Mis-behavior by the staff of DTC Low floor Bus


Dear Sh. Nanda,

Having gone through your grievance related to DTC, I have taken the liberty in forwarding the same to CMD, DTC. In fact, our RWA has written several letters on various issues related to DTC Bus service and when not responded, we filed the matter in PGC, GNCTD and on the first hearing, the Chairman, PGC referred us to CMD, DTC with whom, he spoke on phone to CMD, DTC and arranged a meeting with CMD,DTC. Till now we have had about 6 meetings and also 6 hearings in PGC. Most of the points have been appreciated by PGC and settled partly by DTC. One of the point was availability of reserved seat in DTC bus for Sr Citizen. It was proposed and recommended by PGC also that two seats (4 persons) meant for handicapped should be clubbed with one seat (2 persons) presently reserved for Sr Citizens and in the process there will be 3 seats (6 persons) as reserved for Handicapped, (preferably) and Sr Citizens exclusively. The preference will be given to handicapped and if handicapped is not available then 6 senior citizens can sit in the said reserved seats. CMD, DTC has not agreed till now but we are on his head and hopefully, we will able to convince. Otherwise, we will try our best for success on it.

Mis-behavior by the staff of DTC Low floor Bus

Mis-behavior by the staff of DTC Low floor Bus.While travelling in Low Floor Bus No. DL-IP 7638 from Ashok Vihar to Shalimar Bagh Route No. 166 at 12.15 hrs.  The Conductor of the Bus a young-man directed the Driver to divert the Bus to Pitampura side, before touching the terminal of Buses at Shalimar Bagh at 12.35 hrs..  When he was asked the reasons regarding diverting the Bus short of destination, when 50% Bus is occupied, the Conductor and the driver misbehaved and hurled shameful abusive language with threatening to assault in the Bus.  They both were informed that I am Senior Citizens of 78 years, they further increased the tone of their abusive language in presence of the passengers sitting in the Bus.  Such behavior is in-tolerable.  During the route from Ashok Vihar to Shalimar Bagh, Driver was hurling shameful abusive language on the passengers and the drivers of other vehicles on the road without considering that the girls and women too are travelling in the Bus.The Conductor was so arrogant and stated that he has no senior citizens in his family and asserted that he always misbehaves with the older persons.  The behavior of both Driver and particularly the CONDUCTOR, who refused to divulge with their names is a blot on the working of the DTC Buses and is illegal, objectionable and intolerable.  The staff dealing with Public needs to be well educated in behaving with the general Public particularly they should behave decently with Senior Citizens and Lady passengers.  The abusive language is so offensive that could not be explained in the complaint.  A thorough inquiry may be ordered and investigate the matter.  Your early reply will definitely help in assuaging the injury caused mentally to me.

Pay up or shutdown: Power companies threaten Capital with black out on Independence Day over unpaid dues

The National Capital may wake up to a blackout on Independence Day as two power generation companies (gencos) - Pragati Power Corporation Limited (PPCL) and Indraprastha Power Generation Company Limited (IPGCL) - have threatened a shutdown if their dues, running into thousands of crores of rupees, are not cleared by August 15. 

A senior power department official said there is a heavy backlog of outstanding dues against BSES on account of nonpayment of dues, which have accumulated over the years.

Out of this Rs 2,700 crore is due towards gencos - PPCL and IPGCL. Moreover, the discom owes Rs 700 crore to the Delhi Transco Ltd," said the official. 

BSES authorities admitted the outstanding dues but cited helplessness in clearing them owing to a gap in purchase and sale of power in the National Capital. 

Explaining the heavy outstanding dues, a BSES spokesperson, requesting anonymity, said power purchase cost in Delhi is too high as compared to the power tariff. 

"In the last 10 years, purchase cost has gone up by about 300 per cent while the power tariff has risen only by 70 per cent.

DERC to appoint agency for testing of faulty meters


Under attack from BJP and Aam Aadmi Party over "inflated" power bills, Delhi's power regulator DERC has decided to appoint an "independent" agency within a month to carry out testing of electricity meters. 


"We feel consumers should have a choice to get their meters tested by an independent agency. The whole process to appoint the agency will be completed within one month," Delhi Electricity Regulatory Commission (DERC) chairman P D Sudhakar said. 

He said the Commission has already invited bid from private and government entities having accreditation from National Accreditation Board for Testing and Calibration Laboratories (NABL) which functions under Department of Science and Technology of Government of India. 

Sudhakar said in case a meter is found to be inaccurate, then the cost of carrying out the test will have to be borne by the power distribution company which installed it. But if the meter is found accurate then the consumer will have to pay the fee for testing the meter. 

"In case a meter is found to be fast running, then the concerned power distribution company will have to adjust the past bills accordingly," the DERC chairman said. 

At present, consumers have to approach the private power distribution companies for testing of their meters. Consumers also have the option of preferring testing of meters at Central Power Research Institute (CPRI) in Bangalore through the Public Grievance Cell of Delhi government. 

Both BJP and Aam Aadmi Party have been attacking the DERC alleging that most electricity meters in the city run fast. 

Sudhakar said DERC has already set aside Rs 50 lakh for facilitating third party testing of meters. 

The Commission has also set aside Rs 20 lakh for the Electricity Consumer Advocacy Centre which will have a panel of lawyers who will assist consumers to take up their grievances with Consumer Grievance Redressal Forum and courts in Delhi.

'Bhagidari' celebrates decade with a book



The "Bhagidari" (participation) project, launched a decade ago in the national capital to build an interactive platform between government and citizens, marked its special anniversary with the launch of a book.
"Building a Citizens' Partnership in Democratic Governance", the book launched on the occasion, encapsulates the theory, principles and processes of large-group dynamics. It was co-authored by George Koreth, advisor, Delhi Government, and Kiron Wadhera, consultant, Delhi Government.
The book was launched Friday by Delhi Chief Minister Sheila Dikshit, who admitted that at the time of the launch of the Bhagidari project, there was resistance from many political and bureaucratic bodies, who were initially threatened by having to share space with a citizens' group.
"It is you people who vote us, so you people have all the power. Bhagidari process came into being because we wanted the partnership. It took a lot of time to convince local MLAs to accept officers from this project," Dikshit said.
"Then we convinced them if they worked in coherence with them, it would be to their advantage. When there is progress in their area, people will be happy. Getting to be an MLA is not a one-time game, it has to be nurtured," she said.
The Bhagidari process involves participation from people, residents' welfare associations (RWA), market and trade organisations, industry associations, students' eco-clubs, electricity distribution companies, government departments like Municipal Corporations of Delhi (MCD), Delhi Jal Board (DJB) and civic agencies.
