RWA brings succour to deserted woman

NEW DELHI: When Urmi Shukla's (name changed) husband decided to leave her to live with his girlfriend, she didn't know what to do. Desperate for some help, she turned to her  residents' welfare association. What followed next was beyond what Urmi could have imagined.

Not only did residents of the housing society in Pitampura, north Delhi, decide to help her fight a legal battle against her husband, they also passed a resolution to financially support her by giving her monthly maintenance till the matter was decided by the court. 

It all happened less than two months ago when Urmi, who had nowhere to go for help, went to the office-bearers of Pragati Co-operative Group Housing Society, which she lived and sought help. She told the residents about how her husband had abandoned her and her two children, and had stopped her giving money to run the house. She also told them about the alleged torture her husband had meted out to her. Being illiterate, she did not know what to do. 

On April 23, 2013, the society's management committee passed a resolution to pay Rs 10,000 per month to Urmi through "voluntary contributions" from some residents. The RWA made it clear that this contribution was personal and would not be made from funds received for "maintenance of the society". 

The residents also went to the police station to express their solidarity with Urmi. Going a step further, the residents have engaged a lawyer for her to file a case against her husband and are actively involved in the process of going to various women commissions and tracking the case in court. 

"Isn't actually helping a woman in distress better than lighting a candle at India Gate," posed one of the residents, who did not wished to be named, when asked what made them go out of their way to help this woman. 

For Urmi, the support from residents of her society is god sent. She got married in 1987 and came to the capital to live with her husband in 1992. Since then, she says her life has been a living hell. "I have been subjected to emotional and mental torture. I was beaten up for not bringing in enough dowry. Things got worse in 2007 when my husband started having an affair with another woman and would not come home for days," she said. 

To protect the woman and her children from harassment, the RWA has decided to not allow the husband's entry in the house. They have also registered a complaint with the police against the husband for causing "nuisance" in the building. 

"I am not educated and did not know about my rights until the society members stepped in to help me," Urmi said. With the help of the residents of the society, she has been able to file a case of domestic violence against her husband and another for seeking maintenance. 

Her counsel Sanjay Shrivastava said that this was the first time he had seen a woman getting such support from her neighbours. "I have dealt with many matrimonial cases in my career but this case is unique. I have never seen residents of a society coming in and fighting a case for a woman who is helpless," Shrivastava said.

दो प्रतिशत शेयर किसके पास हैं, पता नहीं

नई दिल्ली। जन सुनवाई के दौरान एक चौंकाने वाली बात सामने आई। आरडब्ल्यूए के एक सदस्य ने कहा कि 49 फीसदी शेयर दिल्ली पावर कंपनी लिमिटेड के पास है और 49 फीसदी निजी बिजली वितरण कंपनी (बीआरपीएल और बीवाईपीएल) के पास तो दो प्रतिशत शेयर का मालिक कौन है। इस सवाल का जवाब उन्हें नहीं मिल पाया। निजीकरण के समय 51 फीसदी हिस्सेदारी बिजली वितरण कंपनियों को दी गई थी जबकि 49 फीसदी दिल्ली सरकार ने अपने पास रखा था।

दिल्ली विद्युत विनियामक आयोग (डीईआरसी) के समक्ष ईस्ट दिल्ली आरडब्ल्यूए ज्वाइंट फ्रंट के प्रेसिडेंट बी एस बोहरा ने एक कागजात का हवाला देकर कहा कि यमुना पावर लिमिटेड और दिल्ली पावर कंपनी लिमिटेड की हिस्सेदारी 49-49 फीसदी है। यही नहीं राजधानी पावर लिमिटेड और दिल्ली पावर कंपनी लिमिटेड की हिस्सेदारी भी 49-49 फीसदी ही है। ऐसे में सवाल उठता है कि दो फीसदी शेयर का मालिक आखिर कौन है?

