PRIYADARSHINI VIHAR RESIDENTS FEEL INSECURE

Dear Sir,
The incidents of crimes are not stopping in Priyadarshini Vihar since the removal of the iron security gatesin the colony, by the MCD on 28th January 2009. At least 20 cases of robbery, thefts, chain snatchings have been reported and FIRs registered. The latest being (i) chain snatching of a NRI lady guest of one of our residents in A-Block on 24th July 2010 where two gun shots were also fired; (ii) chain snatched of a lady in front of A-Block, when an auto driver tried to stop the bikers, they fired at him and escaped; (iii) an attempt to snatch chain of a lady by a masked biker in A-Block on 8th August; and (iv) robbers broke in a house in A-Block early after noon on 22nd August and escaped with goods worth several lakhs of rupees. MCD removed the iron security gates because the area Police did not provide a NOC required under its guidelines.
Para 3(f) of the MCD guidelines states that "the RWA shall ensure that there is consensus among the residents regarding putting up of any gates so as to avoid disputes". All our gates conform to the MCD guidelines, and 99.9% of the residents have signed in favour of iron security gates for the security and safety of their lives and properties. Onlyone resident has objection to erection of security gates.
The Delhi Police has also issued S.O. No.382/2009 laying down guidelines for erection of gates for security purposes, which says " the RWAs shall ensure that there is total consensus............." It looks very obvious that the Police issued the above S.O. under some pressure, otherwise why should the Police issue guidelines for erection of gates when it is the responsibility of the MCD. In a democracy there can never be a "total consensus". Even in Parliament Bills and Acts are passed with majority votes.
Delhi Police which is the guardian of the security and safety of the citizens of Delhi, should not play with the security and safety of the entire colony, including over 250 senior citizens, some of whom live alone, just for the sake of one single resident. Through this Blog, we sincerely request HE. the Lt. Governor of Delhi to kindly intervene and pass suitable direction to the Delhi Police in this regard.
