Worst living conditon for residents of DDA Flats Mayur vihar PH III


Dear Siror Madam,

I am resident of DDA Flats Pocket C2 (close to Sapera Basti), Mayur Vihar PH III. We, all residents of this pocket are facing the below mentioned problems in our pocket:

1. Drainage and Sanitation problem: As our block is close to Gharoli Village, there are open drains on both side of the main street. MCD sweepers hardly can be found there to  clear these drains. Due to which drain water keep on flowing on road whole day. If by any chance any MCD sweeper comes, he put all the rubbish material on Main gate of our flats. It is never been picked up from there and gradually comes back in to drains.

2. Commercial Factory in residentail area: There are two commercial distribution factories one for Pepsi and other for Bala Ji namkeen is in operation on opposite side of our block. Due to which, whole day huge trucks are standing on whole main street and main adjacent road. Due to this, neither our children nor ladies of the block are able to go outside of block boundary. There are lot of number of chain snatching and thefts.

We have lodged a lot of complaints with our MCD Councellor. But there is no actoon taken.

I just wish to know if we can get any support in this matter od if you can guide us towards  any solution which you can help the residents of our block.

Its really shocking. Atleast 11 dead and around 65 - 75 injured with 45 of them serious. Very sad & tragic. No words to say more except SHOCKING.

HOW TO DETECT A 2-WAY MIRROR?

When we visit toilets, bathrooms, hotel rooms, changing rooms, etc., How many of you know for sure that the seemingly ordinary mirror hanging on the wall is a real mirror, or actually a 2-way mirror I.e., they can see you, but you can't see them. There have been many cases of people installing 2-way mirrors in female changing rooms or bathroom or bedrooms.

It is very difficult to positively identify the surface by just looking at it. So, how do we determine with any amount of certainty what type of Mirror we are looking at?

CONDUCT THIS SIMPLE TEST:

Place the tip of your fingernail against the reflective surface and if there is a GAP between your fingernail and the image of the nail, then it is a GENUINE mirror.

However, if your fingernail DIRECTLY TOUCHES the image of your nail, then BEWARE, IT IS A 2-WAY MIRROR! (There may be someone seeing you from the other side). So remember, every time you see a mirror, do the "fingernail test." It doesn't cost you anything. It is simple to do.

This is a really good thing to do. The reason there is a gap on a real mirror, is because the silver is on the back of the mirror UNDER the glass.

Whereas with a two-way mirror, the silver is on the surface. Keep it in mind! Make sure and check every time you enter in hotel rooms.

Rs.ONE subsidy on electricity for those using less than 200 units .....

it is toally wrong. It is play game of govt to show thier face in public and international level that we are giving subsdidies. where as the actual postion is that when the sanction load of any Janta Flats, LIG flats and MIG flats are more more than 2 kwh then how one can used the electicity less than 200 units per months. 200 units has been calculated by the DERC on the basis of 2 bulb, 1 fridge, and one fan to be run only 8 hrs in a day. 

over a above, the levying of surchage and bare minimum rent for meter charges also over burden on consumers. Means u used or not used the electricity u will have to pay the amount. while in Bombay and Kolkatta the same company is giving differen rate and zero (0) bill when not in used any electicity.

We, consumer should not be treated as EID goat, who will be Fanna very year at any cost. in the flated area Company has curtailed the connection in stair case area. Eariler it was the part of street light connection and were given free of cost. 
This facilities has been withdawan. Now the consumer is paying for the same. 


NO body is happy with this eyewash. It is against the principle of consumer act. the celling limit of 200 units may be fided for Jhuggi Jhopari area ony. Celling limits should be 400 units,600 units and 800 units for 1 kw, 2kw and 3 kw conection respectively. Surchase should also be reduced. It should be linked with bill wise not month wise/ rate wise.

COALITION AND CORRUPTION

Political corruption is the main cause for all the problems coming in the way of implementation of development schemes and reaching out the poor in their up-liftment, infrastructure development – social and physical, and various other reforms our country needs. Businessmen, bureaucrats, criminals and politicians are the major toxic hubs, in breeding corruption and generating black money. All the four are intertwined in a web in various permutation and combination at all levels in breeding day to day and institutional corruption. With the changing economy, matrix and dynamics of corruption has become complex and complicated. Now the corruption exists in various forms, dimensions and manifestations. It is not easier to track money trail especially in big ticket corruption and catch and punish the perpetrators. Politicians across all party lines are involved in some or the other way. Inspite all the public posturing and rhetoric by politicians in making
corruption free India no one wants strong laws to catch and punish them.
 