इस सवाल का जवाब किसी के पास नहीं मिला। सुनवाई के दौरान कई बार यह सवाल पूछा गया। आम आदमी पार्टी के नेता अरविंद केजरीवाल ने भी आयोग के चेयरमैन पीडी सुधाकर से पूछा कि दो फीसदी किसके पास है, इसका जवाब दें। चेयरमैन भी इसका जवाब नहीं दे पाए। सिर्फ उन्होंने इतना कहा कि इसका जवाब दिया जाएगा, लेकिन कब, यह पता नहीं।

आश्चर्य की बात है कि जन सुनवाई के दौरान बीएसईएस यमुना और राजधानी पावर लिमिटेड के भी प्रतिनिधि मौजूद थे। लेकिन इस सवाल के जवाब देने की बजाय वे भी मूकदर्शक बने बैठे रहे। जानकार का कहना है कि यदि 49-49 फीसदी हिस्सेदारी बनती है तो प्रबंधन का जिम्मा सरकार के पास होनी चाहिए। इसके बाद सीएजी ऑडिट और आरटीआई भी इन कंपनियों पर लागू हो सकती है। हालांकि, टाटा पावर दिल्ली डिस्ट्रीब्यूशन (डीपीटीटीएल) इलाके में बिजली वितरण कंपनी और सरकार की हिस्सेदारी 51 और 49 फीसदी ही है।

आबादी बढ़ी, लेकिन पानी की सप्लाई कम


प्रस ॥ नई दिल्ली : दिल्ली में आबादी लगातार बढ़ रही है और पानी की डिमांड भी उसी रफ्तार से बढ़ रही है। लेकिन पहले जितना पानी मिलता था जल बोर्ड अब उतना पानी भी उपलब्ध नहीं करा रहा है। आरटीआई के जरिए खुलासा हुआ कि जल बोर्ड के दो वॉटर ट्रीटमेंट प्लांट 10 साल पहले जितना पानी प्रड्यूज करते थे, अब उससे कम पानी प्रड्यूज करते हैं। 

ईस्ट दिल्ली आरडब्ल्यूए जॉइंट फ्रंट के प्रेजिडेंट बी. एस. वोहरा ने आरटीआई के जरिए वॉटर ट्रीटमेंट प्लांट की जानकारी मांगी। इसके जवाब में बताया गया कि वजीराबाद वॉटर ट्रीटमेंट प्लांट में 2003-04 मंे 44589 एमजीडी पानी उत्पादन होता था, लेकिन 2012-13 में 44135 एमजीडी ही पानी का उत्पादन हुआ। यानी दस सालों में उत्पादन बढ़ने की बजाय घट गया। इसी तरह चंद्रावल वॉटर ट्रीटमेंट प्लांट में भी पानी का उत्पादन घटा है। 2003-04 में यहां 36860.26 एमजीडी पानी उत्पादन होता था जो 2012-13 में घटकर 33623.93 एमजीडी रह गया।

Dear Mr. Vohra ji,

We must richly compliment and heartily congratulate you on the efforts made and startling revelations which will open the eyes of the public at large. It will be seen that all round lethargy and 'sub chalta hai' attitude have penetrated into the work force and all they wish to have 'money under the table' to make themselves rich. Nobody is accountable or feel their responsibility and they don't feel answerable to the public but to their immediate bosses whose palms can be greased to get outstanding report and accelerated promotions! It is a sorry state of the nation as a whole!! There is no department which is dealing with public is not corrupt, right from the grass root level to the top! You are aware that tapping of underground water for any purpose is strictly prohibited in NCR Delhi and if found the people concerned have to face severe punishment! Does it happen? How the 'building mafia' bend the rules and undertake construction of multi-storeyed flats etc. without water and curing! They pay heavily to the staff concerned, including the Police at the lowest level, who demand as a matter of right, otherwise threaten them including the aam aadmi! How is it being permitted in the open day light? We cannot solve any of the problems unless and until the staff from the lowest to topmost level is corruptless and have an attitude of sympathy and humility towards the public and feel the accountability and responsibility! This attitude is dwindling and people are losing their faith in these establishments and those who could afford thrive and those who cannot, mainly due to financial conditions, cannot survive excepting cursing their fate and in the long run have to perish and/or take to crime, which goes unpunished due to our judicial system!! What is the remedy? None can solve the problem except resorting to violence and no more Bapuji's remedy of 'ahimsa' and non-violence could remedy the situation! Let's together ponder over this vital issue and how to overcome!

