EMPOWERMENT OF RWA's

The Municipal Corporation of Delhi issued Guidelines for installation of security gates in Colonies in June 2007. As per the Guidelines, the office bearers of the respective RWAs have been made fully responsible and accountable for any mishap due to colony'ssecurity gates. All security gates have to be manned by guards to be hired by the RWAs.
All these responsibilities have been arbitrarily thrust upon the RWAs without any empowerment. RWAs have no source of income; funds have to be collecrted from the residents. It has beenexperienced that many of the residents do not pay, and the RWA has no authority to force them to pay. This issue has been raised by us as well as several other RWAs in various meetingswith the Hon'ble Chief Minister several times. But, no success so far. We don't know if someone, someday would consider this legitimate long-pending demand of the RWAs!

Courteous Make up for Police Force

The news is really astonishing and an example how to pass the buck. So, upto now the police was not effective in curbing eave teasing, chain snatching, tracing day light robberies..because either staff shortage or due to lack of powers.

I personally believe..if discipline is lacking in police force...if they are law unto themselves...if they cannot control traffic at crossings like vikas marg...patparganj near METRO NIRMAN VIHAR...or at krishan nagar, jheel, khureji etc then only two persons are responsible....CONSTABLE and COMMISSIONER.

What is the number of murder cases per police station and what how many cases solved. Why cases drag over years and just for information...is there any case remaining unsolved of murder or day light robbery.

SOCIAL RESPONSIBILITY MUST INCLUDE ACTIONS TO ENSURE FOOT PATHS ARE MEANT FOR WALKING. Just attemt a walk from Nagraj muni ..T point towards preet vihar new delhi 110092. Do not blame me if you cannot.....who is listening.

Bhagidars and Bhagidari meetings

PROBLEMS ...GALORE BUT NO SOLUTION With lot of expectations ,representatives of RWAS and societies attend meetings held in bhagidari hall and presided by dy.commissioner east. Minutes are recorded and duly circulated amongst bhagidars and officers. How ever even after couple of years problems remain without solution even where no funds are needed and only existing procedures and laws are to be followed.

Keeping this scenario in mind, suggestions have been made from time to times to constitute a COMMITTEE from bhagidars and this group shall follow up and chase up pending problems which have defied solution even for more than four to five years. Further, The minutes must have continuation and problems not resolved must remain on agenda.

It will be also worth while to circulate names, addresses and mobile numbers of bhagidars are attending meetings and are on list of Bhagidari cells. It will help to have better understanding amongst bhagidars. Also if meetings are organised subject wise then we can better results could be expected. One meeting could be for traffic, another for MCD and yet another one for DDA. At least once a month meeting must be held.

CONVERSION AND PARKING CHARGES - MCD will not take cheque payments

New Delhi: The Municipal Corporation of Delhi on Wednesday said that it was not accepting conversion and parking charges payments in the form of cheques as a majority of them were being dishonoured.

Said an MCD official: ‘‘We are not accepting conversion and parking charges payments in the form of cheques as many of the cheques tend to bounce. We are also facing a similar problem with regard to cheque payments made for property tax, advertisement payments etc.’’ Meanwhile, Congress councillor captain Khavinder Singh said instead of sealing an entire building — which is the present practice — MCD should seal floor wise after ascertaining which floors have made payments and which have not. MCD’s standing committee said they would make required amendments in its present policy.

DERC to implement power supply code soon

NEW DELHI: After holding discussions with stakeholders on Wednesday, the Delhi Electricity Regulatory Commission says it will implement the Delhi Electricity Supply Code and Performance Standards Regulations-2009 within a month.
The draft regulation proposes to hike the penalties that can be levied on power discoms for deficiency in service apart from streamlining other service issues. “We received the feedback from consumers at the public hearing that was conducted on Wednesday and after sifting through the suggestions and incorporating what is relevant, we will notify the implementation of the regulations,” said a senior DERC official on Wednesday.
In the proposed draft, the Commission wants power discoms that fail to meet the laid down performance rules for various services to pay suo motu a prescribed compensation for each deficiency.
The regulations aim at empowering consumer against unfair practices and tardy services by the distribution companies.

