‘Swachh’ Delhi a distant dream : The Hindu : B S Vohra

Dear Vohra ji,

There is absolutely no denial of what you have stated and highlighted in red letters. I have stated the factual position as far as Anand Vihar is concerned, which may equally be applicable to other places too! The solution in a cooperative effort and attitude of all of us including the Govt. agencies. No doubt that the latter one has to play a vital part indeed but who creates/throws the garbage in public places instead of handing over to the agencies concerned engaged by the RWA as well as detailed by the Govt. Let us ponder over it and come to a realistic and feasible solution. Of course, the EDMC when they purchased the small motorised vehicles and gave publicity too for the same, they were meant for collection of garbage etc. from door to door besides lifting the garbage strewn on the streets. But we had not seen such vehicles at all later. In fact, in short we could say that the EDMC failed to deliver the promises/assurance made by them through their Councillors etc. The latter did not come to the expectation of the public at large but picked up their own pet works, where perhaps they could enrich themselves and make others too! They had unveiled recently that they will handover 'passbooks' like the one prevailing in Banks show the details of property tax paid year-wise, but we had not seen the day-light of the same! Similarly, they had announced recently that they will switch over to LED bulbs for streetlights to save considerable amount electrical energy but not done. They had laid/renovated 'service lanes' in colonies where they exist and beautify parks at certain places but these were done on pick and choose basis, and done where not required too. They were unable to depute their 'mallies' periodically to clean the parks and water the dying plants. In this sphere they miserably failed leading to certain wealthy people resorting to maintaining their parks in front of their houses engaging mallies on payments basis which further lessened the burden of the EDMC mallies! We could speak volumes of their inaction but not at this critical juncture when the elections are forthcoming!

आँकड़े बता रहे हैं कि इस मोस्ट पोल्यूटेड सिटी मे, सिर्फ़ पोल्यूशन की वजह से, हर साल, लगभग 3000 लोग काल की कोठरी मे समा जाते हैं. वो पोल्यूशन, जिसने देश की राजधानी को एक मौत के शहर मे तब्दील कर दिया है. वो पोल्यूशन, जिसमे जीवन दायक साँस लेना, मौत के फरिश्तों से दोस्ती गाँठने के बराबर है. वो पोल्यूशन, जो दिल्ली को काल का ग्रास बनाने पर तुला हुआ है. वो पोल्यूशन जो बड़े बुजुर्गों से लेकर मासूम बच्चों तक को अंदर तक झकज़ोर रहा है, कि दिल्ली वालो, अब तो संभल जाओ, अब तो अकल कर लो, वरना तुम ही नही, तुम्हारी आने वाली पीडियों को भी पछताना पड़ेगा. क्या हम सिर्फ़ बातों से ही इस पोल्यूशन को दूर कर पाएँगे ?

MCD Elections : आख़िर कब तक हम ट्रॅफिक जाम, जल भराव, एंकरोचमेंट, पोल्यूशन को झेलते रहेंगे ?

बीस साल पहले भी दिल्ली की सड़कों पर पानी भरता था, आज भी दिल्ली की सड़कों पर पानी भरता है. बीस साल पहले भी दिल्ली की सड़कों पर खड्डे होते थे, आज भी दिल्ली की सड़कों पर खड्डे होते हैं. बीस साल पहले भी दिल्ली मे गर्मियों मे पानी की किल्लत होती थी, आज भी दिल्ली मे गर्मियों मे पानी की किल्लत होती है. 

बीस साल पहले भी दिल्ली सबसे ज़्यादा पोल्यूटेड थी, आज भी दिल्ली सबसे ज़्यादा पोल्यूटेड हैं. बीस साल पहले भी हम ट्रॅफिक जाम मे फस्ते थे, आज भी हम ट्रॅफिक जाम मे फस्ते है. और सबसे ज़रूरी बात, बीस साल पहले भी हमारी दिल्ली महिलाओं के लिए सुरक्षित नही थी, आज भी हमारी दिल्ली महिलाओं के लिए सुरक्षित नही है. 

हालाँकि, इन बीस सालों मे, कई सरकारें बदल गई, कई नेता बदल गए, कई राजनीतिक दल बदल गए, लेकिन जो कुछ बदलना चाहिए था, वो सब कुछ नही बदला. हाँ, एक बदलाव ज़रूर हुआ कि पहले सफाई करमचारिओं की हड़ताल इस तरह नही होती थी, जिस तरह अब होती है. पहले दिल्ली इस तरह कूड़ा घर नही बनती थी, जिस तरह अब एक बड़े कूड़ा घर मे तब्दील हो जाती है. 