Thanking you for your startling revelation and efforts made. But what is the solution except getting standard lukewarm reply from the authorities concerned. There is no short or long term plan to turn the tide unless it comes from the top! People's suggestions are not welcome and cast aside and thrown into waste basket!

Hundreds visiting regional transport office Surajmal Vihar have to return without their licences as usually the internet server is down.

SUrajmal Vihar RTO office, located at CBD ground is  one of the largest in the area. It caters to the residents of Ghazipur, Gandhi Nagar, Krishna Nagar, Anand Vihar, Old Seelampur, Mandawali, New Shahdara, Geeta Colony, Vivek Vihar and Jheel for licences and new vehicle registration. 


But the office server is mostly down, causing inconvinience to visitors. Jatin Shah, a resident of Vivek Vihar, who has bought a new car said, "I have been coming to this office for a week and every time, I get the same excuse that there is some technical fault in the server. After eight days, I am still paying fine for not getting my car registration certificate."


Besides the network issue, this office doesn't have enough space for conducting driving test prior to issuing of licence. People, who have applied here for driving licence had to go through a tough process as all the counters remained closed for a week because of network problem. "We all are working and can't waste time like this. This is the only reason why we rely on touts, who are easily available at the main gate," said a visitor.


RWAs have also raised this matter but to no avail. BS Vohra, president, East Delhi RWAs Joint Front said, "People come here and stand in long queue and leave empty handed. It's authority's mistake but common people like us are suffering."

Rakesh Kumar, Motor licensing officer says, “There is some problem in our UPS system and for that we have written letters to the Delhi Transport infrastructure Development Corporation and they assured us that the problem will be solved by this week.”

दिल्ली में बिजली की लड़ाई लड़ने वाले अलग-अलग आरडब्ल्यूए के लोग कुछ साल पहले तक एक-दूसरे को नहीं जानते थे। डीईआरसी की टैरिफ तय करने वाली पब्लिक हियरिंग में ही ये लोग मिले और एक-दूसरे की बातें सुनकर सीखा, जाना और यहीं यह ग्रुप बना। अब बिजली के दाम कम करवाने के लिए यह ग्रुप मिलकर लड़ाई को आगे बढ़ा रहा है। लेकिन डीईआरसी की अब होने वाली पब्लिक हियरिंग में एक ग्रुप दूसरे ग्रुप को नहीं सुन पाएगा।

डीईआरसी ने कहा है कि डोमेस्टिक कैटिगरी के लिए 2-3 दिन लंबी पब्लिक हियरिंग होगी। इसमें सभी संबंधित पक्षों को, जिन्होंने हियरिंग में आने के लिए दिलचस्पी दिखाई था, अलग-अलग ग्रुप में बुलाया जाएगा। आरडब्ल्यूए प्रतिनिधियों के मुताबिक, डीईआरसी का इशारा साफ है कि पब्लिक हियरिंग के लिए पब्लिक नोटिस नहीं निकाला जाएगा। जब डीईआरसी ने पब्लिक से आपत्तियां एवं सुझाव मांगे थे, उसी में एक लाइन यह जोड़ी थी कि जो पब्लिक हियरिंग में आना चाहते हैं, वह भी बताएं। ईस्ट दिल्ली आरडब्ल्यूए जॉइंट फ्रंट के प्रेजिडेंट बी. एस. वोहरा ने कहा कि डीईआरसी बांटने की राजनीति कर रहा है। अलग-अलग ग्रुप में हमें एक-दूसरे के सुझाव और आपत्तियां कैसे पता चलेंगी। यह ट्रांसपैरंसी के खिलाफ है।


