Prima-facie unexplained discrepancies of Discom's


Dear Mr. Vohra,

Today is the Republic Day ....... We must start by greeting Happy Republic Day ....... we had formed the republic so that each citizen would work to make India a truly Developed and Independent nation.

The facts you have posted on the Blog have been placed over time by citizen groups over the past three years. Former DERC Chairman Mr. Brijender Singh had taken note of many such facts placed before the commission and he actually recommended reduction of Tariffs by almost 25%. The Delhi Government over ruled him and withheld the Tariff Order.
In August 2011 we the Citizen Groups again put up a spirited fight armed with more facts and figures and were sure that DERC will give a favourable Tariff Order ..... instead DERC increased tariff by 22%. The Government also passed it in a hurry .......

Now the BIG QUESTION ..... when DERC today is questioning DISCOMS ......... 'The Commission has also noticed that there are prima-facie unexplained discrepancies in the information relating to power purchase by both BRPL & BYPL' ..... then what were the facts on which the Tariff was raised.

A few weeks back our group had dug out the Financial Details of PROFITS made by DISCOMS and were duly reported in Nav Bharat Times and placed on this Blog. A few days later the Power Minister Mr. Haroon Yousuf agreed that DISCOMS were indeed in Profits as revealed by our Group and was again reported in NBT.
But the BIGGER QUESTION is that despite all our efforts at DERC Public Hearings and Bijlee Andolan ..... Delhites are very happy paying higher Tariffs. They are willing to hit the streets for a Rs. 50/- increase in Gas Prices but are not willing to protest when the Power bill rises by 22% which adds upto Rs. 250/- per month and more to the family budget.
Lets see what answer DISCOMS give to DERC on 1st Feb ? Will DERC penalize them for furnishing wrong details? Will the Delhi Govt. still side with DISCOMS? ...... and WILL DELHITES STILL NOT PROTEST ...... if not protest then at least join us when we give a call .....

Prima-facie unexplained discrepancies of BSES


Dear RWA Friends,

Please go through the OBSERVATIONS made by DERC on the accounts of various DISCOM's, as below & let us have your most valued comments at the earliest.

The Commission observed from the information provided by BRPL & BYPL upto 19.01.2012, that in the case of BRPL :
  1. revenue collection during April and May, 2011 was as low as 82.36% and 78.44% respectively of revenue billed. 
  2. In April, 2011 revenue collection was only Rs. 175.42 crore which is about 40% of average revenue collected in the other months of FY 2011-12. 
  3. The Commission further observed  that the above and other anomalies need to be examined and explained by the concerned distribution utilities. 
  4. Also, energy billed in April and May, 2011 is about 100 MUs lower than MUs billed in the last year during the same period. 
  5. Further, MUs billed in April 2011 is about 167 MUs lower than the energy sold in March, 2011.
  6. The Commission  also noticed that AT & C losses during first seven months (April to October, 2011) of FY 2011-12 are approximately 27.36% against the target of 15%. 
  7. The collection efficiency during the April to October, 2011 in FY 2011-12 is approximately 92.6% against the target of 99.5%.
The Commission also observed that in the case of BYPL :
1.     revenue collection during April and May, 2011 was as low as 61.37% and 79.24% respectively of revenue billed. 
2.    In April 2011 revenue collection was only Rs. 89.36 Cr. which is about 40% of average revenue collected in other months. 
3.     Further, energy billed in April and May, 2011 is about 60Mus lower than MUs billed in the last year during the same period. 
4.    The Commission further noticed that AT & C losses from April to October, 2011 are approx. 32.28% against the target of 15%. 
5.     The collection efficiency from April to October, 2011 is approx. 89.2% against the target of 99.5%. 