Haryana to release more water for Delhi

NEW DELHI: Haryana has agreed to release more water for Delhi after the level at Wazirabad pond fell from 674.5 feet to 672.8 feet on Tuesday.
To prevent a huge shortfall in supply, Haryana will release more water from Wednesday, said Delhi Jal Board officials.
Officials were, however, quick to point out that the water supply in the city is still “normal” despite the dip in the Wazirabad pond level.
“There has been a dip in the supply of raw water from Haryana. The State's water needs have gone up because of the agricultural needs at this time of the year, but Delhi has notified them (Haryana) about the dip in the pond level and they have agreed to do the needful,” said an official.

Road freight zoom by up to 8 pct on diesel price hike

It is reported that truck rentals have surged 6% to 8% while retail freight is up by 12% to 15% after a hike in diesel prices by INR 2.58 per liter ex Delhi and INR 3 per liter ex Mumbai & Chennai was announced in the Budget proposal last week.

For a nine-tonne payload between Delhi-Mumbai-Delhi, rentals rose to INR 46,000 per trip as on March 3 from INR 42700 per trip as on February 4 a rise of 7.73%for Delhi-Nagpur-Delhi INR 43,400 from INR 40,200, a rise of 7.96% for Delhi to Kolkata to Delhi INR 44,800 from INR 41,500, a rise of 7.95%, Delhi to Guwahati-Delhi INR 82,000 from INR 77,200 a rise of 6.22%.

According to a compilation made by the Indian Foundation of Transport Research and Training, a non government organization associated with the transport sector, the rise of 6% to 8% in truck rentals is at a higher side compared with the weighted impact of the diesel hike of 3.5% to 4.5%.

Mr SP Singh senior fellow and coordination of the foundation, said that “This disproportionate and concerted hike across the country has come against the backdrop of the booming transport freight market, as manufacturing and import-export trade is growing at double digits and it has improved the cargo offering by 10% to 12% in last four to five months.”

Mr Singh further added that truck rentals had already gone up cumulatively by 14% to 16% during October 2009-January 2010 even without the rise in diesel price. He added that “This hike was a cushion to absorb the diesel price rise of INR 2.58 per liter ex Delhi and INR 3 per liter ex Mumbai and Chennai. However, the market forces are in favour of the truck transport industry due to oversupply of cargo and the manufacturing sector willing to pay higher freight due to increased prices of their products.”

RWA is watching civic poll candidates

Resident Welfare Associations (RWA) to broadcast info on corrupt and criminal politicians contesting civic polls.

Those contesting the Bangalore civic polls, beware! The Resident Welfare Associations across the city have (RWA) has decided to scrutinise all candidates.

RWAs that are active than ever in polls this time have evolved their own strategies to elect a better council.

Besides exploring an option to contest polls, residents will play watchdog as they will dig out and circulate minute details pertaining to each contestant in fray in their respective residential areas, for the first time.

One goal

"It's not going to be easy for poll aspirants this time," said S Viswanath, member, Spartacus residents association, Jaynagar. "We are gearing up to ensure that polls this time will make a difference at least in wards, where RWAs are active."

With the election notification coming out on Monday, more than hundred resident welfare associations, who had earlier restricted themselves to voting, have pulled their socks for other roles too. Residents welfare associations, who met on Sunday after the State Election Commission's say on polls, have set their agenda for BBMP polls scheduled on March 28.

Several RWAs, in Koramangla, HSR Layout, Jaynagar , Bhanashankari and FORWARD (Federation of Resident Welfare Associations of Ward) in Bellandur, have kept an option of contesting open polls.

The public/ RWA is never ever informed of any power cut or load shedding in Advance by way of Press releases or letter or mail or by phone, so that they may get mentally prepared for the trouble/ nuisance by Discom.
This is the sample of maintenance and system up gradation /modernization by BSES and for all these types of services, BSES is asking for Tariff Revision?