जीके-1 आरडल्यूए प्रतिनिधि राजीव काकरिया ने कहा कि अगर दिल्ली के अलग-अलग हिस्से की आरडब्ल्यूए मिलकर बिजली की लड़ाई को यहां तक ला पाए हैं, तो इसलिए कि हर मीटिंग में एक-दूसरे से मिले, सीखा और ग्रुप तैयार हुआ। डीईआरसी एक तरफ ट्रांसपैरंसी की बात कह रहा है और दूसरी तरफ एक ग्रुप को दूसरे ग्रुप से दूर रखकर ट्रांसपैरंसी ही खत्म कर रहा है।

उन्होंने कहा, मुमकिन है कि डीईआरसी के पास जगह की कमी है, इस वजह से वह ऐसा कर रहे हैं। लेकिन हमने कई बार डीईआरसी से मांग की है कि पब्लिक हियरिंग किसी बड़े हॉल में कराई जाए। पब्लिक हियरिंग में उन लोगों को भी आने का हक है जिन्होंने पहले लिखित में डीईआरसी को ऑब्जेक्शन-सजेशन नहीं दिए। अगर पब्लिक नोटिस के जरिए लोगों को बताया नहीं जाएगा और सिर्फ कुछ लोगों को इनवाइट किया जाएगा, तो यह पब्लिक हियरिंग के कॉन्सेप्ट को ही खत्म करेगा।

पिछली बार पब्लिक हियरिंग में कुछ नेता और उनके समर्थकों ने हंगामा किया था। मुमकिन है कि डीईआरसी ने इसलिए पब्लिक नोटिस न निकालने का मन बनाया है। आरडब्ल्यूए प्रतिनिधि सौरभ गांधी ने पब्लिक नोटिस न देने की शिकायत अपीलेट ट्रिब्यूनल में की है। मांग की है कि हियरिंग से पहले पब्लिक नोटिस निकालने के लिए डीईआरसी को निर्देश दें।

Faulty meter of TPDDL


Dear Sir,

As per my lodged complaint to CGRF, model Town against Tata power for my electric meter reading fast, after that on 2nd may 2013, hon'ble judge decide the electric meter being faulty, so they ordered to Tata power ltd. to change my meter, but they not ordered to reimburse the excess consumption and penalty.

On 11th May 2013 my meter changed, after few days we have recd. the letter from CGRF that they closed my complaint. 

Please let me know when the meter being faulty they not reimburse me the excess consumption reading claim.

You are requested that kindly resolve my problem urgently.

RWAs oppose this adhoc style of DERC on Public hearings !

How the DERC can have a Public Hearing without any public notice & without any message / invitation / notice to stakeholders ? We have almost confirmed reports from our sources that A Public Hearing is being held tomorrow at 11 am for the commercial sector. Who will attend this public hearing ? What points will be discussed in the absence of MTAs & RWAs ? Strange behaviour from the side of Govt which seems the brain behind the DERC.

Strongly disaprove as it is against Transparency and Norms.... It is the right of various stakeholders to listen to each others view points. Indeed DERC does not want the stakeholders to meet and be always divided. RWAs protest this Adhoc style of DERCs functioning.

I feel the Electric supply companies should be brought under the ambit of RTI, an instrument for the general public to be aware of the real going in the department.  Without RTI the Electric companies and their employees are fleecing the public in general and are enjoying their life lavishly.  Transparency in the system is only possible if the system is controlled by the agencies like RTI. Moreover it will be appreciable if the DERC decides to grant some rebate to Senior Citizens who have attained the age of 65 years or more. Please do send your comments.

    A very good news has been given and this will certainly relief to hundreds of consumers.  In our area of Laxmi Nagar, one consumer has been issued a  bill of Rs. 20 lakhs on account of DAE and the culprit  was the unauthorized l tenant who was caught while stealing the electricity and a FIR was also written in the Police Station accepting his fault in front of BSES officials but later he  ran away and the target has been  made to the owner of the house who is now in great trouble and apprehending arrest by police.  I sincerely hope, you will find time to  help the innocent consumer.  Though I  have advised him to take up the matter through a lawyer as BSES are interested in bargaining the amount.

