We too are facing a great problem with increasing numbers of stray dogs in our locality. There are many cases of dog bites, but no body is bothered to hear to the problems of the residents. The Govt. should step up early solution in eradicating the menace of stray dogs.

Harassment to Senior Citizens by Delhi Jal Board

Central Govt., Delhi State Govt. and other Departments launch various laxity plans for the Senior Citizens. Finance Deptt. exempts the Senior Citizens in Income Tax upto Rs. 2,50,000/-, which is exempted upto Rs. 5,00,000/- in case of Super Seniors like me. Delhi Police extends special security and certain Banks provide the services at their door steps for Senior Citizens. 

BUT, PERHAPS, DELHI JAL BOARD HAVE DECIDED TO HARRAS THE SENIORS.


I, am 86 year old person, living alone with my wife 80 years in B3A/58—A, Janakpuri, New Delhi. Our water meter connection No. is J-6049.  This meter is stopped for decades and the bill was raised on average @ 7 K.L. per month upto January 2011.  From March 2011 the consumption rate was increased to 8 K.L. per month arbitrarily. Surprisingly the consumption was raised to 20 K.L. per month from March, 2012. 


We have no servant, no conveyance and no reason to waste water. The rise in average consumption is not understood. Your Zone is not prepared to listen. The defective meter is to be replaced by Department and not me.


You are requested to direct the Zonal Revenue Officer, Janakpuri to amend the bills, wrongly raised. We always pay in advance.

कंज्यूमर क्यों झेले 'एक्स्ट्रा' करंट?

नई दिल्ली।। बिजली का नया टैरिफ तय करने की प्रोसेस में दिल्ली इलैक्ट्रिसिटी रेगुलेटरी अथॉरिटी ( डीईआरसी ) के पास लोग सुझाव भेज रहे हैं। अगले महीने इस पर पब्लिक हेयरिंग होगी , जिसमें कई इशू उठाए जाएंगे। इसके बाद ही तय होगा कि दिल्ली में बिजली के नए रेट क्या होंगे। कई आरडब्लूए बिजली की खरीदने पर भी सवाल उठा रही हैं।

एक्स्ट्रा पावर का बोझ क्यों ? : डीईआरसी को भेजे सुझाव में जीके -1 आरडब्लूए प्रतिनिधि राजीव काकरिया ने कहा कि ' ओवर प्रोविजनिंग ' से कंस्यूमर की जेब पर एक्स्ट्रा बोझ पड़ा है। ओवर प्रोविजनिंग का मतलब है जरूरत से ज्यादा बिजली की खरीद। बिजली कंपनियों के पास ऐसे सॉफ्टवेयर हैं जिनसे पीक डिमांड का अंदाजा लगाया जा सकता है। इससे 2-3 पर्सेंट ज्यादा बिजली खरीदी जा सकती है। लेकिन अभी 24 घंटे बिजली देने के नाम पर डिमांड से बहुत ज्यादा बिजली खरीदी जा रही है। जिससे बाद में दिखाया जाता है कि खरीदी गई एक्स्ट्रा बिजली को कम दाम में बेचा गया और घाटे की भरपाई के लिए कंस्यूमर की जेब खाली की जाती है। इसके बावजूद दिल्ली में बिजली गुल हो ही रही है। अगर अचानक डिमांड बढ़ती है तो कंपनी कुछ बिजली महंगे दाम में खरीद सकती हैं।

ज्यादा बिजली खर्च करने वाले चुकाएं ज्यादा दाम  :
सुझाव में कहा गया है कि जिन लोगों की वजह से ज्यादा बिजली खरीदनी पड़ती है , उन्हीं से एक्स्ट्रा दाम लिए जाएं। अभी खरीदी गई बिजली का बोझ सारे कंस्यूमर्स पर डाला जाता है , चाहे वह 300 यूनिट बिजली खर्च करे या 1500 यूनिट। जो कंस्यूमर महीने में 1200 या इससे ज्यादा बिजली खर्च करते हैं उनसे ज्यादा कीमत ली जाए ताकि लोग कम बिजली खर्च करने को भी प्रोत्साहित हों।

मैकेनिजम हो ट्रांसपेरेंट : ईस्ट दिल्ली आरडब्लूए जॉइंट फ्रंट के बी . एस . वोहरा ने कहा कि पावर फाइनेंस कॉरपोरेशन के आंकड़े दिखाते हैं कि बिजली कंपनियों को फायदा हो रहा है जबकि कंपनियां कहती हैं कि वह घाटे में हैं। वह कहां से कितनी बिजली खरीदते हैं यह जानकारी वेबसाइट पर डालनी चाहिए। ऊर्जा संस्था के सौरभ गांधी ने कहा कि पावर परचेज कॉस्ट अडजेस्टमेंट के नाम पर कंस्यूमर से ज्यादा बिल लेने का जो ऑर्डर दिया है वह गैर कानूनी है और इसे वापस लिया जाना चाहिए।

RWAS say budget is ‘please-all’

Resident welfare associations across the Capital expressed their unhappiness over the 2013-2014 budget.