Heavy commercial traffic in B Block, Priyadarshini vihar

The residents of B-Block of Priyadarshini Vihar have been suffering from a heavy commercial traffic on a colony's inner lanes. This lane between Gate No.B-1 and B-2 is, although 30' wide, the working space is hardly 20', and is located just parallel to a newly constructed over 10 ft. wide 4-lane main highway on the Khureji nallah, called dis-used canal.
When this road was not constructed, the politicians and the bureaucrats had given assurances that once the road was ready, the woes of our residents would be over. This road is functional for over two years now, and the RWA and the residents have met with the area MLA, who is also a senior minister in the Delhi Government; the area Councillor, and the Traffic Police right up to the Joint Commissioner level, a number of times, but the problems of the residents remain unresolved. The traffic is so much used to using this lane as a convenient short-cut to and from their destinations, that they start fighting with the residents who try to stop them. Traffic james on this hardly 100 meter long lane, is common. High speed and honking by vehicles prohibit the children and the elderly people to even come out of their own houses.

The ACP (Traffic) has been requested several times to provide two constables for peak hours to divert the traffic on to the dis-used canal road, particularly the tractor-trolleys, mini trucks, mini buses, buffalo-driven buggies and other commercial vehicles, during peak hours. No one listens and the residents living on that lane, including over 20 senior citizens, continue to suffer this trauma.

Delhi Jal Board now tapping foreign firms for water meters

NEW DELHI: Unable to procure water meters from the domestic market, the Delhi Jal Board is now tapping foreign companies for supplying the measuring device. And if the negotiations under way are successful, consumers in the city could soon boast of water meters made in Europe.
The Jal Board has been enforcing the use of meters to check its spiralling financial losses. In the absence of functional meters most domestic connections were being billed at a flat rate of 20 kilolitres per month.
“The old practice resulted in severe losses and the Jal Board decided to press for the mandatory use of water meters,” said a senior official.
The Jal Board and consumers are, however, in a fix since the companies that manufacture the meters are unable to cope with the heavy demand. The deadline for installation of new meters has been extended twice over from December 31 in 2009 to January 31 and now to March 31.

Inter active sessions are a must

RWAS JOINT FRONT has been conducting meetings with DERC,BSES and honourable CM of Delhi from time to time. The front is a platform for participation of all RWAS OF SOUTH,WEST,NORTH and to some extent East Delhi. About four years ago at the initiative of front our dear CM had called meeting on electricity electronic meters. Besides others, FROM EAST DELHI Sarv shri SR SANGAR, GB SINGH and my self were present. Yesterday, the meeting was held at SAFDARJUNG CLUB, NEW DELHI. Very important points on issues like electricity, water bills, unauthorised guest houses etc etc were made. I in my personal capacity and as a humble social worker feel that trans Yamuna colonies are lacking in such joint ventures. Can any body suggest how to go about it.

No case for tarrif hike.. BSES

The news flashed tariff hike (20% or more) is applicable to State Electricity Boards as despite rise in input rates, the tariff did not see any hike. Please note... No tariff hike is possible without state consent.

DVB or DESU were sailing in the same boat for a couple of years. But with BSES the situation is entirely different, they seek hike every year. Since privatisation, tariff has seen hike many times. The performance parameters or implementation of DERC ORDERS needs to be examined.

This point i am going to amplify during DERC HEARINGS ON 10th March 2010. Unfortunately except our dear Sharma ji there is no input from any quarter. Tariff hike SHALL affect every body...rich..middle class and poor. In case we are public spirited persons...we should have voiced our concerns.

I once again plead... please come forward...do your best...least we are caught napping.