Move to shield honest payers in power cases


NEW DELHI: Soon, it will be mandatory for the city's power distribution companies (discoms) to check the consumption and payment records of consumers before accusing them of power theft. Citing a steep increase in the number of complaints of harassment against discoms, Delhi Electricity Regulatory Commission (DERC) has decided to change the procedure for registering a case for unauthorized use of electricity against any consumer.
The amendments will be made in the proposed Delhi Electricity Supply Code and Performance Standards Regulations Draft-2012, which has been in the making for the last few years. However, the draft is now expected to be amended and put up on the DERC website by June.
"Since we have been getting complaints and suggestions internally from our members, and the public, we have decided to amend certain portions of the draft wherein we want to strengthen the part that deals with the procedure for booking a case for unauthorized use of electricity against any consumer," said P D Sudhakar, chairman, DERC.
As per the proposed amendments, discoms will not be allowed to register a theft case on the basis of mere "suspicion". Officials said in many cases it was found that discoms had booked people who have genuine meter faults without even checking their credentials. Once this regulation is approved, a consumer who has made regular payments against his consumption will be given ample chance to explain himself before being booked for theft.
DERC is also considering directing the discoms to collect concrete evidence against a consumer before registering a case. "We want them to strictly adhere to the principle of natural justice wherein consumers are mandatorily issued notice and given time to respond," Sudhakar said. Also, the draft suggests recording of complaints in the presence of a witness, who could be a neighbour. DERC sources claim to receive at least 50 cases of harassment by discoms in the name of power theft every year.
The draft supply and performance code has also suggested enhancement of fines being imposed on the discoms for delay in addressing consumers' complaints related to failed supply, burnt meters or a transformer snag. The fines may go up to Rs 100 per day, or even more. Discom performance codes were last reviewed in 2007. A public hearing to discuss the draft that has been on the website was held a year ago but it has remained in limbo.

Power bills are set to go up in the city from this month, with the regulator announcing a 1.5% increase in surcharge on Friday. The hike comes ahead of new tariffs which are expected to be on the higher side.
The Delhi Electricity Regulatory Commission (DERC) has doubled the provisional power purchase cost adjustment charges (PPAC) for the city's distribution companies, applicable for three months starting May 1. HT wrote on Thursday that the hike was coming.
On an average, the surcharge will add Rs. 40 - to Rs. 90 to the bills, depending on the power consumed. Every three months, city’s power firms submit the price at which they buy power to DERC, which decides if the costs — purchasing price and fuel rates —need to be adjusted in the form of a surcharge.
The surcharge will be revised at the end of the three-month period.
A provisional PPAC of 1.5% has been approved for BSES Rajdhani Power Limited (BRPL), BSES Yamuna Power Limited (BYPL) and Tata Power Delhi Distribution Limited (TPDDL).  The new PPAC will be 4.5% for BRPL and BYPL, and 3% for TPDDL consumers.
Thursday's increase will be applicable as a surcharge on the total fixed and energy charges and the bill will clearly indicate the percentage and amount of PPCA, the DERC said.
"They're planning to increase the tariff this year too. How will a middle-class family afford it?" said BS Vohra, an east Delhi RWA joint front member.

In todays Hindustan Times there was a news with the heading  Power purchase cost rising, discoms seek hike in tariff. The news further said that, " DERC will take a final decision after taking all the points into consideration such as increase in fuel cost etc. ".

But its quite shocking to note that today itself DERC has raised the Power Tariff by 1.5% on the name of Fuel Surcharge & another big hike is expected soon. Does it mean that they have checked all the points in just few hours ?