आज भी हमे सड़कों पर एंकरोचमेंट से छुटकारा नही मिला. आज भी दिल्ली की सड़कों पर रैश ड्राइविंग होती है. आज भी रोड रेज़ के किससे सुनने मे आते हैं. आज भी सरकारें, सिर्फ़ टॅक्स वसूली मे विश्वास रखती हैं, और आज भी दिल्ली की आम जनता, बेसिक साहूलतों के लिए तरसती है.

हम यह भी नही भूल सकते कि इन बीस सालों मे दिल्ली मे मेट्रो चल पड़ी, कई नए फ्लाइ ओवर भी बने, कुछ सड़कों को चौड़ा भी किया गया, और अगर यह सब कुछ ना होता तो शायद दिल्ली एक गटर बन चुकी होती. लेकिन सवाल यह है, कि अगर पिछली सरकारों ने कुछ किया तो यह कोई अहसान नही था, यह तो उनकी ड्यूटी थी, फ़र्ज़ था उनका. 

लेकिन क्या आपको नही लगता, कि जो कुछ भी हुआ, उससे कहीं ज़्यादा होने की दरकार थी ? आख़िर कब तक हम ट्रॅफिक जाम, जल भराव, एंकरोचमेंट, पोल्यूशन को झेलते रहेंगे ? आख़िर कब हमारी महिलाएँ, बच्चे और बुजुर्ग अपने को सुरक्षित मान सकेंगे ? आख़िर कब हमारे नेता इस दलगत राजनीति से उपर उठकर, दिल्ली के लिए, दिल से काम करेगे ?

Tata Tigor Style back - The New World of Style from Tata Motors

After the great Tata Hexa Experience, we again got an invite from the Tata Motors to try our hands on its new sedan – TIGOR, which is to be launched on 29th March. 

The first look of TIGOR was quite impressive. Though its front and sides looked somewhat similar to TIAGO, its rear side looked much better than all of its competitors in this segment. A beautiful car indeed.


The headlight is a smoked type with a black treatment given to it which makes it more impressive. The side profile of the new sedan is again similar to the Tiago but it looks more beautiful than any other car of this segment. 

The slope on its back makes it a top notch sedan and quite beautiful in looks with LED stop lamps and the LED tail lamps. The petrol version has the 15 inch Alloy wheels while the Diesel version has the 14 inch alloy wheels.




Interiors again are very impressive. It has the Automatic climate control system. The infotainment system has been designed by Harman, with a five inch touch screen, eight speakers, and with the best of the sound quality in this segment. 



The steering wheel is quite sporty and adjustable, and has the telephony as well the audio controls on it. Seating system of the TIGOR also looked quite comfortable.



It has a boot space of 419 litres. Multi bar links make it easier to remove and keep the baggage while traveling. It has the 1.2 litre Revotron petrol engines with 84 bhp and the 1.05 litre Revotorq Diesel engine with 69 BHP.


We had to start from the Aerocity in Delhi, towards the Heritage Transport museum in Sohna & back but via NH 8, while returning. We were offered both the petrol as well as the Diesel versions. 



Kartik from Chennai was with me and he opted the Petrol version. The journey started and we passed from all kinds of roads that included busy ones, hilly as well the rural. The sedan performed perfectly and Kartik looked quite happy on driving it for the one side journey while I was busy in clicking the pics & videos.



While coming back I was in the driving seat and the beautiful machine that I had was a Diesel version. It was my first feel of TIGOR on the driving seat and truly it was quite impressive. The sedan was quite smooth in driving and truly very comfortable.

Tired of promises, Delhiites seek an end to garbage crisis : DNA

RWAs rue that civic bodies pay scant attention to this burning issue; situation worst in east Delhi, where municipal sanitation workers have gone on 5 strikes in 2 years

With municipal polls round the corner, Delhiites have made it clear that they are in no mood for more empty promises as far as the garbage crisis in the city is concerned. The problem of solid waste management has been haunting the residents for far too long, and people now want some concrete solutions.
“There is no proper garbage collection system. In most areas, garbage is overflowing from dhalaos (landfills), leading to unhygienic and unhealthy living conditions. The overall cleanliness of our area has severely deteriorated,” said BS Vohra, a resident of Krishna Nagar and President of the East Delhi Residents Welfare Association (RWA) Joint Front.
In the last two years, the municipal sanitation workers in east Delhi have gone on a strike for as many as five times, over issues such as delayed salary payment. The entire region is dotted with dhalaos bursting at the seams and roads are lined with garbage. The overflowing dhalaos in residential colonies have given birth to a stray animal menace as well. In most authorised colonies, door-to-door garbage collection is organised by RWAs themselves.