Deputy Commissioner issued notice for refusing information under RTI

In the first such case of its kind facing the Delhi Government, Information Commissioner Shailesh Gandhi has issued a show cause notice to a Deputy Commissioner seeking his explanation in a case of “dereliction of duty.”
In the order issued on Friday, which came in a case of short-listing non-government organisations for a Bhagidari project, the Information Commissioner has directed the First Appellant Authority and Deputy Commissioner (Central District) Akash Mahopatra, to send his explanation to the Commission before March 30 on “why the Commission should not recommend disciplinary action against him for dereliction of duty.”
The order assumes significance as disciplinary action is resorted to as a measure of last resort and fines up to Rs.25,000 are first imposed against officials.
In the immediate case, the appellant, Abha, a resident of Pushp Vihar, had in August 2009 sought information on the role of a district project officer, Sangeet Gaur, in the selection of non-government organisations. She had also asked of the office of the Deputy Commissioner if it had received any complaints against the DPO’s alleged corrupt activities and if so had demanded copies of the complaints. Also, she had asked if any complaints had been received then what action was taken. To this the Public Information Officer had replied that the query was “not applicable.”

Message from Dr. Grover, Delhi State Cancer Institute

Dear Mr Vohra,

I have viewed the link and I would profusely like to thank you for continuing to repose your trust in DSCI. Such feelings certainly provide further boost to our motivation and commitments.

Given the opportunity, I am sure we shall be able to set up a chain of DSCIs in Delhi as well as in other parts of our country, which all shall function with same zeal, dedication and sincerity in true letter and spirit, to provide relief to the thousands and millions of our patients suffering from cancer.

We are already working on such plans to cover the population of entire Delhi at the first instance, by providing even better facilities through two or three more such DSCIs in other regions of Delhi near to the door steps of our people with an absolutely professional but totally non-commercial approach. I am quite hopeful that we shall be able to achieve this goal very soon and trust and inspiration from well-wishers like you provides further stimulus to us to reach our goals much faster.

Thanking you once again and with best regards;

Private hospitals Vs. Govt. hospitals in Delhi

It's really shocking that, On the pretext of offering Free service to the poor patients, these private hospitals, grab the land and other facilities at throw away prices from the government. And while providing the free treatment, they don't even admit the poor patients. That's why 384 of the 504 Free beds are vacant. Shocked to view that 20 of 20 beds for poor patients are vacant in Dharmshilla Cancer hospital. Please read the complete news just under this post.

On the other hand, Just go n view the Delhi State Cancer Hospital started by Smt. Shiela Dikshit. Over 500 patients visit it daily for treatment. And every facility including Chemo Therapy as well Radiation is being offered free of cost. Dr.Grover at DSCI is providing the best of services to all the patients, poor or others.

The govt must deal firmly with these private hospitals and must give a boost to the hospitals such as DSCI.

Free hospital beds: 384 of 504 vacant

If Admitted, Poor Patients Neglected

New Delhi: After a brief reprieve in the wake of the Delhi High Court order that fined Indraprastha Apollo Hospital for not admitting enough patients in the mandatory free beds, such beds in city’s private hospitals that got land at subsidised rates continue to go a-begging.

Of the 504 such beds available in Delhi, 384 were vacant on Wednesday afternoon. Many like Batra, Escorts and Jaipur
Golden hospitals had not even bothered to report the status to the government as they are supposed to do on a daily basis, with the result that the number of occupied beds is taken by the health department as vacant. This is as per a stated policy. The state health department, meanwhile, is fighting about 25 cases against various hospitals on the issue. The HC order on Apollo had been stayed by the Supreme Court sometimes back.

Sample this. All 20 beds in Dharamshila Hospital and Research Centre are vacant, as are all 11 in Rockland and Flt Lt Rajan Dhall Hospital each, 39 of 42 in Venu Eye Institute and Research Centre, 10 of 11 in Pushpawati Singhania research Institute. Escorts and Jaipur Golden have 26 free beds each, Batra has 50, Max Devki Devi Heart and Vascular Institute has 19. All these beds have been classified as vacant on the assumption that the hospital would have reported if there was something to report, said a senior health official.