The Commission has also noticed that there are prima-facie unexplained discrepancies in the information relating to power purchase by both BRPL & BYPL. 
  1. The power purchase cost of BRPL in November, 2011 was Rs. 648 Cr. while in April 2011, it was Rs. 297 Cr., thus showing an increase of 117%. 
  2. In case of BYPL, the power purchase cost in Nov. 2011 was Rs. 466.13 Cr. while in April, 2011, it was Rs. 216 Cr., thus showing an increase of 116%. 
  3. The Commission further observed that in case of both the utilities, the power purchase cost during the month shown in one statement and in the cash flow statements do not match.  In addition, the information on  power purchase has not been given in the desired format prescribed by the Commission for April to December, 2011

'Discrepancies' found in audit reports of Reliance Infrastructure-backed discoms


NEW DELHI: Delhi's power regulator DERC has found certain "discrepancies" in the audit report of Reliance Infrastructure-backed discoms BRPL and BYPL between April and December 2011 and observed that the financial condition of the companies appeared not as bad as it has been made out to be. 

The Delhi Electricity Regulatory Commission (DERC) last month had asked the discoms to submit a detailed account of their monthly revenue generation and expenditure since April 2011 so as to keep a tab on their accounts. 

"The Commission has also noticed that there are prima-facie unexplained discrepancies in the information relating to power purchase by both BRPL (BSES Rajdhani Power Ltd) and BYPL (BSES Yamuna Power Ltd)," the DERC said in an order. 

Last month, BYPL and BRPL had expressed its inability to clear dues to the tune of Rs 3,000 crore to various power generation and transmission companies citing severe fund crunch which led to possibility of widespread power cuts with NTPC threatening to cut supply to the city. 

Although the city government initially refused to help the discoms, later it agreed to infuse fresh equity of Rs 500 crore into the company considering the gravity of the situation. Delhi Government has 49 per cent share in the two discoms while Reliance Infrastructure has 51 per cent share. 

After the government agreed to offer the financial help, DERC had asked the BYPL and BRPL to provide month-wise details of revenue generation and expenditure since April 2011. 

The regulator also strictly told the discoms to pay its outstanding dues to the power generation and transmission utilities by February one and threatened to take action if it fails to comply with the directive.

The blast from the past

On this historic day i am reminded of the last sixty years.
The working of mcd and dda as well as certain other agencies had to follow xcellent procedures .
DRAFT MASTER PLAN HAD ZONAL PLANS AND ALL AGENCIES WERE TO SUBMIT their opinions plus requirements to ensure that delhi in 20 years develops and provides shelters, daily life requirements,like electricity water transport etc etc.
Two lacs persons were thought to be catered addditionally every year.
TOTAL LAND WAS IN THE HANDS OF DDA AND PRIVATE CONSTRUCTION WAS virtually stopped.
4.5 persons were to be taken to need one dwelling unit.
DDA MISERABLY FAILED TO BUILD AND MEET REQUIREMENT OF DWELLING UNITS AND INFRA STRUCTURE.
Result is illegal constructions.
DDA AND MCD ARE WIFULLY IGNORING THEIR RESPONSIBILITIES IN EVERY FIELD.
These departments are lucky that political patronage is protecting them.
PUBLIC HAS NO PLATFORM FOR SUCH DISCUSSIONS.
Result is coming in the shape of collapsing bildings like in LALITA PARK.
But nothing is there to disturb our sleep.

Let resident representatives join ward units to fix problems: Panel to tell govt


Finalising recommendations for stronger municipal corporations after trifurcation of the existing civic body, the Dharamrajan Committee has proposed formation of ward committees, each comprising members of different civic agencies, the councillor and resident representatives to sort out local problems.
“Councillors could not solve many problems relating to sewage and water as these come under bodies that are not under the MCD. Multi-civic bodies forming part of ward committees will help people get problems sorted at one place. There will be more accountability when problems are discussed and responsibilities fixed for a smaller population. We have proposed the structure. Accepting it or amending it is a prerogative of the government,” said K Dharamrajan who chairs the expert committee.
Participation from agencies like Delhi Jal Board, Sanitation department, Slum department and others, he said, will help solve problems of the residents. He said the committee was open to suggestions from the public.
The committee has proposed that every ward be divided into sub-wards with 800-900 households. Each sub-ward will select a representative who will be a member of the ward committee, which will be chaired by the councillor.
The committee will include eminent people who live in the area, five or six experts and officials of different departments. MCD officials and the area SHO will be part of the committee.