According to BS Vohra of the East Delhi RWAs Joint Front, the budget provides no relief for the common man. “There is no relief in prices of petrol, diesel, electricity and power.
What will the common man do with decrease in taxes on desi ghee and kite flying? This is not a good budget at all,” Vohra said. 

The budget has proposed a one-time grant of Rs. 1 lakh to those RWAs who offer space to keep health equipment such as treadmills and will run the facility on non-profit basis. “This will be of no use as there will be infighting and politics over the allocated amount,” he said.

Rajiv Kakria, a member of a Greater Kailash I RWA, said it was a “please-all budget with little substance”.

New Delhi: In this election year, the government is willing to nudge Delhiites towards fitness with grants to their welfare associations for buying equipment. Under the proposal, RWAs will get onetime grants of Rs 1 lakh each if they offer space to install equipment like treadmills, undertake to maintain them, and let residents use them for nominal fees. The money for the RWAs will be part of ‘My Delhi I Care Fund’. 

    “It is a heartening development that many progressive RWAs of Delhi are organizing free yoga classes in nearby parks voluntarily. I propose to support such efforts,” said CM Sheila Dikshit in the assembly on Wednesday. 

    RWAs welcomed the announcement but sounded skeptical about its implementation. “The scheme sounds good but we are not sure how they expect RWAs to offer space? The land belongs to either DDA or the municipality. I hope the scheme does not get entangled in technicalities,” said M K Gupta, member, Greater Kailash-I RWA. 

    B S Vohra of East Delhi RWAs Joint Front also raised concerns over its implementation. “One can’t put a treadmill in a park. Government should ask MLAs or councillors to give money from their funds for construction of a room to be used as gym.”

60 + Street lights not working since last one year ! ( not edited ).

Plz inter fair this complaint .because every one complaint to bses but no any solution . resonantly. I am complaint to bypl and bses then his customer care executive says that i am not short out this complaint because that is main road street light not working something 60+street light are not working within 6 km for last 1 year.Its mcd departmental area works .so you are complaint to mcd not bypl and bses.
so plz strictly instruction to mcd staff for as soon as short out this issue.because that area is a crime area last 10-15 years. then new sonia vihar police station open between that area.but crime is inc-rig .mostly problematic are create at night bethought light.

Open conference on water privatisation

The Delhi Jal Board (DJB) had launched three pilot projects for 24-hour water supply in the city under the PPP model and based on its results the scheme would be applicable to the entire national capital.  

Delhi is set to host a conference wherein activists such as Medha Patkar, Vandana Shiva and Himanshu Thakkar will speak at a day-long conference on 'Water Privatisation: Learning from Indian and International Experiences' on Tuesday. 

The conference will be open for public. A team from Bolivia, which has seen privatisation of water supply and its effects, is likely to make a presentation.  

Along with the activists, Ajay Kumar (Member of Parliament, Jharkhand Vikas Morcha), Arvind Kejriwal (Aam Aadmi Party), Naresh Sirohi (BJP) who are set to deliver 'political opinion' on 'Water as Human Right: Governance and Social Issues'.     

"India is also promoting PPPs in water sector despite being a signatory to the UN Resolution of 2010, which recognises 'Right to Water as a Human Right'," said SA Naqvi of Citizens Front for Water Democracy. 

The Front along with Focus on the Global South in partnership with PEACE and Water Workers Alliances are organising the day-long conference to be held at Indian Social Institute, off Lodi Road. 

The activists will discuss and debate the PPP model in water sector in India and learn from different states' experience and plan strategies to "protect water as a common good, which cannot be privatised and commodified", he said. 

The recently revised National Water Policy 2012 also foresees the minimisation of the government's role in water services and promotes the involvement of private parties through PPP model, encouraging commercialisation of water services.

IN THE ABSENCE OF RESIDENT WELFARE ASSOCIATION THERE IS NO ONE TO REPRESENT THE PROBLEM. HOWEVER A COMPLAINT NO 5757 WAS LODGED WITH MCD CONTROL ROOM ON 09.03.2013 BUT NO ACTION WAS TAKEN PLEASE HELP US IN SOLVING THIS PROBLEM.