No more missing deadlines: from April 1, babus pay penalty for delayed services

The Delhi government is set to start a pilot project for its service-level agreements (SLAs) to bring more accountability in its public dealings from April 1.
The concept is an initiative by Prime Minister Manmohan Singh, and Delhi will be the first off the block to implement it -- through its integrated services portal ‘Jeevan’.
As part of the initiative, it will be mandatory for each department in the Delhi government to adhere to SLAs of the government and deliver services within a deadline. Significantly, the official concerned would be penalised if delivery of a service shoots past the deadline.
The government will begin with nine services for now, Delhi’s IT Secretary Savitur Prasad said. While the basic framework for Jeevan is already in place, the government is also looking at keeping track of the status of these services provided online.
“Jeevan is already functioning through its 260 kiosks in the city,” Prasad said. “We have an internal system of tracking the status of services provided by various departments. This will now be digitised and accessed online.”

Tabs On Power Cuts, Power Discoms Will Now Have To List The Duration of Outages In Electricity Bills

POWER companies in the Capital will now have to mention the duration of outages every month in your electricity bill.
The Capital's power regulator, the Delhi Electricity Regulatory Commission ( DERC), has created a new format for the monthly bills that all power companies will have to follow.
The new feature in the monthly bills comes after the city's biggest power supplier, the BSES Rajdhani Power Limited ( BRPL), was found to have under- reported the duration of power cuts last June.
" Listing the duration of power cuts in electricity bills will provide greater transparency and alert the consumers in case the outages have been under- reported," said a senior DERC official.

You had kindly flashed problems of encroachments in Preet Vihar – Madhuban on front page as well as it continued on another page in your esteemed paper. This has caused tremors in MCD Circles. The residents had welcome and see it as the results of a struggle spend over 6 years. We humbly submit that MCD and Delhi Administration failed to honour and implement the orders of Public Grievance Commission, made contradictory reports to Hon’ble Lt. Governor, in response to the reference on the Hon’ble MLA Shri Nasib Singh. DDA Chief Engineer, Office admitted of encroachment by Universal Public School on public road of Madhuban. This report was sent after site inspection. However, on a second reference and under pressure from various quarters, a contradictory report was sent. We are indebted to you and Central Information Commissioner for bringing out the hidden information regarding this school. It is revealed that though the lay out plans and the building plans were approved in 90s but the school applied for completion certificate in 2007. Due to violations which were not compoundable, the completion certificate was not granted and their completion plans was REJECTED. It is also worthwhile to bring it on record that the original allotment to school was met for primary school. Obviously the land was allotted at dirt cheap price. Thereafter, the school was converted to other activities contravening terms of allotment. MCD and DDA failed to Act. Needs confirmation if property tax was recovered as per actual construction.

On one hand poor citizens of Delhi are sought to cough of more property tax and on the other hand MCD is failing to collect their legitimate dues from such institutes. MCD is also failing to collect the Property Tax from the shops which have been sub-divided. This needs to be seen whether such conversion are permissible under law and if so whether any conversion charges are required to be recovered.

I once again humbly request you to kindly cover the above views at the earliest in your esteemed newspaper.

With regards,
Thanking you,
Yours faithfully,

Power tariff likely to rise by 20%

With what seems to be inevitable in this `age of inflation,' power tariff across the country including the national Capital is likely to rise by about 20 per cent. The Thirteenth Finance Commission (TFC) report tabled in Parliament last week has strongly recommended a substantial hike in power tariff structure across the country including Delhi which may see a hike of 15 per cent. The report states that a 7-19 per cent tariff hike is essential to ensure "sustainability and growth of the electricity distribution system."
The TFC report tabled on February 25 has favoured upward revision of power tariff by all state power distribution utilities to prevent them from adversely impacting the finances of states.
The report further said that the tariff increase should be accompanied by enhancement of operating efficiencies of utilities and reduction in overall transmission and distribution losses. "Absence of timely tariff increases has increased the gap and has impaired utility operations further. Some states have not raised tariffs for the past eight to nine years in spite of increasing deficits," the report says.

