NDPL : Plz look into the Excessive Billing & Meter Jumping

Head Consumer Services
New Delhi

RE - CA/CRN # 60002033391-

Dear Sir/ Madam ,

I, Dr. Parkash Chander  r/o A- 43/ 2 DDA FLATS , NARAINA VIHAR , NEW DELHI vide CA/ CRN # 60002033391 would like to lodge a formal complaint about the excessive UNITS BILLED for the month of May- July 2012 vide bill # 010051542780.

We have been slapped with a bill with number of units consumed as 5182, in my entire 42 years of billing with old DESU , and present NDPL/ TATA power we  have never had this level of consumption recorded.

An amount of Rs.28470/- is expected of me , I am a RETIRED SENIOR CITIZEN  over 72 years of age ,with my meager PENSION benefits , this amount is wiping out my basic survival  RESERVES and creating uncalled financial HARDSHIP.

I have already visited INDER PURI customer care centre , they too have numerous cases of ERROR BILLING , since i have ZERO wiring defect ,and the most logical reason seems a case of meter jumping .

I would like to request you to please use your good office to  ensure at this uncalled ERROR  in UNITS consumed and an AVERAGE consumption billing may be initiated.

Please  treat this mail as my FORMAL COMPLAINT  and necessary corrective action  may be initiated at the earliest.

i may be contacted at 011-41414988 or alternatively at 9811176199 for any further information / clarification.

Thanking you in anticipation

Sincerely

Dr.Parkash Chander

DERC penalises Tata Power Distribution Ltd for violations

New Delhi, Aug 26 (PTI) Delhi's power regulator DERC has imposed a penalty of Rs 25,000 on Tata Power Delhi Distribution Ltd (TPDDL) for committing a number of violations including wrong assessment of a consumer's electricity bill and snapping of supply. The order by Delhi Electricity Regulatory Commission came in response to a petition filed against TPDDL by Anita Goel, a resident of Sector-2 of Rohini. When asked, a TPDDL official said the company would fully comply with the DERC order. In the order, the DERC said the connection to the consumer was issued for non-domestic purposes but the same was billed by TPDDL for domestic tariff by "mistake". The company later revised the bill based on commercial tariff instead of domestic rates which was not paid by the consumer. The company had issued a disconnection notice to the consumer for defaulting in making the payment of Rs 57,373 on November 24, 2010. The revised demand was raised pursuant to revision of the tariff category from domestic to non-domestic. Upset over the disconnection notice, the consumer had then approached the Consumer Grievances Redressal Forum (CGRF) which had ordered restoration of the power supply.

The cremation ground at Geeta colony with no suitable parking facilities

East Delhi is one of the biggest constituency with huge density of population. The cremation ground at Geeta colony caters to a large population with multiple funerals at a time. But to our surprise there is no suitable parking available at the spot.  Some vacant unbuilt land on the left is being used by the visitors but during monsoon, it's really horrible to park your car in that area. The main road which was earlier used to park the vehicles contains boards depicting NO PARKING / NO STOPPING, by the Delhi Traffic Police. In the sad hours, persons are forced to break the law by parking on that road. May I request to all the concerned to look into it & provide a suitable parking at the earliest.

Whats wrong with INDIA ?

Scams of every kind : be it 2G SCAM, CWG, COAL GATE, DIAL or others. The figures SO BIG that none of the common man can even imagine in their dreams.

North eastern peoples migrating leaving a lot behind ? A mad rush. Seems local or central govt. have no control.

No control on inflation. Those who spent INR 5000 pm a few years ago can not manage even after spending in multiples.

While the Growth rate is dwindling to just 5.5% or around, prices of almost everything such as Petrol, Diesel, LPG, CNG, eatables etc. etc. moving upwards alngwith ADULTRATION.

What's  wrong with India ? Any answers ?

No response regarding Meter reading jumping !

Dear Sir,

I am writing this mail on behalf of my mother Mrs. Sadori Agnani, who is 87 years and unable to do such tasks. The complaint is regarding meter no. 60003894015. I have received a bill no. 010031551248 dated 31 jul 12 of 3255 units consumption in 67 days amounting to useage of over 48 units a day which is far above the average useage of 25 to 30 units per day.

I had complained regarding this to ccag (Refer to my trailing complaint refered below) once I found my complaint no. 002003170463 to have been shown as resolved without any action.

Subsequent to my complaint I have gone and met the staff at Inderpuri Office of your department under whose jursdiction my residence falls, on 13th Aug 12 .

I went and met all officers starting from Customer Care Representative, Mr. Sachin Singhal CRO, Mr. Ram Kumar, RMO and then Ms. Khanna the head there. How ever I was not satisfied with the response since no logical or technical reasons for excessive units consumption in this bill were given and am filing this case for resolution.

COMPLAINT.

1. The bill for this month shows useage of 3255 units for 67 days which is far too much, and works out to over 48 units per day as against average usage of 25-30 units.

My Submission.

1. My average usage pattern is of 25 to 30 units per month in summer months since this connection is used exclusively for ACs mostly.
2. The useage pattern for the present month, after receipt of this bill still remains 25 - 30 units which I am checking on daily basis now. Before this bill period also the usage pattern is similar.
3. The useage pattern for the same duration last year, as given by your CCS representative is 1484 units for 55 days, which works out to be just under 27 units per day.

With the above details it is evident that :
 (a) There is no internal wiring problems since the reading before and after the period of this bill remains in same pattern.
 (b) The meter is fine and no problems - so suspecting defective meter will not be correct.

Logical Conclusion.

Since the usage pattern has not changed my present bill for 67 days period should be about 1675 to 1850 units as against 3255 units. There could be only two possibilities for this excessive billing:

1. Meter Jumping, which the RMO, Mr. Ram Kumar just refused to accept and rejected it out rightly without any technical or logical justification.
2. I have been UNDER BILLED in the last one year and then now since the tarrifs have been raised charged for all the under billed units.

I would like to submit here that I was not the only case that day in the office but about 60 to 70 similar cases.

My Redress.

Not with standing the resolution, I have paid my bill for the period and now approach your good self for the redress.

In view of the above I would request you to kindly reconcile and refund the excess amount billed and paid by me.

Thanking you,

Solution a must for maintaining poles

The PWD and BSES must not be allowed to play passing the parcel on this one. The bottomline is that there is already a victim of their failure to ensure the poles are secure and many more could be at risk if things are not set right immediately. The top levels of the Delhi government must intervene if necessary to fix responsibility for the maintenance of these poles. If the bolts that hold them firm are being stolen, merely lamenting that fact will get us nowhere. A solution must be found. If that means more permanent means of fixing them to the ground, it must be done on a war footing. Meanwhile, responsibility must be fixed for the accident that has taken place and compensation paid.