बीजेपी के मंच पर आरडब्ल्यूए!

 

नई दिल्ली।। पावर की लड़ाई में आरडब्लूए अहम कड़ी हैं। फिर चाहे पावर ( बिजली ) का मसला हो या फिर पावर ( सत्ता ) का। इसलिए पॉलिटिकल पार्टियां आरडब्लूए को साथ लाने और दिखाने में कोई कसर नहीं छोड़ना चाहतीं। बिजली की लड़ाई लड़ रहे आरडब्लूए के जाने पहचाने चेहरे बीजेपी प्रदेश अध्यक्ष विजय गोयल के साथ एक मंच पर आए तो चर्चा तेज हो गई कि आरडब्लूए किसके साथ हैं ? हालांकि आरडब्लूए प्रतिनिधियों ने मंच साझा करने का मतलब बीजेपी को सपोर्ट होने से इनकार किया है। लेकिन बीजेपी नेता इसे अपने सपोर्ट के तौर पर ही देख रहे हैं और पब्लिसिटी भी कर रहे हैं।

विजय गोयल के साथ मंच पर जीके -1 के आरडब्लूए प्रतिनिधि राजीव काकरिया , ईस्ट दिल्ली आरडब्लूए जॉइंट फ्रंट के बी . एस . वोहरा , ऊर्जा संस्था के नॉर्थ एरिया कॉर्डिनेटर सौरभ गांधी और चेतना संस्था के अनिल सूद मौजूद थे। ये लोग लगातार बिजली के दाम कम करने की लड़ाई लड़ रहे हैं। बिजली कंपनियों के फर्जी अकाउंट से लेकर डीईआरसी की मिलीभगत का खुलासा लगातार यही लोग करते रहे हैं। 


 बीजेपी के साथ मंच साझा करने के बाद यह सवाल उठ रहा है कि क्या वे बीजेपी के साथ आ गए हैं। प्रेस कॉन्फ्रेंस के दौरान जब यही सवाल इनसे पूछा गया तो बीजेपी अध्यक्ष ने खुद जवाब देना मुनासिब समझा और इन्हें मंच से जवाब देने का मौका नहीं मिला।

बाद में आरडब्लूए प्रतिनिधियों ने कहा कि मंच शेयर करने का यह मतलब कतई नहीं है कि हम बीजेपी वाले हो गए या बीजेपी को सपोर्ट कर रहे हैं। हम मुद्दे को सपोर्ट कर रहे हैं और जो भी पब्लिक की दिक्कत दूर करने की बात करेगा हम उसकी मदद करने को तैयार हैं। इन्होंने बताया कि वे अरविंद केजरीवाल के साथ भी जा रहे हैं और उन्हें भी डॉक्युमेंट्स दे रहे हैं। 
 
हालांकि जब विजय गोयल से यह पूछा कि क्या ये आरडब्लूए बीजेपी को सपोर्ट कर रही हैं तो उन्होंने जवाब दिया बिल्कुल , वह हमें सपोर्ट कर रहे हैं। बीजेपी नेताओं ने यहां तक कहा कि अगर यह बीजेपी को सपोर्ट नहीं कर रहे होते तो वह बीजेपी ऑफिस में मंच साझा करने की बजाय कहीं और प्रेस कॉन्फ्रेंस रखने की बात कर सकते थे।

Random check of Mobile Towers for Radiation in East Delhi

The World Health Organisation's International Agency for Research on Cancer (IARC) says radiation from cellphone handsets and towers is "possibly carcinogenic to humans" and may cause glioma, a type of brain cancer. It says, Towers are more dangerous than handsets because they emit greater-intensity of radiation 24X7.

Therefore, we thought of checking the Radiation from various Mobile Towers in East Delhi. COAI co-operated with us for a random check of few Towers in East Delhi on 9th March, 2013. The readings measured by NARDA equipment were all within the norms of 0.45 w/m2. 

However, we have been informed by the experts from Radiation field, that, from health point of view, safe value is less than 0.0001 W/m2 = 0.1 miilwatts/m2 for 24x7 exposure, and DOT as well our Govt. must look into it and change the norms suitably.

Living in constant din : HT Live East

    Krishna Nagar and Geeta Colony residents seem to be living in din constantly. The constant rush of vehicles to and fro has become a headache for them and they want the problem to be addressed on priority. 