MCD To Upload Park Schedule On Website

Thanks to an application under the Right to Information (RTI) by a Residents' Welfare Association in south Delhi, the Municipal Corporation of Delhi (MCD) has decided to put up on its website broad work schedule regarding horticulture works for its parks across the city.
Frustrated with the contin- ued poor or nil maintenance of two parks in their colony, res- idents of Panchsheel Enclave filed an RTI with the MCD.
Senior Advocate Rajiv Dutta, also the vice president of the Panchsheel Enclave Residents Welfare Association Block A & A1, said, "We asked them various questions relat- ed to the upkeep of the parks."
These included sanctioned strength and actual number of employees at the park, their duty charts, record of main- tenance activity and pre- scribed schedule of the super- visory officer to inspect the parks.

The Railway Board Employees’ Cooperative Housing Society Ltd. Anand Vihar,

Delhi -110092, would submit the following Grievances / Problems for redressal :

It is confirmed/assured that all the issues raised herein have been brought to notice of authorities/officials concerned time and again and no tangible/perceptible results have been achieved. It may be added that these problems have also been brought to the personal notice of the ‘elected representatives’ of this area, with little result. Hence albeit we are constrained but compelled to bring them to the notice of the authorities at the highest level with an avowed hope that they will receive due attention and remedial action taken at the earliest and the Society is kept informed.

Service lanes: The service lanes were last laid about 10 years back. Thereafter the various ‘service providers’ like Airtel, Tata, IGL, Reliance etc. brought the condition from bad to worse by digging the lanes for laying of cables etc. Thus these lanes are now in a very bad condition. Hence need to re-laid immediately, well before the onset of ensuing monsoon.

Cleaning of sewerage: The sewerage lines have not been cleaned for a very long time. During the intervening period, a lot of ‘kachra’ has accumulated therein and water flow has come to a halt. As a result various manholes are over flowing. Besides, the condition has become most unhygienic and giving bad smell, providing a fertile ground for breeding of mosquitoes and their adverse menace! At a couple of places manholes are also missing which may cause danger to the passersby at any time.

Replacement of water pipelines: The water pipe lines were laid in the colony about 30 years back. Since then a larger number of houses/flats as well as population in the colony have increased manifold. Added, the pipelines are also worn out with the passage of time, leading to blockade and seepage. The pipelines have outlived their prescribed normal life. Hence these lines demand replacement with new ones with a wider gauge, so that the flow of water could become smooth and cater to the bare minimum requirements of the residents.

Cleaning of storm water drains: These drains had not been cleaned, since laid a few years back. Since no proper slope for the flow of water from inside the colony to the main drains, the water has got accumulated below the concrete covers spread over the drains becoming a fertile breeding ground for mosquitoes besides giving fouling smell. The Society had insisted at the time of construction itself to provide proper slope and punch the concrete base at different places so that the water could seep through the holes to the ground, which will also incidentally useful for ‘water harvesting’ purpose! Added, certain portions particularly at the curves, the drains have not been covered at all leading to attendant problems being faced by residents. The storm water drainage laid in the colony has not been properly connected with the main drainage system so far in front of the main gate of the colony.

Encroachment of back lanes – from D-15 to D-30 and C-17 to C-26: The back/service lanes have been provided by this Society for the purpose for which they are intended to at an enormous cost borne by the Society. However, the residents of Jagriti Enclave who fall behind the service lanes of Anand Vihar have unauthorizedly encroached upon them providing doors at their back side facing the service lanes and connected their sewerage etc. to the sewerage lines provided for Anand Vihar residents. The encroachment is unlawful and not provided for in their approved/authorized map. This is also causing serious civic and security risks and being misused by the residents of Jagriti Enclave for various purposes, including ‘letting out’ the back side portions! This is required to be attended to on priority.

Maintenance of parks: Although sufficient number of parks exist in the colony, they are not attended to periodically and properly by the ‘mallies’ provided for, without greasing their palms! While most of the parks have been provided with ‘submersible pump’, one of the parks has unfortunately been left out (opposite to D-27/28/29 on one side and D-83-85 on the other). The Society has time and again pleaded with the authorities concerned including the ‘elected representatives’ over the last 3 long years, but still not provided for. How can you expect – clean and green place. Consequently, the plants and trees are dying and withering away and the entire park is always dirty, as it is not cleaned at all!