‘Swachh’ Delhi a distant dream : The Hindu : B S Vohra












Despite promises of the BJP-led civic bodies, the Capital is more or less as dirty as it was five years ago.

Delhi was supposed to be cleaner, with garbage being collected from homes, segregated and processed in order to reduce the pressure on the landfills.
At least, that is what the BJP had promised in 2012 when it contested the municipal corporations’ elections.
While the amount of garbage that is processed has increased with the setting up of three waste-to-energy plants, the Capital is more or less as dirty as it was five years ago.
Since most garbage dumps or dhalaos are cleaned only once every 24 hours, garbage overflows on to the streets for large parts of the day.
East Delhi, where municipal sanitation workers have gone on strike five times in the past two years over late salaries, is dotted with dhalaos bursting at the seams and roads lined with garbage.

Persistent problem

Busy commercial centres like in Laxmi Nagar have trash lying on the road almost all the time.
B.S. Vohra, a resident of Krishna Nagar and the president of the East Delhi RWA Joint Front, said that not only had door-to-door collection of garbage not been started, but overall cleanliness had deteriorated.
“Wherever we look, dhalaos are overflowing. The EDMC clears them only once a day, so for 23 hours every day, you can see trash strewn all over,” said Mr. Vohra.
He added that since municipal sanitation staff only swept the roads early in the morning, the cleanliness could not be maintained.
“Shops open around 10 a.m. and dump their trash outside, where it stays till the next day. The cleaning should be round the clock. Since the population has increased, the garbage has also increased,” he added.
In most authorised colonies, door-to-door garbage collection is organised by residents’ welfare associations.
“There are two parallel systems. The private garbage collector is paid by residents and he dumps the trash at dhalaos. The corporation’s garbage trucks come at different times to collect the trash swept up by the safai karamcharis,” said Mr. Vohra.

Long way to go

Despite getting funds under the Swachh Bharat Mission and making promises to clean the city, the BJP-run municipal corporations have a long way to go.
Subhash Arya, the Leader of the House in the South Delhi Municipal Corporation (SDMC), however, said that improvements to solid waste management would make a big difference in the long run. “We have started the process in the Central Zone. Garbage is being taken from households to fixed and mobile compactors, from where it is taken to the landfill. We have also started to process all our green waste,” said Mr. Arya.
According to the Centre’s Swachh Bharat rankings, Delhi’s municipal corporations have a long way to go.
While the New Delhi Municipal Counci was ranked fourth out of 73 cities, the SDMC was ranked 39 by the Swachh Survekshan 2016.
The north and east civic bodies were not included in the list.
With the election campaign about to begin, sanitation will be at the top of the agendas of the political parties.

CAN ELECTRONIC VOTING MACHINES BE HACKED ?