     
    The traffic police responsible for maintaining a semblance of order on the roads are accusing people for the situation. So there seems no respite in the near future, feel most people. 

    Several meetings of the residents and Delhi Police traffic department have been held and despite lengthy discussions nothing came out of it. 

    Last month, traffic personnel assured us that they would increase the timings on signal lights so as to easily clear the traffic but it has not been done so far. 

    “We have been demanding better traffic management and proper signal lights at every big crossing, but no one is interested in listening to our grievances,” says Shyam Sundar Gulati, a shopkeeper. 

    Krishna Nagar and Geeta Colony are hubs of activity during the day. The streets remain clogged. 

    Many shops and business establishments are haphazardly located surrounding the residential colonies and the shopkeepers and visitors park their vehicles on the main roads, which leads to a lot of chaos on the roads. 

    The movement of heavy vehicles worsens the situation. For two-wheelers, negotiating the dense traffic is a big task. So is the job of crossing the roads for pedestrians. 

    Apart from heavy vehicles, DTC buses and RTVs also ply through some roads, which are not wide enough. So it leads to a lot of congestion and chaos on the roads. 

    Many shops have been extended up to the road and they have eaten up a chunk of road space. The footpaths too have been usurped by the small time vendors and encroachers. 

    Residents say that politicians talk about everything else except traffic management. No political leader wants to include such problems in their manifesto, nor does anybody bother to do anything concrete for them, they add. 

    Better traffic management, wide roads, maintained footpaths and proper traffic signals are the basic need of the colony, say residents. 

    “Several meetings with traffic police have been organised but no permanent solution seems to be in sight to control the traffic congestion,” says Sonia Vohra, resident, Krishna Nagar. 

    “The roads have not been developed properly and electricity poles have still not been removed from the middle of the roads,” says Ravinder Singhal, shopkeeper. 

    “We are trying to decongest the main roads and streamline the traffic. We have received some suggestions from RWAs regarding traffic management,” said Rajesh Kumar, area traffic inspector.

RWA initiative to check cell phone tower radiation : HT Live East

    For the first time in east Delhi, the East Delhi Residents’ Welfare Associations (RWAs) Joint Front along with the members of Cellular Operator Association of India (COAI), took the initiative to check radiations emanating from cell phone towers. The RWAs are now planning to get an opinion from experts and scientists about recorded radiation levels. 

    The move comes at a time when various cases of high level of radiation are being registered across Delhi and complains of its health hazard has been increasing. The government and court, however, have set the guidelines for cellular operators but it is often seen that some operators don’t follow the norms of permissible levels. 

    “The people are well aware about the evil effects of radiation. So we decided to check the radiation level in east Delhi area,” says BS Vohra, president, East Delhi RWAs Joint Front. 

    Cell phone towers have mushroomed all over the city and have in turn led to growing concerns about the health effects of radio frequency radiation. 

    “For this, we have been pursuing the matter with COAI for the last six months. Finally, it agreed to our proposal and sent a team on Monday to check radiation,” adds Vohra. 

    The RWA members and COAI members checked seven towers of different areas, Laxmi Nagar, Preet Vihar market, Mandawali, Jhilmil, Vishwas Nagar, F Block Krishna Nagar and Lal Quarter. “The areas and towers were not pre-decided and the RWA members randomly selected the area and one of the towers at that location so that the actual level could be detected,” says Vinod Kumar, a resident of Jhilmil. 

    The RWA members, now, have decided to refer the matter to experts and scientists for further analysis. 

    The association members will also educate the residents on the subject of cell tower radiation in order to make them aware. 

    If the radiation level is found beyond permissible level or is above health hazard level, the association members will take up the matter with the government to curb the menace. 

    According to the latest government norms, the permissible radiation exposure limits are 0.45 w/m2. And as per experts and scientists, if the radiation is beyond this level there are possibilities of childhood leukaemia, brain tumours, genotoxic effects, neurological effects and neurodegenerative diseases, immune system deregulation, allergic and inflammatory responses, breast cancer, miscarriage and some cardiovascular effects. I have been living in Mayur Vihar Phase 2 for the past 13 years. The whole area is divided into pockets named A, B, C, D, E and F. Pockets A, E and C have markets developed by the Delhi Development Authority, while Pocket B has a local shopping complex, which caters to all our needs. The best thing that I like about our area is that it has been designed in such a manner that each flat faces a park. 

    Phase 2 has a sizeable population and people from different religious groups and regions of the country have made it their home. They live in harmony and share good community ties. 