Your electricity bills may soon increase significantly with the power regulator all set to approve the power-purchase cost adjustment (PPAC) for distribution companies for this quarter.
Though the electricity tariff is approved in a year, discoms have to keep on purchasing power from generating companies at different rates and fuel prices also keep on changing throughout the year. Discoms submit the actual price at which they have purchased power every three months and the Delhi Electricity Regulatory Commission (DERC) determines whether it needs to be adjusted in the form of a surcharge.
According to DERC officials, discoms BSES Rajdhani Power Limited (BRPL) and BSES Yamuna Power Limited (BYPL) have sought a 9 per cent increase in the surcharge. Tata Power Delhi Distribution Limited (TPDDL) has asked for a 12 per cent increase.
“We have received their power-purchase cost submission for this quarter. A fixed formula is applied to determine the percentage increase. The quantum is yet to be determined but there will surely be an increase,” said a senior DERC official.The official said while BRPL and BYPL have submitted for a power-purchase cost adjustment for the previous period, the TPDDL submitted it for the current period too.Thepower-purchase cost adjustment will be applicable from May.At present, consumers in TPDDL areas pay 1.5% surcharge while in BRPL and BYPL, they pay 3%. They had been paying this surcharge since February 1.
“The percentage increase on account of PPAC will be applicable as a surcharge on the total fixed and energy charges (excluding arrears, LPSC, E Tax etc.). The bill format will clearly identify the percentage and amount of PPA as separate entities,” explained the official.    Power distribution companies claim that they have to pay power suppliers such as the National Thermal Power Corporation and generation companies of Delhi on a monthly basis and the earlier method of recovery of these expenses used to take them at least two years to get the returns.
“Power distribution companies submit their bills stating the rate at which they have purchased cost. However, DERC will take a final decision after taking all the points into consideration such as increase in fuel cost etc,” added the official.

in shame, being resident of capital !


every day we find ourselves in shame, being resident of capital of all bad things, starting from local crimes to molestations, rapes of minor to adult females including gang rapes in all parts of delhi. Whom to blame?our politicians or the society? there is total chaos, it seems that we are heading for civil unrest and that will decide the future of this country, I appeal to the so called democratic system of our country to stand beyound all party and caste barriers to save our nation, for which so many freedom fightors laid their lives.

RWA draws flak for security lapses


NEW DELHI: The Madhuban Colony, where seven masked men barged into the house of former director of prosecutions (NCT) on Thursday and smothered his son to death, is said to be a safe colony in east Delhi. After rising incidents of petty crimes, the residents requested the RWA to increase security in the area. But despite repeated requests, no action has been taken so far. 

A tenant living at the 250-family colony claims that it is easy to gain access to this "gated'' colony. "The four-gated colony is manned by three guards during daytime, and five at night. But just one guard can be seen in the entire block after 10pm. Most often, he is spotted noting down car registration numbers at the main gate, said the tenant, adding that it is easy to gain access to the DDA park, adjacent to the B block where the incident took place. 

A retired IG-level officer's family told TOI how the local RWA had charged Rs 2,000 a month for five guards, but only one would be visible at night. When TOI visited the RWA office, it declined to comment. "We will not be speaking to anyone on the incident as it is a sensitive issue,'' one of the office bearers said. 

According to local police, all attempts to secure the colony have been stone-walled. "We had asked for CCTV cameras to be put up at strategic locations. But none of them have been placed so far. We also asked the guards to be verified, along with masons, vendors and labourers who work in the area,'' said an officer. 

The locals, however, want police to play a more proactive role. Two assailants had opened fire at a constable at the Preet Vihar crossing on Wednesday night and another robbery took place in the neighbouring Ram Vihar area. "Lax policing adds to the crimes in the area,'' said Mukesh Singh, a local resident.

Woes of Anand Vihar in water front !