Overhead tank : The O.H. tank was constructed in 1976, as required by the authorities, for supply of water to Anand Vihar and a few adjoining colonies. Its entire cost (land and construction) was borne by the Society. But with the change in policy of the local Govt. the OH tank got constructed at a sizeable cost and labour remains disused and has become a monument/landmark of the colony! With the passage of time wide cracks in the tank have occurred and may cause danger at any point of time! The Society had time and again pleaded with the authorities concerned to demolish it and construct an underground tank at the same place, but not heeded to. The land belongs to the Society, as they had spent the money towards cost of land, development and construction of the OH tank etc. but forcibly occupied by the DJB. The Society wishes to make proper and profitable use of the same, as it is situated in a vantage point on the 80’ road running between D and C/B Blocks of the colony. It has also been suggested that the “Jeevan Centres” opened by the local Govt. under the “Bhagidari scheme”, presently located at an innocuous place (not known even to the residents, as it is located in the farther most of the colony in D block) should be shifted to this central place, where sufficient/plenty of space is available, but not heeded to so far!

Community Centre: In the scheme of providing various facilities to the residents, the DDA had allotted a plot (measuring 1360 sq.mt.) for the purpose of ‘Community Hall-cum- office’. This was allotted to the Society by DDA in 1989; physical possession taken over in 1992; constructed boundary wall and gates, a toilet etc. and paying lease rent and property tax regularly. After prolonged correspondence and personal meetings etc. at various levels with the DDA, the latter had finally agreed (in August, 2008) to “construct the Community Hall and the Society will be allowed to use the same, as per the policy followed by the Engineering Department and the Engineering Department has been directed by the competent authority to take it upon priority”. It is now learnt that the Engineering Dept. have prepared the drawing for construction of the Hall and provided for requisite funds thereto during the current year. Final execution is awaited. However, the Society despite its efforts have not so far been informed of the ‘terms and conditions’ of its usage etc. The Society would like to be advised on this matter urgently before execution of the task so that the members of the Society could be apprised of the same.

Payment of Property Taxes :It is a pity that while the residents are always ready to pay the ‘property tax’ in the beginning of the financial year itself i.e. April or say May each year, the MCD Property Tax office is always sloth on this issue. Despite regularly contacting them for making available requisite number of appropriate forms for payment, the Society is always, year after year, facing the problem of not making available the required number of forms, which at least about 1000 in number, as the colony is presently having over 1200 residential units. As a ‘charity’, they make available a few forms and expect the Society to xerox them to make them available to residents! Can’t the MCD afford to make sufficient number of forms to the Society on time and well in advance to meet our requirements and if necessary charge for the same. Why should we beg time and again for the same? Moreover, we had been requesting them to arrange a ‘camp’ for the purpose in the colony itself, where we could assure to provide necessary facilities/assistance etc. well in advance, so that sizeable amount of collection could be made at one stroke and at one place, without any hassle, particularly for the senior citizens who are in abundance in this colony, in particular! This is being brought to notice well in advance, so that the Society does not face the same problems which they had been facing all through, in the past few years. In fact, last year after repeated beckoning, the Society conducted the camp so successfully, which was highly appreciated by all and even the neighbouring societies took advantage of this camp facility! The Society assures to extend all assistance for the purpose to make a resounding success, surpassing the last year record!Justify Full

Traffic regulations and Peak Hours holiday

Today, around 6.30pm i was on service lane along Vikas Marg on Shakarpur side. Cars, scooters were parked on both side of service road. I talked to traffic constable on intersectionof Vikas Marg and Patparganj Road. He said.." Senior officers have directed us not to challan vehicles during peak hours."