    Also, in each area there is a community centre which is abuzz with activities. People gather there for celebrations, festivals, marriages functions etc. So we have a multi-cultural environment which gives us a very unique feel. 

    As there are a number of hospitals, clinics, diagnostic labs and chemist shops, within easy reach, healthcare is good. Each pocket has its respective residents’ welfare association and they make all efforts to work.

    327 ट्रांसफॉर्मर, जो टाटा पावर दिल्ली डिस्ट्रीब्यूशन लिमिटेड के मातहत थे, के खातों में नकारात्मक घाटा नहीं था फिर भी इस इलाके में अधिक वसूला गया

    कमेटी बनाओ - मांग उठी है कि अगर कोई भी किसी भी इलाके में ट्रांसफॉर्मर से हुई सप्लाई और बिल की पड़ताल कर लेने पर अंतर का खुलासा हो जाएगा। वित्तीय विशेषज्ञों के अलावा दिल्ली आईआईटी और रूड़की आईआईटी के विशेषज्ञों को कमेटी में शामिल कर वास्तविकता का पता लगाने का सुझाव आया है।

    राष्ट्रीय राजधानी में बीते पांच साल के भीतर निजी बिजली वितरण कंपनियों की ओर से उपभोक्ताओं से 4,500 करोड़ से अतिरिक्त वसूली होने से तमाम रेजीडेंट वेलफेयर एसोसिएशन के प्रमुख नाराज हैं।उन्हें इस बात की तकलीफ है कि जिस बिजली की सप्लाई हुई ही नहीं उसका बिल क्यों वसूल लिया गया।

    'चेतना' एनजीओ की एक रिपोर्ट में कहा गया कि तीनों डिस्कॉम ने तीन फेज वाले न्यूट्रल लाखों इलेक्ट्रॉनिक मीटर की कमी का लाभ उठाकर रिशिड्यूडल बैक फ्लो के जरिए उपभोक्ताओं से हर साल औसतन 900 करोड़ रुपये वसूले।चेतना के अध्यक्ष अनिल सूद ने कहा कि बिना सप्लाई किए ही डिस्कॉम ने उपभोक्ताओं से बीते पांच साल में 4,500 करोड़ रुपये वसूल लिए। दूसरी ओर तीनों डिस्कॉम ने इस रिपोर्ट को खारिज कर दिया है।
    डिस्कॉम के खिलाफ अविलंब कार्रवाई की मांग करते हुए ग्रेटर कैलाश-1 आरडब्लूए के राजीव ककरिया ने कहा कि उन्हें यह जानकर हैरानी हुई कि जो बिजली उपभोक्ताओं को सप्लाई नहीं हुई उसका अतिरिक्त बिल बनाकर वसूल लिया गया। उन्होंने खुलासा किया कि टाटा पावर दिल्ली डिस्ट्रीब्यूशन लिमिटेड के 327 ट्रांसफॉर्मर के खातों में नकारात्मक घाटा नहीं दिखा।

    इसका मतलब हुआ कि डिस्कॉम ने बिजली सप्लाई से अधिक वसूल लिया। यह सरासर बेईमानी है।ककरिया ने बताया कि अगर कोई भी एक माह में किसी भी खास इलाके में ट्रांसफॉर्मर से हुई बिजली सप्लाई और कितनी बिजली का बिल बना इनकी पड़ताल कर ले तो अंतर का खुलासा हो जाएगा।

    ककरिया ने मांग की कि वित्तीय विशेषज्ञों के अलावा दिल्ली आईआईटी और रूड़की आईआईटी के विशेषज्ञों को कमेटी में शामिल कर वास्तविकता का पता लगाया जाए। इसी तरह जनकपुरी आरडब्ल्यूए के गुलशन राय ने दावा किया कि इस संदर्भ में जो पक्के सबूत जो जुटाए गए हैं उससे साफ दिखाई पड़ता है कि डिस्कॉम ने उपभोक्ताओं से सप्लाई की गई बिजली से अधिक वसूले।

    डिस्कॉम के खिलाफ अविलंब कार्रवाई की मांग करते हुए राय ने कहा कि दिल्ली बिजली नियामक आयोग ने 2011 में माना था कि यह बेहद गंभीर मामला है और तब बिजली कंपनियों को सुधार के लिए कदम उठाने को कहा था। 

    ईस्ट दिल्ली आरडब्ल्यूए के बीएस वोहरा ने कहा कि यह एक तरह का घोटाला है और मांग की कि यह गलत वसूला गया धन उपभोक्ताओं को लौटा दिया जाए।