 In response to your clarion call in your esteemed newspaper under ‘Saving a mega city’ relating to DJB’s matters, I give the following comments for your consideration and highlighting them in your columns with the fond hope and aspiration that they will receive due attention of the authorities concerned for remedial expeditious action:-

Ø  Demolition of OHT: At the instance and approval of the then Govt.agencies and at the cost of the Anand Vihar Society (over Rs.6 lakhs) a huge ‘overhead tank’ was constructed in 1977 for storage and supply of ground water upto 1984 and with the supply of Ganga water in ’84 to the entire colony and surrounding areas, the OHT became redundant. The Society had been pleading time and again with all the authorities concerned to demolish it and construct a ‘underground water reservoir (UGR) at the same place for supply of water. Cracks had developed in OHT and may endanger the lives and properties of all residents around in Anand Vihar but no visible action has been taken so far by DJB – perhaps awaiting an (un)expected and sudden calamity to take place which will hit the ‘headlines’!

Ø  Unauthorized occupation: The DJB had unauthorizedly occupied the land surrounding the OHT which belongs to the Society, as its cost on land and development including for construction of the OHT, was borne by the Society. They are reluctant to leave it which could be profitably utilized for many useful  and beneficial purposes of the residents, whose number is increasing manifold day by day!

Ø  Replacement of water pipe lines: The entire water-pipe lines were laid when the colony came up over three decades back and the existing pipelines then laid have outlived their prescribed lives and are wearing out supplying rusted water through the pipelines endangering the lives of the people! Taking into consideration all factors, the DJB assured to replace the pipelines in phases in the entire colony about two years back but still a beginning has to be made! With the ‘plotted’ colony becoming ‘flatted’ colony and consequent increase in population and consumption of water by residents the DJB had also been requested to widen the gauge of the pipelines when being replaced! No response. Perhaps yet an another calamity awaited!

Ø  Cleaning of sewerage lines: With the increase in population in the colony and consequent increase of flow of sewerage, the DJB had been requested to increase the gauge of the sewer lines, pending that use a mechanical device to clean up the entire line in the colony. No action taken.

Ø  Water harvesting: As a measure of ‘water harvesting’ the Society had requested the MCD to puncture the concrete base of the storm water drainage line so that waste water will not accumulate but will seep into earth. But alas no action taken while they are propagating/appealing to citizens of Delhi to take adequate measures for ‘water harvesting’ where this simple method could save a lot of water, presently stagnating over the base of the covered drains and thus becoming a fertile breeding ground for mosquitoes and spreading ‘malaria’ etc.

Ø  Billing system: In short it could be said: ‘atrocious’ as the entire billing system is totally disastrous and the meters readers and billing clerks are playing ‘havoc’ with the entire process sending unimaginable astounding amount of bills for payment and all are forced to go to DJB’s office to get them rectified! Have you ever heard of such a callous machinery functioning anywhere!

Civic issues of Vasundhara Enclave


There are partly covered, partly open drains in front of our apartments [Doctors Apts] in Vasundhara Enclave, running along many other apts in this area. Besides the public, even the MCD sweepers sweep all leaves, poly bags & rubbish into the drains and as a result there is lot of stagnat water & dirt. Can cleaning of these drains be done as a first step,and close the drains fully to avoid similar situation again. It is also extremely risky to walk at nights on the foot paths because of these openings - Can it be attended please.

Area MLA Dr A K Walia discussed problems of P D Vihar


Our area MLA and Minister of Health, Govt of NCT of Delhi, Dr A. K. Walia was invited by the RWA to take a round of Priyadarshini Vihar  and discuss various problems faced by the residents.  The meeting was organized 08:30 am on Saturday, 13th April 2013.  About 50 residents and staff of civil agencies and DP attended the meeting. Problems raised by residents.  A letter listing the problems which included coked sewers; overflowing and stinking rain water drains; non-function submersible pumps in parks; menace of stray dogs in the colony; damaged and broken lane with heavy outside traffic including buses and trucks, and poor police security arrangement, etc; was handed over to the Minister (copy attached for information).
 
Mr Fazal Khan, Asst. Engineer, EDMC stated that tender had been already done for relaying of lane between H.No.B-206 and B-242 and Dr Walia launched the project by breaking coconut. 
 
Ram Gupta, General Secretry, RWA thanked the residents, the govt staff and Dr Walia and hoped that the promises made the staff would be fulfilled by timely attending to the problems.  Some photos attached.