DERC orders BSES to pay outstanding dues by Feb 1

New Delhi, Jan 24(PTI) Delhi's power regulator DERC today strictly told Reliance Infrastructure-backed discom BSES to pay its outstanding dues to a number of power generation and transmission utilities by February one and threatened to take appropriate action if it fails to comply with the directive. In an order, the Delhi Electricity Regulatory Commission also said it has noticed "prima-facie unexplained discrepancies" about submission relating to power purchase by BSES. The DERC had last month asked the discoms to submit a detailed account of their monthly revenue generation and expenditure since April 2011 so as to keep a tab on their accounts. "DERC directed BRPL and BYPL to liquidate the current outstanding dues from September 2011 onwards of all their power suppliers and transmission utilities latest by February one failing which the Commission will initiate appropriate proceedings against them for non-performance of their obligations," said today's order. The regulator had issued the order seeking financial details after Delhi Government agreed to infuse fresh equity to the tune of around Rs 500 crore into BSES to help it get a loan of Rs 5,000 crore from IDBI bank after the discom expressed its inability to clear outstanding dues citing fund crunch. As per the understanding, Reliance Infrastructure was to infuse Rs 520 crore and the total amount of Rs 1,020 crore would be used to get the loan as the bank had promised granting the loan if the discom arranges at least 20 per cent of the amount. MCD promises Rs 12,000 to rwas annually

Ahead of the municipal elections in April this year, the ruling BJP in MCD has agreed in principal to give R12,000 annually to each Resident Welfare Association (RWA) registered in Delhi for managing their daily office expenses. According to an estimate, nearly 2,000 RWAs are registered in the city.

According to sources, representatives of RWAs had recently asked senior MCD leaders to allocate funds for these organisations and the suggestion was readily accepted by them.
“A delegation of RWAs had requested that MCD should give a fixed amount of R1,000 per month to their associations to meet daily office expenses. The request made by their representatives has been accepted,” sources said.
For this purpose a new account head would be created.
Considering that there are close to 2,000 RWAs working in the city, distributing these funds will put an extra financial burden of R250 lakh on the civic agency.

Republic Day celebrated at Priyadarshini Vihar

Dear Sir,

Republic Day was celebrated at Priyadarshini Vihar on Sunday, 22nd January, 2012 by hoisting the National Flag. Display of Flags and colourful banners of various sponsors of the event presented a festival look in the A-Block Park where the event was held.. Instead of inviting a political leader, RWA decided to get the Flag unfurled by the oldest resident of the colony, Shri Ram Gopal Sharma, 92. After the National Anthem sung by the tiny tots of the colony, Shri Sharma also recited a self-composed desh bhakti song. 

Different types of races - kangaroo race, spoon & lemon race, duck relay race, one leg race, three-legged race and more exciting games were organized for all age groups of children and elders. After a chilly morning, bright Sun shine by mid day brought much needed relief from the cold and every one enjoyed immensely. Prizes were given away to all the winners. Chocolates were distributed on behalf of Snickers to all the participants as consolation prize. A subsidized vegetarian Lunch was served at the end of the event.

We congratulate and compliment the Madhuvan RWA for making available certain facilities relating to collection of bills etc. However, we apprehend on the decision taken by the MC of the RWA/Madhuvan relating to enrolment of 'non-members' as 'members' on payment of a paltry sum of Rs.100/- It is contrary to the provisions in the Act of the Registrar Cooperative Societies. Clauses 75 and 91 of the Act are relevant. Let's follow the rules and not dilute them so that it will not have a precedence and may have a greater adverse impact on those RWAs/Societies who are following the provisions in the DCS Act and Rules meticulously in all spheres wherever they are applicable !

