTak & IBN 7 :

And it was the last packet that we got from #sniffsniff, that had a beautifully packed, slim & stylish NIVEA BODY DEODORIZER for men. We liked the product very much & it smelt so nice that even though it's for men, my wife is using it for a change.

Dear DERC, You allowed 6% PPAC ...... DOES THE BALANCE 12% become Regulatory Assets ?

Madam,

The News Reports say that DERC has approved PPAC of 4-6% against a demand of 18-20% by DISCOMS.

We the Consumers are aware of Fuel Charge Adjustment (FCA) that was approved after a Public Hearing in 2011 in which I too had participated. At that time we the consumers had stated that Quarterly Adjustment was welcome as the carrying cost could be saved.

Since then we have studied the process and notice total opaqueness and arbitrariness in determining Surcharge. What was meant to be FUEL CHARGE ADJUSTMENT has now been termed PPAC (Power Purchase Adjustment Cost).

The DISCOMS have been demanding upwards of 18%, at times even as high as 30% ..... DERC has at times allowed 8% or lower over the past three years, last year in Nov. 2014 DERC even withdrew the hike within 24 hrs, citing absence of documentary evidence submitted by DISCOMS.

This proves that there is some mechanism in place to determine Surcharge and as per DREC's mandate to work in the best interest of Consumers, every precaution is taken by DERC and DISCOMS are granted FCA after Due Diligence?

QUESTIONS ..... ?????

1. DOES THE BALANCE 12-14% become Regulatory Assets????

2. In the past how many times have DISCOMS agreed to what DERC has Approved and what has been the fate of Balance, was that added to Regulatory Assets?

3. When was the Mandate changed to recover COSTS OTHER THAN FUEL on a Quarterly Basis?

4. How is FCA and now PPAC calculated?

5. Who provides the Data the Purchaser, the Producer or the Transmission Company?

6. Is there an independent Body or Regulator who calculates these Costs and orders a Uniform Cost for all State and Private DISCOMS?

7. How many times in the past four years have the consumers been passed on the benefit, when Coal prices fall?

8. Has the Surcharge collected in the name of FCA / PPAC by DISCOMS been passed on to Power Producers?

Looking forward to an early response to the above questions and hope I will not have to resort to RTI.

ऐ   "सुख"  तू  कहाँ   मिलता   है, क्या  तेरा   कोई  स्थायी   पता   है

क्यों   बन   बैठा   है.   अन्जाना, आखिर   क्या   है   तेरा   ठिकाना।

कहाँ   कहाँ    ढूंढा   तुझको, पर  तू  न  कहीं  मिला  मुझको

ढूंढा  ऊँचे   मकानों   में, बड़ी  बड़ी   दुकानों   में

स्वादिस्ट   पकवानों   में, चोटी  के  धनवानों   में

वो   भी   तुझको     ढूंढ  रहे   थे, बल्कि   मुझको  ही   पूछ  रहे  थे

क्या   आपको   कुछ   पता    है, ये  सुख  आखिर  कहाँ  रहता   है?

मेरे  पास  तो  "दुःख"  का   पता   था, जो   सुबह   शाम   अक्सर   मिलता  था

परेशान   होके   रपट    लिखवाई, पर   ये   कोशिश   भी   काम  न  आई

उम्र   अब   ढलान    पे    है, हौसले    थकान    पे     है

हाँ   उसकी  तस्वीर   है   मेरे   पास, अब   भी   बची   हुई  है    आस

मैं   भी  हार    नही    मानूंगा, सुख   के  रहस्य   को   जानूंगा

बचपन   में    मिला    करता    था, मेरे    साथ   रहा    करता   था

पर   जबसे    मैं    बड़ा   हो    गया, मेरा   सुख   मुझसे   जुदा  हो  गया।

मैं   फिर   भी   नही   हुआ    हताश, जारी   रखी    उसकी    तलाश

एक   दिन   जब   आवाज  ये    आई, क्या    मुझको   ढूंढ  रहा  है   भाई

मैं   तेरे   अन्दर   छुपा    हुआ     हूँ, तेरे   ही   घर|  में  बसा   हुआ   हूँ

मेरा  नहीं   है   कुछ    भी    "मोल", सिक्कों   में   मुझको    न    तोल

मैं   बच्चों   की    मुस्कानों    में    हूँ, हारमोनियम   की    तानों   में    हूँ

पत्नी   के   साथ    चाय    पीने   में, "परिवार"    के   संग   जीने   में

माँ  बाप   के  आशीर्वाद    में, रसोई   घर   के  पकवानों  में

बच्चों  की   सफलता।  में   हूँ, माँ   की  निश्छल  ममता  में  हूँ

हर  पल  तेरे  संग    रहता।  हूँ, और   अक्सर  तुझसे   कहता  हूँ

मैं   तो   हूँ   बस  एक    "अहसास", बंद  कर   दे   तु  मेरी    तलाश

जो   मिला   उसी  में  कर   "संतोष", आज  को  जी  ले,  कल  की न सोच

कल  के   लिए  आज  को  न   खोना, मेरे   लिए   कभी   दुखी   न  होना

Politics over Garbage ..... WHO DUMPED IT THERE ....... and who allowed it.

Dear Friends,

Garbage has raised a lot of STINK and Political Heat in Delhi ....... TV Channels and News Papers are full of unsightly Garbage Heaps ..... 

But what is more FOUL ....... the Stink or the Politics of it ......

I had vehemently Protested when MCD was Trifurcated by Shiela Dikshit .... today I am Happy or else South Delhi would be in the same dump.

That does not man that I do not feel for my fellow citizens of East Delhi ...... I am trying to figure out who really is at fault.

FIRST I BLAME THE MCD STAFF ..... the Garbage that I see in Photographs was Dumped there ....... The Citizens did not drop it there ......

THEN I BLAME THE POLICE ..... What were they doing ..... WHY DID THEY NOT ARREST MCD STAFF, when they were dumping Garbage on Delhi Streets.

NEXT I BLAME MCD ...... you figure out who has been at the helm in MCD ..... Delhi Government has been there only for three Months and the SALARY DUES have been for over Three Months ....... so the BLAME should squarely be on MCD for its hand to mouth existence.

FURTHER I BLAME LG AND THE CENTER ..... Why did they not try to implement the much Touted GUJARAT MODEL to prove, what was possible in Gujarat can be replicated elsewhere.

FINALLY I BLAME DELHI GOVERNMENT ....... they should have continued to release funds which were genuinely MCDs share ...... 

THAT MY FRIENDS IS THE FACTUAL SITUATION ......placed before you in my humble opinion ..... the blame for the mess is to be placed in the above order.

WHY MCD STAFF YOU MAY ASK ..... they are free to go on strike and not clear the garbage ..... but THEY HAVE NO BUSINESS DUMPING IT ON STREETS.

Mr. LG, PLEASE ORDER YOUR POLICE TO TAKE ACTION AGAINST ERRING STAFF.

STRANGE : POWER TARIFF HAS BEEN HIKED IN DELHI

No status report of CAG Audit of DISCOMs, No Shwet Patar as said by CM, But DERC has hiked PPAC with yet another hike in the Power Tariff in pipeline. Kab aaenge ache din for Delhiites ?.
