RWAS and EMPOWERMENT ISSUE

Coperative Act 2003 and subsequent ammendments provided winding up of Societies (and setting up of association or what ever name you) and ensuring that all residents could become members.
Societies having properties like community centre etc were given two years to wind up or evolve a structure so that all residents could be members.
Through this esteemed blog, i had raised this issue, but unfortunately no body commented upon it.
It is correct there is no empowerment of RWAS and societies( like our DELHI OFFICERS CO OPERATIVE HOUSE BUILDING SOCIETY LTD MADHUVAN) failed to act. There may be hundreds of societies which have outlived the purpose( plots handed out to members, services handed to MCD OR OTHER RELEVANT AGENCIES)for these were created.
These societies charge maintenance and securitity charges.
The residents have no say. Maintenance means payment of staff salary or maintenance of community centre building.
Community centre is a income generating unit as plenty of money is received by way of booking charges.
The residents have no say either in any affair( like security or maintenance charges).
On a reference by one of resident of Madhuvan(member of societies since 1960s on ward) Registrar Co operative societies has directed our society to act in accordance with provisions of ACT.
The above reference was made by Sh. A.C Agarwal hony secretary of MRWA Madhuvan new delhi 110092.
I think it is high time we initiate discussion and some body advises us correct legal position.
Let us have informed information to enable to act in the true spirit of law and in the interest of citizens of delhi.