As no party on its own is able to win majority of seats it becomes a necessity to enter into coalition with other parties and /or independents to garner the required numbers to form the govt. Coalition partners go for hard bargaining at the time of govt. formation. They want ministry of their choice allotted to their selected members from their party. The criteria in selection of the ministry of their choice is not because their candidate has more skills and expertise in running the ministry, but how much potential the ministry has in making money by promoting crony capitalists, and provide favors to its constituents. The ruling majority party has no control on the ministers appointed by coalition partners. These ministers owe their loyalty to their mentors and their leaders rather than the Prime Minister or the Chief Minister as the case may be. It suits coalition parties to use its ministers in generating funds for the party and for themselves.


Politically the responsibility of any debacle lies with the ruling party not with the coalition partner. Moreover they want to increase their strength in coming election rather than helping the ruling party in gaining political mileage at their cost. Thus a coalition party has all the authority but limited accountability. 


As ruling party’s survival depends on support of coalition partners it cannot afford to be tough and take action against them unless their deeds have gone out of proportion to force the govt. for action. In recent case of 2G scam, govt. was forced by the opposition, media and the courts for CBI enquiry and put the ministers involved and others behind bars. In the year 2009 and 2010 people had experienced unprecedented food inflation esp. in daily needed items. We were forced to buy onions at Rs.80 per Kg., sugar at 50 per kg., tur dal at Rs.90 per kg. and similar other items. Food and Agriculture Minister, leader of NCP was well aware in advance that such a scenario is under development but allowed the situation to go out of hand. He let the exports of these commodities and hoarding under Forward market and commodity trading continue. Ruling party though well aware of the debacle on the part of F&A Minister had no guts to question him or take corrective steps in public interest. In a recent train accident inspite PM asking MOS a TMC member to go to the site and help accident victims, he refused to abide by his request, instead proceeded to Kolkotta so as to be with its leader Mamta Banerjee. 


Money and muscle power plays a crucial role in winning elections at all levels from local bodies to parliament. Thirty percent (162 out of 543) of our MPs have criminal cases pending against them against 156 In2004. Number of crorepatis in the present Lok Sabha has increased from 128 to 315 from 2004 to 2009. Can we expect a strong lokpal bill from these MPs? Though Election Commission has been able to control bogus voting and check the menace of buying votes etc. to some extent yet it finds itself handicapped in checking other malpractices because of limited powers. Inspite election commission’s many appeals for election reforms no serious action been taken by the ruling party. Every body – politician, bureaucrat, corporate and others are well adjusted in the present system hence they are least interested in tempering with it, to such an extent as to hurt their interests. This is the breeding ground for generating toxic assets. 


Thanks to Shri Anna Hazare and his team who has placed corruption on national agenda and has risked his life by undertaking indefinite fast till strong lokpal bill is passed in the parliament. The type of support he has received all over India is commendable. Though parliament has conceded to include his three contentious points in the Lokpal bill in principle but has left the matter for the standing committee to finalize the bill for the consideration of the parliament. It is yet to be seen how soon a lokpal bill is passed if at all it is passed? And if passed, how strong and effective it will be in making India corruption free? My concerns are based on govt. actions involving twists and turns it has taken in agreeing to Anna’s demands in parliament. Many members have criticized the govt. in conceding lot of space to Anna team and the media in giving bad name to politicians. Moreover from the past events govt.’s creditability is under suspicion? How serious it is in changing the system and making probity in public life a priority, and how soon? Before breaking his 13 day old fast Annaji has called “Sense of the House” resolution passed by the parliament as half victory and announced his resolve to continue the struggle till the strong lokpal bill is passed.

I can understand the compulsions of the ruling party in passing a strong lokpal bill as being advocated by team Anna. By doing so many of his coalition partners and its own party members will come under scrutiny and it will be difficult for the govt. to defend them. In such a scenario govt. will not be able to survive. Hence they would not like to cut the hand that feeds them. 


Annaji’s crusade to make a corruption free India will be a long drawn battle, if those responsible for passing such bills and their implementation have no will to do so? Young middle class India has woken up in changing the face of our politicians and politics. They can succeed with mass support if they continue with strong public pressure as witnessed during Anna’s campaign. Let us hope for better times ahead.

The blessings for RWAs come from Smt. Sheela Dixit ji by way of " BHAGIDARI " AND

" MY DELHI I CARE". This taught could not be conceived by any other CM  of Delhi since Independence ? Why ?  This is the difference of good governess and  NOTjust tall talks and useless slogans and shooting in dark, now " yeh public hai sab jantee hai" 

With this new time bound service our citizens of Delhi may not have to go to window to window of British Raj Babus ! ! My very best wishes for the success of this law in Delhi.