    नई दिल्ली - बिजली की दरों में बढ़ोतरी के बारे में दिए गए बयान के बाद चौतरफा आलोचनाओं से घिरी दिल्ली की मुख्यमंत्री शीला दीक्षित सोमवार को इससे पलट गईं। उन्होंने कहा कि मीडिया ने उनके बयान को गलत तरीके से पेश किया।
    दीक्षित ने रविवार को बिजली की दरों में इजाफे को सही ठहराते हुए कहा था कि अगर लोग 24 घंटे बिजली की सप्लाई चाहते हैं तो उन्हें भुगतान करना ही होगा। शीला ने छतरपुर की रैली में कहा था कि अगर लोगों को बिजली का भुगतान करने में मुश्किल हो रही है तो उन्हें खपत घटाने के लिए बिजली उपकरणों के उपयोग में कटौती करनी चाहिए।

    The curious case of roads being built when elections are due

    The internal roads of Kailash Colony in south Delhi were relaid almost overnight in March last year. The reason: The civic polls were just round the corner.

    Kailash Colony's wasn't a one-off case. Most Delhiites claim that civic agencies wake up only when elections are due as there's pressure on them to get their act together. 
     
    Claimed Dr Lalit Verma, a resident of Haiderpur near Rohini Sector 18, "The road to Haiderpur from Outer Ring Road was last built nearly four years ago, when the general elections were due. Immediately after the polls, it was dug up. Since then, it has been in a shambles. Councillors and MLAs usually use their funds when polls are due in order to get votes. Many of them even put up boards and posters, claiming how they got a particular road built."

    But many politicians claimed this was not the case. "We try to construct roads as and when required. But sometimes, the executive wing delays the project and it coincides with elections. But it is true that every councillor and MLA wants to exhaust their funds before the elections as they are accountable to the public," said Mahender Nagpal, leader of north Delhi Municipal Corporation.
    Jagdish Mukhi, Janakpuri MLA, said, "I work 365 days a year. But dense carpeting can only be done after five years. Some councillors save their funds and try to get votes by completing work around elections. But I don't believe in such cheap tactics." 

    The situation in some colonies is so bad that many have started believing that holding elections every year is the best way to bring about development. "That work gets done almost overnight when elections are due affirms the fact that civic agencies have the expertise to do their jobs. The problem is they don't want to work," said Harvinder Singh, a member of Lajpat Nagar III RWA.

    "There have been instances when the road roller is put to use when the people are going to cast their votes. But the roller stopped, when voting got over. It is easy to get work done whenever polls are due. Those same councillors become inaccessible for the rest of their tenure," said BS Vohra, president of east Delhi RWA.

    Toxic air hurting kids’ lungs, heart & mind

    New Delhi: Children in the national capital are more vulnerable to air pollution than their counterparts in other states and in more ways than one. They are falling victim not only to pulmonary disorders but also hypertension, ADHD and depression.

        Medical investigators from Kolkata-based Chittaranjan National Cancer Research Institute had pointed out this “dangerous epidemic” to Central Pollution Control Board as early as 2005 when a study examined over 11,000 school children in Delhi and compared them with a control group of children in the towns of West Bengal and Uttarakhand. CPCB took seven years to publish it and place it in public domain.

        The research study that had examined cellular lung reaction was one of the first to conclude that air pollution related complications are not restricted to lungs and can lead to several metabolic conditions. Such a long delay in publishing a scientific report that “could have been a wake-up call” is indefensible, some scientists who conducted the study said.

        Among its startling finds is the fact that incidence of hypertension in Delhi schoolchildren is three times that of the control group. Delhi’s schoolchildren were 2.5-times more likely to suffer Attention Deficit Hyperactivity Disorder and boys were more vulnerable than girls.

        Dr Manas Ranjan Ray, head of department of experimental haematology and coinvestigator in the study, said, “When we conducted the study, there were 38 lakh vehicles in Delhi. Today there are over 75 lakh. We found very high incidence of hypertension, obesity and even juvenile diabetes. In a neo-rich city, lifestyle factors also play a major role. One of the key recommendations we made to CPCB was inclusion of one fresh fruit in the diet of children of all schools including municipality schools. Another was regarding regular medical check-ups in schools for hypertension and lung health. But we never imagined it would take close to a decade to publish the research.”

        Another researcher complained that scientists are always treated like “backbenchers” by government bodies like CPCB who have no regard for “valuable research”.