Power theft: Factory owner fined Rs 1.35cr


NEW DELHI: An east Delhi factory owner has been slapped a fine of Rs 1.35 crore by a power discom for allegedly stealing electricity.
The owner of a copper wire factory, located in Shahdara, allegedly stole 135 KW of electricity from BSES. The power theft was detected after an enforcement team visited the spot posing as shoppers. The owner had deployed informers to warn him about the presence of any vigilance teams in the area.
In an another case, Mohammed Ahmed, a resident of New Seelampur, was sent to 14-day judicial custody by a special court for missing the deadline for paying a penalty of Rs 11.28 lakh.

Monorail for East Delhi

A Monorail project has been approved for East Delhi. 12 stations between Shastri park to Trilok puri are to be constructed i.e. 11.5 KM long elevated monorail corridor at a cost of Rs. 1655 crores. The expected route is Shastri park > Kailash nagar > Gandhi nagar > Taj Enclave > Geeta colony > Guru Angad Nagar > Scope Tower > Ganesh nagar > Mother Dairy > Patpar ganj > Kotla > Trilok Puri.



बिजली कंपनियों के खर्चों का होगा हिसाब


नई दिल्ली।। दिल्ली की बिजली कंपनियों ने पिछले 5 साल में खर्च का जो हिसाब दिया है वह कितना सही है, इसकी जांच दिल्ली इलैक्ट्रिसिटी रेगुलेटरी अथॉरिटी (डीईआरसी) करेगा। इसके लिए डीईआरसी कंसल्टेंसी सर्विस हायर कर रहा है। आरडब्ल्यूए का कहना है कि कंसलटेंट के काम को पब्लिक स्क्रूटनी के लिए ओपन रखना चाहिए, ताकि कोई कंसलटेंट को प्रभावित करने की कोशिश न कर सके। 

डीईआरसी ने कंसल्टेंसी सर्विस के लिए टेंडर आमंत्रित किए हैं। टेंडर देने की आखिरी तारीख 7 फरवरी है। कंसलटेंट बिजली कंपनी बीआरपीएल, बीवाईपीएल, एनडीपीएल, और दिल्ली ट्रांसको के खर्चों की जांच करेगा। कंज्यूमर से विभिन्न डिपॉजिट स्कीम के जरिए और पूंजी निवेश कर कितने ऐसेट जोड़े गए हैं, इसका भी फिजिकल वेरिफिकेशन होगा। 

डीईआरसी के मुताबिक कंसलटेंट बिजली कंपनियों के खातों में 2006-07 से 2010-11 के दौरान दिखाए गए खर्चे की साल दर साल जांच करेगा। कंसलटेंट जांच के दौरान ज्यादा कीमत वाले आइटम का सैंपल सर्वे कर सकता है। इसकी भी जांच होगी कि बिजली कंपनियों ने जो खरीद की, उसकी टेंडर प्रॉसेस क्या थी और इसमें डीईआरसी की गाइडलाइंस का पालन किया गया या नहीं। कंसलटेंट खरीद की जरूरत पर भी अपनी राय रख सकता है, यानी जिसके लिए डीईआरसी पहले ही सैद्धांतिक सहमति दे चुका है उस पर कंसलटेंट देख सकता है कि उस खरीद की वाकई जरूरत थी या नहीं। अगर सैंपल में 25 पर्सेंट मामलों में खरीद ज्यादा कीमत पर पाई गई, तो सभी स्कीम की डिटेल में जांच की जाएगी। 

आरडब्ल्यूए प्रतिनिधि राजीव काकरिया ने कहा कि कंसलटेंट के लिए यह शर्त भी जोड़ी जानी चाहिए कि वह सैंपल का साइज बढ़ा सके। 25 पर्सेंट सैंपल में गड़बड़ी पाने पर नहीं, बल्कि 5-7 पर्सेंट सैंपल में गड़बड़ी पाने पर ही सभी स्कीम की पूरी जांच की जानी चाहिए। आरडब्ल्यूए का कहना है कि बिजली कंपनियों ने जिस तरह अपने अकाउंट को गलत तरीके से पेश किया है उससे यह संदेह भी होता है कि कंसलटेंट को प्रभावित करने की कोशिश की जा सकती है। कंसलटेंट बिना किसी दबाव और प्रभाव में आए बिजली कंपनियों के खर्चों का हिसाब बताए, इसके लिए जरूरी है कि उस पर पब्लिक की नजरें हों। उन्होंने कहा कि कंसलटेंट के काम को पब्लिक स्क्रूटनी के लिए ओपन होना चाहिए।