अब फिक्स्ड डेट पर हो जाएंगे आपके सरकारी काम


नई दिल्ली।। दिल्ली वालों को राशन कार्ड, बर्थ व डेथ सर्टिफिकेट, राजस्व विभाग से जुड़े सर्टिफिकेट अब तय समय पर मिलेंगे। दिल्ली सरकार इस मामले में एक कानून लागू करने जा रही है, जिसके बाद संबंधित विभागों को तयशुदा समय पर यह काम करना होगा। ऐसा न किए जाने पर अधिकारी पर जुर्माने का प्रावधान किया जा रहा है। सीएम शीला दीक्षित का कहना है कि 15 सितंबर से इस कानून को कड़ाई से लागू किया जा रहा है। सरकार इस सिस्टम को पूरी तरह ऑनलाइन करने की कवायद में जुटी है।

दिल्ली सरकार ने 28 मार्च को दिल्ली नागरिक विधेयक-2011 ( Right to Citizen to Time Bound Delivery of Services Act-2011 ) नोटिफाइड किया था। इस विधेयक से जुड़े सारे नियम बना लिए गए हैं।

अभी तक क्या हैं प्रावधान 
वैसे तो सरकार के विभिन्न विभागों ने कोई सर्टिफिकेट, लाइसेंस आदि देने के लिए समयसीमा तय कर रखी हैं। यह नियम सरकार के अलावा नई दिल्ली नगर पालिका, दिल्ली नगर निगम में भी लागू है। लेकिन इनका लाभ लोगों को इसलिए नहीं मिल पा रहा, क्योंकि इस काम को करने वाले अधिकारी के खिलाफ कोई ऐक्शन का प्रावधान नहीं है। नए कानून के बन जाने से संबद्ध विभाग के अधिकारी को तय सीमा में काम करना होगा। वरना उस पर जुर्माना तो होगा ही, साथ ही उसका प्रमोशन आदि भी प्रभावित हो सकती है।

क्या कहता है नया कानून 
नए कानून के अनुसार अगर किसी व्यक्ति को रेवेन्यू विभाग आदि से कोई सर्टिफिकेट लेना है, तो वह उसके लिए आवेदन करेगा। अगर उसे तय समय के भीतर यह सर्टिफिकेट आदि नहीं मिल पाया, तो संबंधित विभाग के सक्षम अधिकारी के पास जाकर इसकी शिकायत करेगा। शिकायत सही पाए जाने पर उस विभाग के सर्टिफिकेट बनाने वाले अधिकारी पर जुर्माना लगाया जाएगा। जुर्माने से बचने के लिए अधिकारी तय समय में सर्टिफिकेट बनाने की कोशिश करेगा। अगर सर्टिफिकेट बनाने में कोई तकनीकी पेच हैं, तो सक्षम अधिकारी उसकी जांच करेगा। लेकिन सब कुछ सही पाए जाने के बाद सर्टिफिकेट नहीं बना, तो संबद्ध अधिकारी की यह अक्षमता उसकी एसीआर (वार्षिक गोपनीय रिपोर्ट) में भी दर्ज करा दी जाएगी, जिससे उसका प्रमोशन और इन्क्रिमेंट प्रभावित होगा। विभाग का कहना है कि इस प्रकार का कानून मध्यप्रदेश में लागू है, लेकिन वहां यह सिस्टम ऑनलाइन नहीं है।

कितने दिनों में क्या मिलेगा 

रेवेन्यू विभाग से जुड़े सर्टिफिकेट 21 दिन
राशन कार्ड 45 दिन
जन्म-मृत्यु प्रमाणपत्र 7 दिन
लर्निंग ड्राइविंग लाइसेंस उसी दिन
ड्राइविंग लाइसेंस रिन्यूअल एक दिन
जाति प्रमाणपत्र 21 दिन

जुर्माना 
10 रुपये रोजाना के हिसाब से अधिकारी पर जुर्माना लगाया जाएगा

200 रुपये अधिकतम यह एक ऐप्लीकेशन पर होगा।

शिकायत सही पाए जाने पर अधिकारी की एसीआर में रिपोर्ट दर्ज हो सकती है, जिसके बाद उसके प्रमोशन और इंक्रीमेंट पर असर पड़ सकता है।

ऑनलाइन सिस्टम 
कोई भी व्यक्ति अपने काम का स्टेटस अब ऑनलाइन भी जान सकेगा। इसके लिए उसे दिल्ली सरकार की वेबसाइट delhigovt.nic.in पर जाना होगा, वहां New Delhi Govt Portal का पेज क्लिक करे, जहां से e-SLA लिंक में जाकर संबंधित विभाग को सिलेक्ट कर ऐप्लिकेशन नंबर डालना होगा, जिससे पता चल जाएगा उसने जो सर्टिफिकेट मांगा है, उसका स्टेटस क्या है।

शिकायत भी ऑनलाइन की जा सकेगी और बाद में सर्टिफिकेट भी ऑनलाइन लिया जा सकेगा। विभाग के एक आला अधिकारी के अनुसार अगर जरूरत होगी तो इस सिस्टम को लगातार अपग्रेड किया जाएगा।