        A senior officer from CPCB who declined to named said peer review and extensive interpretation of data took years. “We cannot publish such alarming findings before being certain. It was a very expensive and difficult study and needed interpretation,” he said.

        The study was peer reviewed by Indian Council for Medical Research and All India Institute of Medical Sciences but researchers say the report was stuck in red tape for years after the review. “Seven years is way too long for interpretation. Now the average time is a year for peer review and even that is considered pretty long,” AL Ramanathan, a professor from School of Environmental Sciences, JNU, said.

        Incidence of air pollutionrelated complications among children has gone up dramatically in the past few years. “Checking the BP of young children is a regular practice now among doctors. More than a million children are affected with respiratory infections in India every year. The incidence is quite high in Delhi, we are also noticing psychological effects of pollution like depression among children. It’s something that is not widely discussed but quite prevalent,” paediatric consultant Dr Sanjeev Bagai said.

    99% NGOs are fraud, money-making devices: Delhi HC

    The Delhi high court has called for toughening of licensing norms for NGOs observing that 99% of them are "fraud" and "merely money making devices". "Most private run so called philanthropic organizations do not understand their social responsibilities. 99% of the existing NGOs are fraud and simply moneymaking devices. Only one out of every hundred NGOs serve the purpose they are set up for", a bench headed by Justice Pradeep Nandrajog said.

    "There is a need for toughening of licensing norms and legislature has to keep this in mind", the bench said.

    The stinging remarks came while the court was hearing a petition filed by children homes Chatravas and Arya orphanage challenging government's refusal to grant them license under the Women and Children's Institutions (Licensing) Act, 1956 and insisting on registration under the Juvenile Justice Act.

    The Delhi government and union women and child development ministry opposed the plea saying that all children homes in the country have to be registered under the JJ Act 2006 which subject them to supervision, monitoring and periodic inspections by child welfare committee of the government even if they have licenses under any other law.

    Arguing for the homes, senior lawyer Maninder Singh said "an institution which has licence under the Women and Children's Institutions (Licensing) Act, 1956 did not require registration under the JJ Act.

    "The JJ Act has its own field and does not override the women and children's institutions act. Moreover JJ Act is not applicable to independent private philanthropic institutions but for those run by government", argued Singh. 

    The stand of the centre was that a clear policy framework for the entire country has been laid out and Women and Children Institutions (Licensing) Act has no value as it stood repealed even since the JJ Act came into being in 2006. But Singh said the option should be licensing under Women and Children's Institutions (Licensing) Act or Orphanage and other charitable institutions Act even if the JJ Act was applicable in a state.

    Discoms want to levy more charges

    Your power bills might go straight through the roof if petitions by the three power distribution companies on the tariff are cleared by the Delhi Electricity Regulatory Commission (DERC).
    BSES Rajdhani Power Limited, BSES Yamuna Power Limited and Tata Power Delhi Distribution Limited (TPDDL) — have asked the commission for a full power purchase adjustment charges (PPAC). 

    This means that apart from the yearly increase of 13% sought by BYPL, which supplies electricity to east and central Delhi, 2% by BRPL (south and west Delhi) and 6.6% sought by TPDDL, which supplies power to north Delhi, they have also asked for a quarterly increase depending on the rate at which they have procured power. 

    Discoms have taken the plea that 17 states have already adopted the PPAC model in determining the tariff. DERC, which is reviewing the petitions, is yet to take a call on the matter.

    “We had adopted the PPAC mechanism last year but this year we are reviewing it. If full PPAC is given to the discoms, it can increase power bills to the tune of 25% to 30%. For instance, the fixed tariff would be 13% in case of BYPL for the year and an additional 10% increase would mean in reality the tariff would be 26%. This will burden the consumers,” said a senior DERC official. 

    According to discoms, a fixed power tariff is unacceptable as during the course of a year power purchase costs keep varying. And many a time, the purchase cost is much more than what is fixed by the DERC. 

    “This is why we want a full PPAC so that if we buy costly power, we can charge that amount to the consumers in the next quarter. DERC had adopted this mechanism last year,” said a discom official. 

    Sources said the DERC is planning to come up with a comprehensive fixed tariff so that no additional cost has to be taken into consideration. Discoms have cited increase in cost of power purchase and their failure to recover dues for the need to raise tariff. The new tariffs will be applicable from July 1.