I said.." But question is not of challans. Question is of parking and free flow of traffic. If traffic is not controlled during peak hours, what is the point of traffic control during off peak hours." I humbly submit, now they have plenty of motorcycle born traffic controllers. Why traffic intersections like above are kept not manned or controlled when every one knows voulme is very heavy on this intersection.

I also understand that order to install CCTVS was placed but the agency did not start the giving..giving rise to all sorts of unhealthy pracitces. Why even lines cannot be painted to keep traffic parking disciplined. I furhtersubmit, why seniors cannot adopt such locations and come out of their offices during morning and evening peak hours.

It will be helpful to curb crimes. Common Wealth games are nearing. It is necessary to put our act togather.

shortage of DTC bus service on route 611 and 398

We would like to draw your attention that on route Nos.611 & 398 there is acute shortage of service from Mayur Vihar Phase III to Dhaula Kuan, particularly in the morning hours between 6 AM and 10 AM.
We have registered many complaints with DTC complaint cell, PG cell for Chief Minister & Aapki Sunwai seeking to sort out this problem of the common man in the area who has no other means of transport. This shortage has taken crippling proportion in the past several months.
It is very surprising that buses coming from East Vinod Nagar Depot or elsewhere are not meant for these routes in the morning hours. On the other hand, there are plenty of buses ply on route no.211 (Phase-3 to Mori gate)& 493 from Mayur Vihar to Nehru Place .
We are fed up commuters who are forced to wait 1-2 hours for DTC services, and finally depend on three-wheelers and private buses to reach our offices. After increase in the bus fare it has become unviable to do the break journey as it will rob our pockets irreparably. We will end up spending Rs 25-35 instead of Rs.15 for the break journey. Now, we the public are preparing to take the matter to the media so that everybody understands the situation we are in.
The DTC Time Keeper posted at the bus stand in Mayur Vihar Phase III is on leave most of the days. When available he is most uncooperative and not even willing to listen genuine hardship faced by poor commuters of the area.
It is our, Mayur Vihar phase-3 resident’s, earnest request to you to kindly look into the matter personally and do the needful and get us sufficient buses in these routes at least in the morning hours (6 am to 10 am) for the service class.
We doubt that due to the threatening from the private/blueline bus operators, DTC drivers are not willing to take this route from the Vinod nagar depot. It may also be possible that the private/blueline operators are used to pay bribe to the depot managers for not to issue any bus in these routes during the morning hours.

Remove concrete near trees in 3 months: HC

The Delhi High Court on Wednesday granted three months’ time to all the civic agencies of the Capital to complete the process of removing concrete from the area around the trees in the city. Disposing of a PIL that pointed out that trees on pavements in the city were falling because their roots had become weak due to concretisation of pavements, the court asked the agencies to act within the time allotted to them.
According to the status report submitted by the Municipal Corporation of Delhi on Wednesday, of the total 9,395 trees to be de-concretised, work on 5,223 trees has been completed.
On the other hand, the New Delhi Municipal Council counsel told the court that they had already completed 80 per cent of the work.
The Delhi Development Authority, however, was pulled up by the court for not filing its status report and the court gave the agency a last opportunity to do so.

Sealing drive to start from today

New Delhi: Sealing drive by Municipal Corporation of Delhi (MCD) against those properties whose owners haven’t paid up conversion charges was deferred for a day as a large number of traders turned up to pay their outstanding dues. MCD officials said they would begin the sealing drive from Wednesday.

According to MCD, it has already chalked out a plan of action till March 15. An MCD official said, ‘‘We are coordinating with the police as to how much force will be required for carrying out sealing drives across the city.’’ The drive is likely to start in areas like South Zone, Shahdara (north) Zone and Rohini Zone from Wednesday. Traders who have their business establishments on 2,853 roads are supposed to pay the MCD conversion charges, parking charges and registration fees as per Master Plan-2021. While the civic body had received around Rs 155 crore till December 2009, more than a lakh traders are yet to pay up, according to officials.

An MCD official said, ‘‘Our aim is to collect these charges and not to seal the properties. We want to give the defaulters an opportunity to clear their dues.’’ TNN