With the election now in just weeks and the republican nominee, Donald Trump, stating numerous times that it will be rigged, electronic voting once more takes center stage with concerns raised that electronic voting machines could be hacked.
Unlike Britain, which uses only paper ballots, USA uses electronic voting. Although paper ballots still account for around 75% of all votes in USA, five states, Georgia, Delaware, Louisiana, South Carolina and New Jersey, use only electronic machines, and, more worryingly have no paper trail thus making it impossible to audit the results.
This is worrying as voting machines are made of computer code which can and has been hacked. A Princeton professor, for example, showed how one can be hacked in seven minutes. On Apr 14 2015, the Virginia State Board of Elections decertified  AVS WinVote touchscreen Direct Recording Electronic (DRE) because they could be hacked through wireless access, not even requiring physical presence at the polling station.
Moreover, it’s not just hacking. Irregularities can occur unintentionally due to hardware or software malfunctioning. There have been cases of touchscreens switching votes, of ballots disappearing as in 2006 where 18,000 votes vanished in a contest decided by only 363 votes and the case of the Arkansas mayoral candidate who was surprised to see he received 0 votes while he confirmed he had certainly voted for himself. At least the results were not negative, like in Florida in 2000 where an electronic voting machine gave Al Gore a final vote count of minus 16,022 votes.
This year’s electronic voting is further complicated by the fact that the machines are now very old, not having been replaced in a decade, with some not replaced in 15 years. Most run windows XP, which is no longer maintained, while some are on windows 2000. Some of the machine manufacturers are no longer in business, with replacement parts difficult to find. This year’s machines, therefore, may be more prone to crashing and, as old operating system vulnerabilities are unpatched, they may more easily be hacked.
According to Bruce Schneier, a renowned computer security expert, the solution is to mandate paper audit trails. Schneier states:
“DRE machines must have a voter-verifiable paper audit trails (sometimes called a voter-verified paper ballot). This is a paper ballot printed out by the voting machine, which the voter is allowed to look at and verify. He doesn’t take it home with him. Either he looks at it on the machine behind a glass screen, or he takes the paper and puts it into a ballot box. The point of this is twofold: it allows the voter to confirm that his vote was recorded in the manner he intended, and it provides the mechanism for a recount if there are problems with the machine.”
Another problem is systemic hacking or manipulation either by the manufacturer himself or others. As the code on which electronic machines run is not visible or examinable publicly, there is no way to verify results are not subtly tampered intentionally by the manufacturer who may change a few lines of code or by someone getting access to the manufacturer’s system. Considering that some states do not have paper trails at all, and others do not run paper trail audits unless the race is close and requires a recount, such systemic manipulation of electronic machines to tilt the balance a certain way could have a significant effect towards the end result.
The solution is to require the code is publicly released as open source so that all can look and see how it works. Why this has not been done already is not clear, save for perhaps lack of public pressure considering the rarity of elections and the argument of manufacturers that the code has trade secrets. However, except for who voted for what, elections require full transparency if they are to attract the confidence of the public. This applies more in this election than ever considering some clear and overt biased by the media and much of the establishment against Trump.
Nonetheless, if there are any irregularities they are likely to be limited in number, thus affecting perhaps a very close race, but probably not an election where one candidate is clearly the preferred choice.

Asha Kiran - A ray of hope for the mentally retarded, But ..... ( Part 4 )

7. Development of Home for Mentally Retarded -PWD (Rs . 1000.00 lacs )  
The aim of the scheme is to provide residential care to the mentally retarded for their education, training guidance, medical care and rehabilitation.  A home on vacant land at Narela is proposed to be built up. The new home for mentally challenged persons will be having a capacity of 1200 inmates.

8. Home For Mentally Challenged Persons    :    68.00 lakh (Revenue) + ( Rs.200.00 lakhs)  for Narela ( PWD)
The aim of this scheme is to provide residential care to the mentally challenged including their education, training, guidance, medical care and rehabilitation. At present three homes are being run by this department:-
1.               Asha Kiran at Rohini (Avantika)
2.               Asha Jyoti at Harinagar
3.               Asha deep at Narela
4.                
Ten residents of Asha Kiran complex has been selected for the participation in 1st World Summer Games-2015 to be held at Los AngelesUSA in the month of July’2015.
New Home is proposed for mentally challenged persons at Narela :  to be constructed at the land measuring 7.72 acres.  The problem relating to demarcation of land has been now sorted out with Revenue Department,  PWD and DSIIDC. Hon’ ble Lt Governor Delhi has approved the change of construction agency from DSSIDC to PWD. DSIIDC has been directed to handover the project to PWD. The PWD has already completed the work of evelling and construction of boundary wall. DSIIDC has handed over the required documents to PWD. An amount of Rs.1.00 Lac (revenue head) has been kept for Asha Jyoti at Harinagar and Asha deep at Narela.  If the building plan get approved than construction may be started in the current financial year 2016-17 .

Besides above, possession of plots and further development on the plots at Seelampur Majra,Burari and Usmanpur for the construction of school for Mentally challenged children, is expected to be executed during the current Financial year.

My questions are still there, though the number of Inmates for the New Home have been reduced from 2000 to 1200 with a new condition that, If the building plan get approved than construction may be started in the current financial year 2016-17  :

1. If the New Home was completed, why the inmates of the Asha Kiran were not shifted to the new home ?

2. If the new Home is not yet complete, what is the status of its construction ?

3. If the New Home is not yet constructed, where the money spent has gone ?

4. Who will be responsible for the deaths of 11 kids at Asha Kiran, in the last 60 days ?

Expecting answer from no where.