    बिजली वितरण कंपनियों को डीईआरसी की सलाह
    नई दिल्ली ( एसएनबी)। विद्युत विनियामक आयोग ने तीनों बिजली वितरण कंपनियों और सरकार को पत्र लिखकर सीएजी के पैनल वाले सीए से खातों की जांच कराने और तीन वर्ष में इस पैनल को बदलने की ताकीद की है। पत्र में लिखा है जब तक हाईकोर्ट में मामला लंबित है तब तक सीएजी के पैनल वाले सीए से खातों की जांच कराएं और हाईकोर्ट का निर्णय आने के बाद उसके दिशा निर्देशों का पालन करें। सोमवार को दिल्ली विद्युत विनियामक आयोग ने राजधानी की बिजली वितरण कंपनी बीएसईएस राजधानी, बीएसईएस यमुना और टीपीडीडीएल के अलावा दिल्ली सरकार को पत्र लिखा है कि जब तक सीएजी मामले की जांच से संबंधित मामला हाईकोर्ट में लंबित है, तब तक तीनों बिजली वितरण कंपनियों के खातों की जांच सीएजी के पैनल वाले सीए से कराई जाए। तीनों बिजली वितरण कंपनियां प्रति तीन वर्ष में यह पैनल बदल लें और दूसरे पैनल से जांच कराएं। जिससे दिल्ली के 42 लाख बिजली उपभोक्ताओं के मन से खातों में हेराफेरी का संशय मिट सके। उन्होंने पत्र में कहा कि राजधानी के बिजली उपभोक्ता जनसुनवाई के दौरान तीनों बिजली वितरण कंपनियों के खातों की जांच सीएजी से कराने की मांग करते हैं, लेकिन सीएजी से संबंधित मामला हाईकोर्ट में विचाराधीन है इसलिए जब तक हाईकोर्ट का निर्णय नहीं आता है तब तक सीएजी के पैनल वाले सीए से खातों की जांच कराई जाए। इस मामले में डीईआरसी केअध्यक्ष पीडी सुधाकर ने कहाकि दिल्ली की बिजली वितरण में बिजली वितरण कंपनियों की भागदारी 51 प्रतिशत और सरकार की 49 प्रतिशत है। बोर्ड ऑफ डायरेक्टर्स में सरकार के भी नुमाइंदे होंगे। इसलिए बिजली वितरण कंपनियों के साथ दिल्ली सरकार को भी पत्र लिखा गया है। गौरतलब है कि राजधानी की बिजली वितरण कंपनियों पर बिजली उपभोक्ता आय व्यय के ब्योरों में हेराफेरी का आरोप लगाते हुए तीनों बिजली वितरण कंपनियों के खातों की जांच सीएजी से कराने की मांग करते रहे हैं। बिजली उपभेक्ताओं की मांग को पूरा करने के लिए डीईआरसी ने यह निर्णय लिया है। जबकि डीईआरसी के इस निर्णय से बिजली उपभोक्ता और आरडब्ल्यूए के पदाधिकारी संतुष्ट नहीं है। 

    आरडब्ल्यूए ज्वांइट फ्रंट के अध्यक्ष बीएस बोहरा ने कहा कि सीएजी के पैनल वाले सीए को खातों की जांच के लिए बिजली वितरण कंपनियां नियुक्त करेंगी तो जो कंपनी जिस सीए को नियुक्त करेगी वह उसी के हितों की पूर्ति करेंगी। इसलिए ईमानदारी से खातों की जांच होना संभव नहीं है। जबकि पूर्वी दिल्ली आरडब्ल्यूए के अध्यक्ष अनिल वाजपेयी ने कहा कि सीएजी द्वारा नियुक्त सीए अगर जांच करें तो दूध का दूध और पानी का पानी हो सकता है। अगर सीएजी के पैनल से बिजली वितरण कंपनियों के खातों की जांच कराई जाती है तो पैनल वाले सीए से बिजली वितरण कंपनियों के खातों की ईमानदारी से जांच संभव नहीं है। जबकि ग्रेटर कैलाश आरडब्ल्यूए के राजीव कांकरिया ने कहा कि बिजली उपभोक्ताओं की मांग बिजली वितरण कंपनियों के खातों की जांच सीएजी से कराने की है। उन्होंने कहा कि दिल्ली विद्युत विनियामक आयोग बिजली वितरण कंपनियों का हित देखती है इसलिए सीएजी के पैनल वाले सीए से खातों की जांच कराने को तैयार हो गई है। उन्होंने कहाकि डीईआरसी की राय से बिजली उपभोक्ता सहमत नहीं है। उन्होंने कहाकि बिजली उपभोक्ता बिजली वितरण कंपनियों के खातों की जांच सीएजी से कराने के लिए धरना और आंदोलन करते रहेंगे।
