In reference to Mr K.K. Ghei's blog, I suggest that the following may also be added to the Agenda for the proposed meeting with government and civic agencies this month:

Empowerment of RWA :
RWAs to be involved in the process to decide and prioritize developmental work in their respective areas. RWAs should certify the satisfactory completion of work, before the contractor is paid.

Office Space for RWA'S :

Most RWAs do not have a proper office space where they can meetand interact with govt officials, officials from other RWAs, officials from civic agencies, brain-storming sessions, etc. etc.

Farmhouses Will Soon Be Let Out For Weddings

The Municipal Corporation of Delhi is planning to permit commercial activity in the farmhouses situated on the outskirt of the Capital. A proposal in this regard will be tabled in the standing committee on Thursday for approval.
According to the proposal, after paying a fixed fee depending on the size of the plot, the owners of farmhouses can let out their places for commercial activities like marriage parties etc. An owner of a farmhouse spreading over 2.5 acres will have to shell out Rs 25, 000 for each function held in his premises. If the space is given for two functions on the same day, then the MCD will be liable to charge double fees. Rs 50, 000 has been fixed for a farmhouse built over 2.5-5 acres and Rs one lakh for more than five acres.
A senior MCD official said the decision has been taken in wake of the shortage of space for such function in the city. "With the permission, in addition to the people of the city, who face difficulties to find a suitable place for marriages function 3,600 farmhouse owners will be benefited. Now, they will let out their space legally," he said.

DJB Survey To Check Quality Of Its Service

As part of its self-assessment procedure, the Delhi Jal Board (DJB) has decided to conduct a door-to-door survey of households in Delhi to determine the quality of four basic services being provided by it-- water supply, drainage, solid waste management and sewerage.
The survey, which might take one year for completion, will be outsourced to a private company.
According to DJB officials, the process of inviting tenders for the survey will be completed in the next one month. The officials said that collecting data from the residents might take more than six months.
"The data will then be analysed and a colony-wise report will be prepared," said a senior official of the DJB.

Property Tax Target Missed, Civic Agency Looks At Course Correction

After failing to meet its property tax target for the fourth time in a row, the Municipal Corporation of Delhi (MCD) is in the process of identifying and correcting the errors that lead to loss of revenue.
While the civic body has admitted it received tax from less than 30 per cent property owners in the Capital, the agency officials claim lack of database is a major shortcoming.
According to sources, the MCD has no available record of the tax payers, except for that of around 3 lakh people who paid their taxes online this year.
Also on the list of problem areas is lack of manpower. Despite the digitalisation of all property tax records and the creation of a database of eligible property tax payers being planned, officials feel they have not been able to make headway as the department is grossly "understaffed".
The MCD is now mulling a series of corrective measures.
The Property Tax department has begun the digitalisation of the manual tax returns filed in 2009-10. This will enable the department to develop a database of at least the 9.73 lakh tax payers who have paid their taxes this year.

Massive Power Cuts But Hikes No One Can Avoid

Amid Heat Wave, Long Power Cuts in west, South Delhi
Long power cuts are back.
South and West Delhi areas suffered four to six hours of outages between Tuesday night and Wednesday afternoon -- at a time when north India was engulfed by a record-breaking heat wave.
In Dwarka, there was black- out in some areas between mid- night and 5 a.m. while some other areas went without power from 5.30 a.m. onwards.
"We could not sleep all night," said Priya Pathaniya, an MNC executive in Dwarka's Sector 10. "Delhi's power companies are back to their old tricks."
BSES Rajdhani Power Ltd, the biggest discom in whose areas the powercuts occurred, said a power supply line of Delhi Transco tripped due to some "technical constraints".

I submit that on 30th april i will be out of country for almost ten days. If possible, proposed meeting mentioned above could be held before said date so that i benefit from valuable advice of friends regarding our day to day problems.
Since inception of this blog, vohra ji has done marvellous job to connect several RWAS and social groups. If approved..agenda could include the following;
1. sharing of info regarding names , designation and other details of our associated members .
2. Traffic problems and solutions appearing in this blog.
3.CRIMES under various police stations and system to monitor at least murder cases till decision in courts.
4. ENCROACHMENTS ON PUBLIC PASSAGES.

Dear Sir,
Enclosed herewith is my letters regarding long pending complaint regarding no network/signals on my Mobile Dolphin No.9868130983. The letter is self-explanatory. Most surprising thing in your customer care system is that the complaints lodged on four different days at 1503 get automatically okayed by your Technical Wing. The feed back by them is passed on by them to 1503 and the complaint is treated as 'attended to' though actually nothing is done and the complainant suffers for long periods. Copies of the complaints mailed to Sr. Officers of MTNL including GM's Office could not be of any help. Bill for last month has been received and customer, Mrs. Surinder Kaur Oberoi, has no escape but is expected to make payment within the due date.
You are requested to kindly have the matter looked into. Actually the complaint of not receiving calls and not being able to make calls is pending for over two weeks but formal complaint with 1503 was made on April 2, 2010 and thereafter several complaints have been lodged on line. All this has been of no avail as till date, i.e., April 14, 2010 this long pending complaint remains unattended and the reasons have also not been conveyed for all these days.

Discom turns to crime, pulled up

New Delhi, April 13 -- If you have been paying your electricity bills regularly and yet find power company officials at your doorstep for inspection of meter, beware.
Discom BSES Rajdhani (BRPL) has just been found guilty of falsely implicating a South Delhi consumer after framing up a power theft case.
The capital's power regulator has fined BRPL Rs 1 lakh for the criminal act and also for destroying evidence and deliberately harassing the consumer.
Besides, one of the company's area managers have been imposed with a personal penalty of Rs 5,000, to be deducted from his salary while the customer will get Rs 20,000 as compensation.
The Delhi Electricity Regulatory Commission directed BRPL to instruct its employees to "desist from doing any illegal, unwarranted action" and be careful during inspections.
Vasant Kunj resident Suresh Sharam, who won the battle against the city's biggest discom that services 70% of Delhi, said incidents like this were rampant.
"The confidence with which they framed the case step by step was proof enough that they are used to doing this," he said.
He said one fine day last year, a team of discom officials reached his house and demanded to inspect the electricity meter saying they had enough information to prove that Sharma was stealing electricity. The inspection happened in the absence of Sharma or any adult member of the family, as is the law.
Sharma's minor son stood watching as the officials tore out the meter, hit it with hammer and rods to plant some marks of "tampering" and then claimed that the meter was tampered, Sharma told the electricity commission.
"They basically wanted me to cough up money," Sharma, an MNC executive, said.

Implementing Project Jeevan Soon, Pay Your Water, Power Bill On Cellphone

More than a year after offering citizen-centric services through its portal called Jeevan, the Delhi government is set to step into the next leg of the project: accessibility through mobile phones.
The government is now looking at integrating the 73 services offered through Jeevan with mobile phones.
To begin with, citizens will be given cellphone updates on the status of their applications related to Employees' Provident Fund (EPF).
"Once the application is put in through the centre, an applicant will be given regular updates on its status, the various channels that it goes through, and the date on which the PF cheque would arrive," A K Singla, project head for Jeevan, said.
The service on cellphones would be in place by next month, Singla said.
Besides the usual services of paying water, electricity and BSNL phone bills, the service related to accepting EPF forms is one of the new services added to the existing system. These included applications related to the Bed and Breakfast scheme, payment of bills of IGL pipedgas connections and matters related to the Drug Comptroller's office.