         जहरीली शराब ने नए साल के जश्न में लीं 17 जानें
हैदराबाद, एजेंसी : नए साल की आमद पर जश्न मनाने के लिए पिया गया शराब का आखिरी घूंट 17 लोगों के लिए साल का ही नहीं, जीवन का आखिरी जाम बन गया। दरअसल, आंध्र प्रदेश में दो अलग-अलग स्थानों पर जहरीली शराब पीने के कारण शनिवार से अब तक 17 लोगों की मौत हो चुकी है। मरने वालों में कृष्णा जिले के 16 और नलगोंडा का एक व्यक्ति है। नए साल की सुबह होने से कुछ घंटे पहले कृष्णा जिले के पोरत्नानगर में यह हादसा हुआ। विपक्ष के नेता व तेदेपा प्रमुख एन. चंद्रबाबू नायडू ने घटनाओं के लिए सरकार की अक्षमता को दोषी ठहराया है। हाल ही में पश्चिम बंगाल में भी जहरीली शराब पीने से 150 से ज्यादा लोगों की मौत हो गई थी। आंध्र प्रदेश की तीन जनजातीय बस्तियों में रहने वाले लोगों ने शनिवार को नए साल के स्वागत के लिए देसी शराब पी थी। हालत बिगड़ने के बाद उन्हें अस्पताल में भर्ती कराया गया। मरने वालों में तीन महिलाएं भी हैं। मिलावरम और विजयवाड़ा के अस्पतालों में आठ लोगों की हालत नाजुक बनी हुई है। 10 लोगों की मौत शनिवार रात को हो गई थी, जबकि पांच की मौत रविवार सुबह हुई। चिकित्सकों ने देसी शराब में मिथाइल अल्कोहल मिले होने की आशंका जताई है। शराब के नमूने को रासायनिक जांच के लिए हैदराबाद भेजा गया है। एक वरिष्ठ आबकारी अधिकारी ने कहा कि शराब में जहरीला पदार्थ मिला हो सकता है। उप-आबकारी आयुक्त हरविंदर सिंह के पहुंचने पर विजयवाड़ा अस्पताल में तनाव फैल गया। मरने वालों के परिजनों ने आबकारी विभाग के कार्यालय पर धरना देकर दोषियों के खिलाफ कार्रवाई करने और पीडि़तों के परिजनों को 10 लाख रुपये मुआवजा देने की मांग की। प्रदर्शनकारियों के साथ धरने पर बैठे तेलुगू देशम पार्टी (तेदेपा) नेता डी. उमामहेश्वर राव को पुलिस ने रविवार सुबह गिरफ्तार कर लिया। आबकारी मंत्री एम. वेंकटरमन ने मामले की न्यायिक जांच के आदेश दे दिए हैं। उन्होंने मिलावरम के आबकारी विभाग के सर्किल इंस्पेक्टर और सब-इंस्पेक्टर के निलंबन का आदेश भी दे दिया है। दूसरी घटना नलगोंडा जिले के चोटूप्पल मंडल के रेड्डीबवी इलाके में घटी। यहां नव वर्ष के स्वागत में जहरीली शराब पीने से एक व्यक्ति की मौत हो गई। तीन अन्य को अस्पताल में भर्ती कराया गया। आबकारी अधिकारियों ने इस मामले में एक शराब व्यवसायी को गिरफ्तार किया है। नायडू ने कहा कि सरकार शराब व्यवसायियों के गठजोड़ के खिलाफ कार्रवाई करने में विफल रही है, जिसमें कांग्रेस के कई मंत्री और विधायक लिप्त हैं। उन्होंने शराब व्यवसायियों के गठजोड़ पर सर्वदलीय बैठक बुलाने की मांग की।
